of the Pontifical Council Cor Unum on
the Occasion of the Presentation of the Pontifical Autograph Letter "During the Last Supper" to
Caritas Internationalis 13
November 2004 [The discourse was originally pronounced partially in English and partially in Italian]
We are gathered together today for a very important reason.
In fact, our Holy Father, in response to a need that was addressed to him,
has canonically extended public juridical personality to the Caritas
Internationalis Confederation, which all of you represent.
The Autograph Letter establishing this fact is entitled "During the Last
Supper" and is addressed to Archbishop Fouad El-Hage.
As President of the Pontifical Council Cor Unum, I am happy to have been
asked to share with you our Holy Father's intentions.

Durante l'Ultima Cena, alla vigilia della sua Passione, il Signore Gesù
ha lasciato una precisa richiesta ai suoi Apostoli: "Vi do un comandamento
nuovo, che vi amiate gli uni gli altri, come io vi ho amati" (Gv 13,34).
Sorretta da questo mandato, la Chiesa ha annunciato il Vangelo e dispensato la
grazia dei sacramenti, sempre preoccupandosi di accompagnare la sua azione con
la testimonianza dell'amore. Così,
fin dagli inizi, la vita della comunità cristiana si è caratterizzata per
l'esercizio fattivo della carità, espressa in particolare nell'attenzione ai
poveri e ai deboli (cfr At 2,42-47). Da quasi due secoli, poi, sono sorti in
ambito diocesano e parrocchiale gruppi che hanno successivamente assunto il nome
di Caritas, perseguendo lo scopo di assistere quanti versavano in stato di
necessità. Col tempo essi hanno iniziato a coordinarsi anche a livello
nazionale ed internazionale. Nel
contesto dell'Anno Santo del 1950, il mio venerato Predecessore, il Servo di Dio
Pio XII, volle dar vita, a Roma, a un organismo che, a livello di Chiesa
universale, riunisse le organizzazioni caritative nazionali autorizzate dai
rispettivi Episcopati, per favorirne la reciproca conoscenza, coordinazione e
collaborazione nello svolgimento dell'attività caritativa e sociale nelle
diverse parti del mondo. Anche gli altri miei Predecessori di v.m. hanno seguito
con paterno e fattivo interesse la crescita di Caritas Internationalis: il Servo
di Dio Paolo VI poteva così attestare con soddisfazione che essa "è
dappertutto all'opera" (Enciclica Populorum progressio, 46). Dalla
data della sua costituzione, numerosi e rilevanti sono stati gli interventi che
Caritas Internationalis ha realizzato, mediante le organizzazioni che la
compongono, ottenendo riconoscimento e prestigio anche da parte della autorità
civili. 3.
Pertanto, a
conferma del ruolo ecclesiale svolto da questa benemerita Confederazione,
accogliendo la richiesta esplicitamente fatta a tale proposito, in virtù
dell'autorità apostolica e a norma del Codice di diritto canonico, concedo a
Caritas Internationalis la personalità giuridica canonica pubblica (cfr cann.
116-123 del Codex Iuris Canonici). Ne confermo gli Statuti e il Regolamento, che
dovranno essere interpretati alla luce di quanto stabilito in questo Chirografo.
Ogni loro modifica dovrà essere da me confermata, così come l'eventuale
trasferimento della sede sociale, che si trova attualmente nell'Urbe.
Per lo speciale legame di Caritas Internationalis con la Sede Apostolica,
la lista dei candidati sia per la funzione di Presidente che per quella di
Segretario Generale della Confederazione dovrà essere sottoposta
all'approvazione del Papa, prima di essere ufficialmente proposta al voto
definitivo dell'Assemblea Generale.
La Santa Sede, inoltre, acquisiti i pareri opportuni, nomina un
Assistente Ecclesiastico, il quale partecipa di diritto all'attività degli
Organi istituzionali. 4.
Tenendo
conto di quanto stabilito dalla Costituzione Apostolica Pastor Bonus (cfr art.
146 § 2), affido al Pontificio Consiglio Cor Unum il compito di seguire ed
accompagnare l'attività di Caritas Internationalis, sia in ambito
internazionale che nei suoi raggruppamenti regionali. Il Dicastero verrà perciò
debitamente informato circa le iniziative della Confederazione ai diversi
livelli e parteciperà di diritto alle riunioni degli organi della stessa, nonché
alle riunioni per il coordinamento dell'attività promossa da Caritas
Internationalis. Il Pontificio Consiglio in parola contribuirà a mantenere vivo
lo spirito ecclesiale nella Confederazione e, in particolare, vigilerà a che
l'attività dei Membri della stessa, svolta in coordinamento internazionale, si
realizzi in collaborazione con le Chiese locali interessate e con i loro
Pastori. Caritas Internationalis avrà infine cura di sottoporre al Pontificio
Consiglio Cor Unum, prima della loro pubblicazione, i testi di orientamento che
intende emanare. 5.
Inoltre,
Caritas Internationalis per la sua attività a livello internazionale,
soprattutto presso gli Organismi Internazionali e in zone del mondo con
particolari difficoltà, farà riferimento alla Segreteria di Stato.
Per questioni specifiche, Caritas Internationalis agirà in
collaborazione anche con altri Dicasteri della Curia Romana, in particolare con
il Pontificio Consiglio della Giustizia e della Pace, il Pontificio Consiglio
della Pastorale dei Migranti e degli Itineranti ed il Pontificio Consiglio per
gli Operatori Sanitari, in conformità con le competenze per essi stabilite
dalla Costituzione Apostolica Pastor Bonus. 6.
Mentre auspico che questo atto rafforzi i vincoli di comunione di Caritas
Internationalis con la Chiesa universale, ordino che quanto qui disposto venga
fedelmente osservato. Nell'affidare l'impegno e l'attività della Confederazione
all'intercessione della Beata Vergine Maria della Visitazione e di San Martino
de Porres, che della Confederazione stessa sono i celesti Patroni, imparto a
Lei, venerato Fratello, e a tutti i componenti una speciale Benedizione
Apostolica.

To
my Venerable Brother Archbishop Youhanna Fouad El-Hage of Tarabulus for
Maronites, Lebanon, President of Caritas Internationalis 1. During the Last Supper, on the eve of his passion,
the Lord Jesus left his Apostles a precise request: "A new commandment I
give you, that you love one another, even as I have loved you" (Jn
13:34). Sustained by this mandate, the Church proclaimed the Gospel and
dispensed the grace of the sacraments, always concerned to accompany her action
with the witness of love. So it was that the life of the Christian community was
characterized from the start by the effective practice of charity, expressed in
particular by attention to the poor and the weak (cf. Acts 2:42-47). Then,
almost two centuries ago, parish and diocesan groups were formed that have
subsequently taken the name of Caritas, pursuing the goal of assisting
those in need. With time, they also began to coordinate their national and
international action. In the context of the Holy Year of 1950, my Venerable
Predecessor, the Servant of God Pius XII, decided to set up a body in Rome that
would operate in the universal Church and gather together the national
charitable agencies authorized by the respective Bishops in order to foster
reciprocal knowledge, coordination and collaboration in carrying out charitable
and social activities in the various parts of the world. Other Predecessors of
mine of venerable memory followed the growth of Caritas Internationalis
with effective fatherly interest. Thus, the Servant of God Paul VI was able to
attest with satisfaction that it "is at work everywhere" (Encyclical Populorum
Progressio, n. 46). 2. Born from an impulse of this Apostolic See which
then supervised and directed its activity, Caritas Internationalis is
made up of a Confederation of charitable agencies, usually the national branches
of Caritas. This Confederation, far
from limiting the autonomy to which these branches are entitled, fosters their
collaboration through its activities of animation, coordination and
representation. Caritas Internationalis, therefore, because of its origin
and nature, is closely bound to the Pastors of the Church, and in particular to
the Successor of Peter, who presides in universal charity (cf. St Ignatius of
Antioch, Ep. ad Romanos, inscr.), and draws inspiration for its action
from the Gospel and from the Tradition of the Church. Since its foundation, Caritas Internationalis
has intervened through its member organizations in a multitude of projects and
has also acquired recognition and prestige from civil Authorities. 3. Consequently, in confirmation of the ecclesial role
carried out by this praiseworthy Confederation and accepting the request
explicitly made in this regard, by virtue of apostolic authority and in
accordance with the norms of the Code of Canon Law, I grant to Caritas
Internationalis public, juridic and canonical personality (cf. Code of
Canon Law, cann. 116-123). I approve its Statutes and Regulations, which
must be interpreted in the light of what has been established in this Chirograph.
All modifications to them as, likewise, any eventual transfer of its
headquarters, which is currently located in the City of Rome, must be approved
by me. Because of the special link of Caritas
Internationalis with the Apostolic See, the list of candidates for the roles
of President and Secretary General of the Confederation must be submitted for
the Pope's approval before being officially proposed for the final voting at the
General Assembly. Moreover, the Holy See, having heard the appropriate
options, appoints a Chaplain who participates by right in the activities of the
institutional Organizations. 4. Taking into account what is established by the
Apostolic Constitution Pastor Bonus (cf. art. 146, § 2), I entrust to
the Pontifical Council Cor Unum the task of supervising and guiding the
activity of Caritas Internationalis, both in the international context
and in its regional groups. The Dicastery will therefore be duly informed of the
initiatives of the Confederation at the various levels, and will participate by
right in the meetings of its branches, as well as in the meetings for the
coordination of the activity promoted by Caritas Internationalis. In a
word, the Pontifical Council will contribute to keeping the ecclesial spirit alive in the Confederation and in particular will see
that the activities of its Members, carried out with international coordination,
takes place in collaboration with the local Churches and with their Pastors.
Lastly, Caritas Internationalis will be responsible for submitting to the
Pontifical Council Cor Unum, prior to publication, the texts of any
instructions it may wish to issue. 5. In addition, for its international activities,
especially with the International Agencies and in areas of the world with
particular problems, Caritas Internationalis will refer to the
Secretariat of State. For specific matters, Caritas Internationalis
will also coordinate its action with the other Dicasteries of the Roman Curia,
and especially with the Pontifical Councils for Justice and Peace, for the
Pastoral Care of Migrants and Itinerant People, and for Health Pastoral Care, in
conformity with roles established for it by the Apostolic Constitution, Pastor
Bonus. 6. While I hope that this act will strengthen the bonds
of communion of Caritas Internationalis with the universal Church, I
order all the measures in this Document to be faithfully observed. Venerable
Brother, as I entrust the commitment and activity of the Confederation to the
intercession of the Blessed Virgin Mary of the Visitation and of St Martin de
Porres who are the Confederation's heavenly Patrons, I impart a special

Caritas Internationalis - sorta nel 1951 a seguito dell'Anno Santo, su
iniziativa dell'allora Mons. Giovanni Battista Montini, - era in possesso della
personalità giuridica civile dello Stato della Città del Vaticano fin dal 19
luglio 1976. Ora Giovanni Paolo II, oltre a conferire una figura giuridica
canonica, ha confermato gli Statuti e il Regolamento della Confederazione,
legandola più strettamente alla Sua Persona, Che presiede all'universale carità,
e alla Santa Sede. Il Suo autorevole intervento vuole nel contempo offrire le
coordinate fondamentali alla cui luce gli Statuti vigenti andranno interpretati
e con le quali andrà impostata l'attività di questa benemerita Istituzione.
Per essa si apre così una nuova tappa del suo servizio caritativo,
caratterizzato da una sempre più intensa comunione di intenti con la Sede di
Pietro.
Nella Lettera Pontificia a Mons. Fouad El - Hage, Caritas Internationalis viene
presentata "come una Confederazione di organismi caritativi, in genere
Caritas nazionali", che ha funzioni di "animazione, coordinamento e
rappresentanza", senza nulla togliere all'autonomia dei singoli membri,
mediante i quali essa opera in tutto il mondo. In effetti, la vastità delle
problematiche e l'ampiezza degli interventi richiedono un lavoro di
coordinamento centrale che si attua dalla sede di Roma.
Nell'avvalorare la grande opera di assistenza e promozione svolta in tutto il
mondo, il Santo Padre richiama la natura ecclesiale di Caritas
Internationalis,
nata da iniziative di cattolici solleciti per la povertà di tanti fratelli e
sviluppatasi sotto la guida dei Pastori. La Caritas ai diversi livelli è
infatti uno strumento privilegiato dell'azione caritativa dei Vescovi, la cui
responsabilità ultima in questo ambito ha sottolineato anche una lettera del
Cardinale Segretario di Stato ai Presidenti delle Conferenze Episcopali il 9
settembre 2002 (cfr. inoltre il Direttorio per il Ministero Pastorale dei
Vescovi Apostolorum Successores, n. 194).
Confermando una prassi ormai consolidata di legame con la Sede Apostolica, il
Santo Padre ha affidato in particolare al Pontificio Consiglio Cor Unum il
compito di "seguire ed accompagnare" la Confederazione Caritas
Internationalis. Si è riservato alcune decisioni riguardanti Statuti e nomine,
segnatamente, in diverse forme, del Presidente, del Segretario Generale e
dell'Assistente Ecclesiastico. Cor Unum rappresenta
così il referente principale della Confederazione all'interno della Sede
Apostolica. Per quanto concerne l'Assistente Ecclesiastico, egli opererà in
stretto contatto con il Pontificio Consiglio Cor Unum, che ha avuto l'incarico
di stendere un elenco dei principali doveri dell'Assistente Ecclesiastico.
The Pontifical Autograph entrusts Cor Unum with the task of assisting the
Confederation in making increasingly visible its ecclesial character at all
levels. More specifically, this
concerns the activities of the Confederation and is to be concretely manifested
by Caritas Internationalis keeping Cor Unum constantly informed about the
initiatives it undertakes. Collaboration
will also occur through Cor Unum's participation in the meetings of the
governing bodies, such as the General Assembly, the Executive Committee, the
Bureau, and the General Secretariat. As is customary, the Dicastery will take part in the
coordination meetings aimed at addressing the countless humanitarian crises in
which the Confederation is involved. Specifically
within this framework, the Holy Father requires that the Pontifical Council
oversee "that the activity of its (Caritas') members, carried out at the
international level, is implemented in collaboration with the Local Churches
concerned, as well as with their Pastors". This indicates that the first partners of Caritas are Local
Churches, due to the fact that Caritas is, institutionally, an ecclesial entity.
Cor Unum will therefore seek to ensure that in relief activities there is
a strong sense of ecclesial belonging and service to the mission of the Church,
qua talis. Its responsibility to guarantee the overall "ecclesiastical
spirit" of the Confederation is placed within this purview as well.
What is valid for the activities undertaken is also true for the
statements and guidelines that Caritas Internationalis wishes to issue:
strategic plans, positions on questions of public relevance, and guidelines for
member institutions. Being a public
juridical person, it adheres coherently to the Church's Teaching and remains
faithful to its own Christian inspiration.
As is well known, the Confederation operates through various regional
groupings, which are Africa, Latin America and the Caribbean, North America,
Asia, Europe, Middle East and North Africa, and Oceania, represented here by you,
the Vice Presidents. Their aim is
to foster and promote activities at the local level, and to ensure a broader
geographical presence. The Autograph
Letter recalls that the support of our Dicastery concerns also these
regional dimensions. In this way,
the relationship between Caritas Internationalis and our Pontifical Council is
strengthened. Through its
collaboration with the Cor Unum, the Confederation reinforces its cooperation
with the Secretariat of State and other Dicasteries and Offices of the Roman
Curia on specific issues.
The Autograph Letter additionally praises the continuous witness to charity to which the
Caritas Confederation has been committed. It
also strengthens the ecclesial bond of communion.
I am convinced that our common commitment will inspire our activity and
bring new vigor to the Catholic Church in so many afflicted areas.
For our part, I assure you of our sincere willingness to support you in
fulfilling the tasks entrusted to you by our Holy Father and I ask the Lord's
blessing upon you. |
