INCONTRO CON I SACERDOTI DELLA DIOCESI DI ALBANO

Sapevo che è la più grande delle Diocesi Suburbicarie, ma, non sapevo, che fosse cresciuta fino a cinquecentomila abitanti. Vedo così, una Diocesi ricca di sfide, di problemi, ma, certamente anche di gioie nella fede. E vedo, che tutte le questioni del nostro tempo sono presenti: l'emigrazione, il turismo, l'emarginazione, l'agnosticismo, ma anche una fede ferma. Noi ci inseriamo con il piccolo dono nostro e facciamo quanto possiamo fare, soprattutto le cose sempre necessarie: i Sacramenti, l'annuncio della Parola, i segni della nostra carità e del nostro amore. E così mi sembra importante vedere che queste due realtà - la Santa Messa celebrata realmente in colloquio con Dio e la Liturgia delle Ore - sono zone di libertà, di vita interiore, che la Chiesa ci dona e che sono una ricchezza per noi. Facciamo sempre il possibile per la gente - nelle altre domande avremo la possibilità di ritornare su questo punto - e viviamo con il Signore per poter rispondere alla vera sete della gente. Infine, il terzo settore: la caritas, la diakonia. Sempre siamo responsabili dei sofferenti, degli ammalati, degli emarginati, dei poveri. Dal ritratto della vostra Diocesi vedo che sono tanti ad aver bisogno della nostra diakonia e anche questa è un'occasione sempre missionaria. Così, mi sembra, che la «classica» pastorale parrocchiale si autotrascenda in tutti e tre i settori e diventi pastorale missionaria.

Passo ora, al secondo aspetto della pastorale, riguardo sia agli operatori che al lavoro da fare. Non può fare tutto il parroco! È impossibile! Non può essere un «solista», non può fare tutto, ma ha bisogno di altri operatori pastorali. Mi sembra, che oggi, sia nei Movimenti, sia nell'Azione Cattolica, nelle nuove Comunità che esistono, abbiamo operatori che devono essere collaboratori nella parrocchia per una pastorale «integrata». Vorrei dire che oggi è importante per questa pastorale «integrata» che gli altri operatori che ci sono, non solo siano attivati, ma si integrino nel lavoro della parrocchia. Il parroco non deve solo «fare» ma anche «delegare». Essi devono imparare ad integrarsi realmente nel comune impegno per la parrocchia, e, naturalmente, anche nell'autotrascendenza della parrocchia in un duplice senso: autotrascendenza nel senso che le parrocchie collaborano nella Diocesi, perché il Vescovo è il loro comune Pastore e aiuta a coordinare anche i loro impegni; e autotrascendenza nel senso che lavorano per tutti gli uomini di questo tempo e cercano anche di far arrivare il messaggio agli agnostici, alle persone che sono alla ricerca. E questo è il terzo livello, del quale in precedenza abbiamo già diffusamente parlato. Mi sembra che le occasioni indicate ci diano la possibilità di incontrare e di dire una parola missionaria a quelli che non frequentano la parrocchia, non hanno fede o hanno poca fede. Soprattutto questi nuovi soggetti della pastorale e i laici che vivono nelle professioni di questo nostro tempo, devono portare la Parola di Dio anche negli ambiti che per il parroco spesso sono inaccessibili. Coordinati dal Vescovo, cerchiamo insieme di coordinare questi diversi settori della pastorale, di attivare i diversi operatori e soggetti pastorali nel comune impegno: da una parte, di aiutare la fede dei credenti, che è un grande tesoro, e, dall’altra, di far giungere l'annuncio della fede a tutti coloro che cercano con cuore sincero una risposta appagante ai loro interrogativi esistenziali.

PELLEGRINAGGIO AL SANTUARIO DEL VOLTO SANTO A MANOPPELLO 

Desidero in primo luogo ringraziare il Signore per l’odierno incontro, semplice e familiare, in un luogo dove possiamo meditare sul mistero dell’amore divino contemplando un’icona del Volto Santo. A voi tutti qui presenti va il mio grazie più sentito per la vostra cordiale accoglienza e per l’impegno e la discrezione con cui avete favorito questo mio privato pellegrinaggio

Se perseveriamo nel cercare il volto del Signore, al termine del nostro pellegrinaggio terreno sarà Lui, Gesù, il nostro eterno gaudio, la nostra ricompensa e gloria per sempre: "Sis Jesu nostrum gaudium, / qui es futurus praemium: / sit nostra in te gloria, / per cuncta semper saecula".

TO A GROUP OF BISHOPS OF THE EPISCOPAL CONFERENCE OF CANADA-ONTARIO ON THEIR AD LIMINA VISIT

Today, the impediments to the spread of Christ's Kingdom are experienced most dramatically in the split between the Gospel and culture, with the exclusion of God from the public sphere. Canada has a well-earned reputation for a generous and practical commitment to justice and peace, and there is an enticing sense of vibrancy and opportunity in your multicultural cities. At the same time, however, certain values detached from their moral roots and full significance found in Christ have evolved in the most disturbing of ways. In the name of 'tolerance' your country has had to endure the folly of the redefinition of spouse, and in the name of 'freedom of choice' it is confronted with the daily destruction of unborn children. When the Creator's divine plan is ignored the truth of human nature is lost. 

False dichotomies are not unknown within the Christian community itself. They are particularly damaging when Christian civic leaders sacrifice the unity of faith and sanction the disintegration of reason and the principles of natural ethics, by yielding to ephemeral social trends and the spurious demands of opinion polls. Democracy succeeds only to the extent that it is based on truth and a correct understanding of the human person.

Tuttavia l'esperienza di quei Vescovi è proprio che l'evangelizzazione deve avere la precedenza, che il Dio di Gesù Cristo deve essere conosciuto, creduto ed amato, deve convertire i cuori, affinché anche le cose sociali possano progredire, affinché s'avvii la riconciliazione, affinché – per esempio – l'AIDS possa essere combattuto affrontando veramente le sue cause profonde e curando i malati con la dovuta attenzione e con amore. Il fatto sociale e il Vangelo sono semplicemente inscindibili tra loro. Dove portiamo agli uomini soltanto conoscenze, abilità, capacità tecniche e strumenti, là portiamo troppo poco. Allora sopravvengono ben presto i meccanismi della violenza, e la capacità di distruggere e di uccidere diventa prevalente, diventa la capacità per raggiungere il potere – un potere che una volta o l'altra dovrebbe portare il diritto, ma che non ne sarà mai capace. In questo modo ci si allontana sempre di più dalla riconciliazione, dall'impegno comune per la giustizia e l'amore. I criteri, secondo i quali la tecnica entra a servizio del diritto e dell'amore, allora si smarriscono; ma è proprio da questi criteri, che tutto dipende: criteri che non sono soltanto teorie, ma che illuminano il cuore portando così la ragione e l'agire sulla retta via. 

Le popolazioni dell'Africa e dell'Asia ammirano, sì, le  prestazioni tecniche dell’Occidente e la nostra scienza, ma si spaventano di fronte ad un tipo di ragione che esclude totalmente Dio dalla visione dell'uomo, ritenendo questa la forma più sublime della ragione, da insegnare anche alle loro culture. La vera minaccia per la loro identità non la vedono nella fede cristiana, ma invece nel disprezzo di Dio e nel cinismo che considera il dileggio del sacro un diritto della libertà ed eleva l'utilità a supremo criterio per i futuri successi della ricerca. Cari amici, questo cinismo non è il tipo di tolleranza e di apertura culturale che i popoli aspettano e che tutti noi desideriamo! La tolleranza di cui abbiamo urgente bisogno comprende il timor di Dio – il rispetto di ciò che per l’altro è cosa sacra. Ma questo rispetto per ciò che gli altri ritengono sacro presuppone che noi stessi impariamo nuovamente il timor di Dio. Questo senso di rispetto può essere rigenerato nel mondo occidentale soltanto se cresce di nuovo la fede in Dio, se Dio sarà di nuovo presente per noi ed in noi.

Next Thursday is World Maritime Day and I would like to invite all of you to pray for the men and women involved in seafaring, and for their families. I thank the Lord for the work of the Apostleship of the Sea, which for many years has offered human and spiritual support to those who live this difficult and challenging way of life. I welcome particularly the recent initiatives taken by the International Maritime Organization to contribute to the fight against poverty and hunger. May Our Lady, Star of the Sea, look down in love upon seafarers and their families and upon all those who care for their human and spiritual needs.

ADDRESS TO THE AMBASSADORS OF COUNTRIES WITH A MUSLIM MAJORITY AND TO THE REPRESENTATIVES OF MUSLIM COMMUNITIES IN ITALY

In this particular context, I should like to reiterate today all the esteem and the profound respect that I have for Muslim believers, calling to mind the words of the Second Vatican Council which, for the Catholic Church, are the Magna Carta of Muslim-Christian dialogue: "The Church looks upon Muslims with respect. They worship the one God, living and subsistent, merciful and almighty, Creator of heaven and earth, who has spoken to humanity and to whose decrees, even the hidden ones, they seek to submit themselves whole heartedly, just as Abraham, to whom the Islamic faith readily relates itself, submitted to God" (Declaration Nostra Aetate, 3). Placing myself firmly within this perspective, I have had occasion, since the very beginning of my pontificate, to express my wish to continue establishing bridges of friendship with the adherents of all religions, showing particular appreciation for the growth of dialogue between Muslims and Christians (cf.Address to the Delegates of Other Churches and Ecclesial Communities and of Other Religious Traditions, 25 April 2005). As I underlined at Cologne last year, "inter-religious and inter-cultural dialogue between Christians and Muslims cannot be reduced to an optional extra. It is, in fact, a vital necessity, on which in large measure our future depends" (Meeting with Representatives of Some Muslim Communities, Cologne, 20 August 2005). In a world marked by relativism and too often excluding the transcendence and universality of reason, we are in great need of an authentic dialogue between religions and between cultures, capable of assisting us, in a spirit of fruitful co-operation, to overcome all the tensions together. Continuing, then, the work undertaken by my predecessor, Pope John Paul II, I sincerely pray that the relations of trust which have developed between Christians and Muslims over several years, will not only continue, but will develop further in a spirit of sincere and respectful dialogue, based on ever more authentic reciprocal knowledge which, with joy, recognizes the religious values that we have in common and, with loyalty, respects the differences.

Inter-religious and inter-cultural dialogue is a necessity for building together this world of peace and fraternity ardently desired by all people of good will. In this area, our contemporaries expect from us an eloquent witness to show all people the value of the religious dimension of life. Likewise, faithful to the teachings of their own religious traditions, Christians and Muslims must learn to work together, as indeed they already do in many common undertakings, in order to guard against all forms of intolerance and to oppose all manifestations of violence; as for us, religious authorities and political leaders, we must guide and encourage them in this direction. Indeed, "although considerable dissensions and enmities between Christians and Muslims may have arisen in the course of the centuries, the Council urges all parties that, forgetting past things, they train themselves towards sincere mutual understanding and together maintain and promote social justice and moral values as well as peace and freedom for all people" (Declaration, Nostra Aetate, 3). The lessons of the past must therefore help us to seek paths of reconciliation, in order to live with respect for the identity and freedom of each individual, with a view to fruitful co-operation in the service of all humanity. As Pope John Paul II said in his memorable speech to young people at Casablanca in Morocco, "Respect and dialogue require reciprocity in all spheres, especially in that which concerns basic freedoms, more particularly religious freedom. They favour peace and agreement between peoples" (no. 5).

Dear friends, I am profoundly convinced that in the current world situation it is imperative that Christians and Muslims engage with one another in order to address the numerous challenges that present themselves to humanity, especially those concerning the defence and promotion of the dignity of the human person and of the rights ensuing from that dignity. When threats mount up against people and against peace, by recognizing the central character of the human person and by working with perseverance to see that human life is always respected, Christians and Muslims manifest their obedience to the Creator, who wishes all people to live in the dignity that he has bestowed upon them.

Molte sono le sfide che l’Albania deve affrontare in questo momento. Vorrei citare, tra gli altri problemi, quello dell’emigrazione di molti suoi figli. Se da una parte è necessario combattere le cause di tale fenomeno, occorre anche creare le condizioni perché quanti lo desiderino possano ritornare in patria. E mi piace qui rendere omaggio agli albanesi che, fedeli ai migliori valori della loro tradizione, sanno farsi apprezzare in Italia, in Europa e in altri Paesi del mondo.

ANGELUS DOMINI OF SUNDAY 1ST OCTOBER 2006

Yesterday, I had the joy of meeting His Beatitude Emmanuel III Delly, Patriarch of Babylon for Chaldeans, who related to me the tragic reality that the beloved people of Iraq face every day, where Christians and Muslims have lived together for 14 centuries as children of the same land. I hope that these bonds of brotherhood among them will not slacken, while with sentiments of spiritual closeness I invite them all to join me in asking Almighty God for the gift of peace and concord for that tortured Country. 

Tomorrow, we will celebrate World Habitat Day, established by the United Nations and this year dedicated to the theme:  "Cities, magnets of hope". Coping with the rapid process of urbanization, also a consequence of the continually increasing emigration towards the cities, is one of the most serious problems humanity in the 21st century must face. I express my encouragement to all who are working at the local and international levels to assure dignified living conditions to people living in the lower-level city limits, the satisfaction of their primary needs and the possibility of achieving their aspirations, especially in the family environment and in peaceful social coexistence.

LETTER TO CARDINAL EDWARD IDRIS CASSIDY ON THE TWENTIETH ANNIVERSARY OF THE VISIT OF POPE JOHN PAUL II TO AUSTRALIA 

To My Venerable Brother Cardinal Edward Idris Cassidy,

It is with great gladness that, through you, I convey my greetings to the Most Reverend Edmund Collins, Bishop of Darwin, and all those meeting in Alice Springs from 2 to 7 October 2006 to mark the Twentieth Anniversary of the visit of my beloved predecessor Pope John Paul II. Please be assured of my prayers and spiritual closeness at this time of joyful remembrance.

The art of remembrance, exercised within an arch of hope, is not just an occasion of simple recollection. It renews purpose. For the Aboriginal and Torres Strait Islanders communities of Australia gathered today, this is expressed in the desire to propose anew the challenges with which Pope John Paul II encouraged them: "Be faithful to your worthy traditions, adapt your living culture whenever this is required and above all open your hearts to the consoling, purifying and uplifting message of Jesus Christ who died so that we might have life and have it to the full" (Address to the Aborigines and Torres Strait Islanders, Alice Springs, 29 November 1986, Insegnamenti IX, 2 [1986], p. 1763).

How might these challenges be embraced when there is much that could lead to discouragement or even despair? As Jesus, during his time on earth, moved from village to village preaching the Good News of truth and love, he captured the attention of those who heard him. Unlike the Scribes, who were rejected for their hypocrisy, we are told that the Lord "made a deep impression because he taught them with authority" (Mk 1: 22). Indeed, every human community needs and seeks strong, inspiring leaders to guide others into the way of hope. Much rests therefore upon the example of the Elders of communities. I encourage them to exercise authority wisely through faithfulness to their traditions - songs, stories, paintings, dances - and most especially through a renewed expression of their deep awareness of God, made possible through the Good News of Jesus Christ.

Your Eminence, through you I wish to appeal directly to the young people present: keep alight the flame of hope and ‘walk tall’. Christ is at your side! Even in the darkest hour his light continues to shine. Indeed, with the Psalmist we can proclaim "I hear whispering of many - terror on every side - but I trust in you, O Lord: I say, ‘You are my God’" (Ps 31:13-15). Don’t allow your "dreaming" to be undermined by the shallow call of those who might lure you into the misuse of alcohol and drugs, as promises of happiness. Such promises are false, and lead only to a circle of misery and entrapment. Instead, I exhort you to foster the encounter with the mystery of God’s spirit active in you and in creation, beckoning you to a life of purpose, service, satisfaction, and joy.

To the wider community, I wish to repeat what I have already alluded to in my address earlier this year to the nation’s Ambassador to the Holy See. Much has been achieved along the path of racial reconciliation yet there is still much to be accomplished. No one can exempt himself from this process. While no culture may use past hurt as an excuse to avoid facing the difficulties in meeting the contemporary social needs of its own people, it is also the case that only through the readiness to accept historical truth can a sound understanding of contemporary reality be reached and the vision of a harmonious future espoused. I therefore again encourage all Australians to address with compassion and determination the deep underlying causes of the plight which still afflicts so many Aboriginal citizens. Commitment to truth opens the way to lasting reconciliation through the healing process of asking for forgiveness and granting forgiveness - two indispensable elements for peace. In this way our memory is purified, our hearts are made serene, and our future is filled with a well-founded hope in the peace which springs from truth.

With these sentiments of prayerful solicitude, and confident in the love of Christ which draws us forward (cf. 2 Cor 5:14), I cordially impart to you and all those gathered my Apostolic Blessing, which I readily extend to their family members wherever they may be.

Saluto con affetto gli oltre 350 giovani "missionari", appartenenti a parrocchie, associazioni, movimenti e comunità della Diocesi di Roma, che nei giorni scorsi, insieme con alcuni sacerdoti, religiose e seminaristi, hanno dato vita alla terza edizione della "missione dei giovani ai giovani", denominata "Gesù al Centro". Cari amici, mi congratulo per il vostro gioioso impegno di annunciare il Vangelo per le strade e nelle piazze, nelle scuole e negli ospedali, come pure nei luoghi di svago dei giovani romani. Vi incoraggio a mantenere questo stile missionario nella vita di tutti i giorni, approfittando sempre delle iniziative formative diocesane. 

Saluto i pellegrini di lingua italiana, in particolare i fedeli provenienti da Senago, Pogliano Milanese, Cercemaggiore e Asti; come pure i partecipanti al 1° Rally per automobili ecologiche, organizzato dalla Federazione Auto Motoristica della Repubblica di San Marino. Much has been achieved. In this regard, I have been heartened to learn from you about the work of the Catholic Aboriginal Council for Reconciliation and the aims of the Amerindian Fund. Such initiatives bring hope and bear witness to the love of Christ which draws us forward (cf. 2 Cor 5:14). Yet there is still much to be accomplished. I therefore encourage you to address with compassion and determination the underlying causes of the difficulties surrounding the social and spiritual needs of the Aboriginal faithful. Commitment to truth opens the way to lasting reconciliation through the healing process of asking for forgiveness and granting forgiveness - two indispensable elements for peace. Food security is threatened not only by drought but also by inefficient and unjust management of agriculture; the spread of AIDS is increased by failure to remain faithful to one partner in marriage or to practise abstinence; the rights of women, children and the unborn are cynically violated by human trafficking, by domestic violence and by those who advocate abortion. Never cease to proclaim the truth, and insist on it, “in season and out of season” (2 Tim 4:2) because “the truth will set you free” (Jn 8:32).

UDIENZA GENERALE DI MERCOLEDÌ 11 OTTOBRE 2006

Oggi noi non siamo forse più abituati a usare un linguaggio così polemico, che tuttavia ci dice una cosa importante. In mezzo a tutte le tentazioni che ci sono, con tutte le correnti della vita moderna, dobbiamo conservare l’identità della nostra fede. Certo, la via dell'indulgenza e del dialogo, che il Concilio Vaticano II ha felicemente intrapreso, va sicuramente proseguita con ferma costanza. Ma questa via del dialogo, così necessaria, non deve far dimenticare il dovere di ripensare e di evidenziare sempre con altrettanta forza le linee maestre e irrinunciabili della nostra identità cristiana. D'altra parte, occorre avere ben presente che questa nostra identità richiede forza, chiarezza e coraggio davanti alle contraddizioni del mondo in cui viviamo. Perciò il testo epistolare continua così: “Ma voi, carissimi – parla a tutti noi –, costruite il vostro edificio spirituale sopra la vostra santissima fede, pregate mediante lo Spirito Santo, conservatevi nell'amore di Dio, attendendo la misericordia del Signore nostro Gesù Cristo per la vita eterna; convincete quelli che sono vacillanti...” (Gd. 20-22). La Lettera si conclude con queste bellissime parole: “A colui che può preservarvi da ogni caduta e farvi comparire davanti alla sua gloria senza difetti e nella letizia, all'unico Dio, nostro salvatore, per mezzo di Gesù Cristo nostro Signore: gloria, maestà, forza e potenza prima di ogni tempo, ora e sempre. Amen” (Gd. 24-25).

Holiness is a divine gift, which manifests itself in love of God and love of neighbour. Dear Brothers, show your people the beautiful face of Christ by living a life of genuine love. Show Christ’s compassion especially for the poor, for refugees, for the sick and for all who suffer. At the same time, in your teaching continue to proclaim the need for honesty, family affection, discipline and fidelity, all of which have a decisive impact on the health and stability of society.

VISITA PASTORALE A VERONA IN OCCASIONE DEL IV CONVEGNO NAZIONALE DELLA CHIESA ITALIANA

Una speciale attenzione e uno straordinario impegno sono richiesti oggi da quelle grandi sfide nelle quali vaste porzioni della famiglia umana sono maggiormente in pericolo:  le guerre e il terrorismo, la fame e la sete, alcune terribili epidemie. Ma occorre anche fronteggiare, con pari determinazione e chiarezza di intenti, il rischio di scelte politiche e legislative che contraddicano fondamentali valori e principi antropologici ed etici radicati nella natura dell'essere umano, in particolare riguardo alla tutela della vita umana in tutte le sue fasi, dal concepimento alla morte naturale, e alla promozione della famiglia fondata sul matrimonio, evitando di introdurre nell'ordinamento pubblico altre forme di unione che contribuirebbero a destabilizzarla, oscurando il suo carattere peculiare e il suo insostituibile ruolo sociale. La testimonianza aperta e coraggiosa che la Chiesa e i cattolici italiani hanno dato e stanno dando a questo riguardo sono un servizio prezioso all'Italia, utile e stimolante anche per molte altre Nazioni. Questo impegno e questa testimonianza fanno certamente parte di quel grande "sì" che come credenti in Cristo diciamo all'uomo amato da Dio.

In dramatic contrast to this joyful climate is the news that comes from Iraq on the very grave situation of insecurity and cruel violence to which many innocent people are exposed simply because they are Shiites, Sunnis or Christians. 

I perceive the profound concern that pervades the Christian community and I want to assure them that I am close to them, as I am to all the victims, and I pray for strength and consolation for all. 

I invite you, moreover, to join me in prayer to the Almighty, that he may grant the faith and courage needed by religious and political leaders, local and worldwide, to support those people on the path to rebuilding their homeland, seeking a mutual equilibrium in reciprocal respect, with the awareness that the multiplicity of their components is an integral part of their wealth.

AU NOUVEL AMBASSADEUR DE LA BELGIQUE PRÈS LE SAINT-SIÈGE

Au premier rang de ces défis, se trouve la question de la paix et de la sécurité, alors qu’on observe une situation internationale fragilisée par des conflits qui durent, en particulier au Moyen-Orient avec les situations toujours dramatiques de la Terre Sainte, du Liban et de l’Irak, mais aussi en Afrique et en Asie. Il importe au plus haut point que la communauté internationale et tout spécialement l’Union européenne se mobilisent avec détermination en faveur de la paix, du dialogue entre les nations et du développement. Je sais que la Belgique ne ménage pas ses efforts en ce sens et je salue particulièrement ceux qu’elle déploie pour aider les pays d’Afrique centrale à déterminer dans la paix leur propre avenir, comme ceux qu’elle accomplit dans le cadre du Liban, auquel vous venez de faire référence. Pour ma part, je peux vous assurer de l’engagement résolu du Saint-Siège à œuvrer de toutes ses forces en faveur de la paix et du développement.

Aujourd’hui, l’accueil d’immigrés de plus en plus nombreux et la multiplication sur un même sol de communautés différentes par leur culture d’origine ou leur religion rendent absolument nécessaire, dans nos sociétés, le dialogue entre les cultures et entre les religions, comme je l’ai rappelé au cours de mon récent voyage en Bavière et comme vous venez vous-même de le souligner. Il convient d’approfondir la connaissance mutuelle, en respectant les convictions religieuses de chacun et les légitimes exigences de la vie sociale, conformément aux lois en vigueur, et d’accueillir les immigrés, de sorte qu’on respecte toujours leur dignité. Pour cela, il importe de mettre en œuvre une politique d’immigration qui sache concilier les intérêts propres du pays d’accueil et le nécessaire développement des pays les moins favorisés, politique soutenue aussi par une volonté d’intégration qui ne laisse pas se développer des situations de rejet ou de non-droit, comme le révèle le drame des sans-papiers. On évitera ainsi les risques du repli sur soi, du nationalisme exacerbé ou même de la xénophobie, et on pourra espérer un développement harmonieux de nos sociétés pour le bien de tous les citoyens.

AI VESCOVI DELLA CONFERENZA EPISCOPALE DELLA GRECIA IN VISITA “AD LIMINA APOSTOLORUM”

In particolare, l’afflusso notevole di cattolici provenienti dalle Nazioni circostanti pone a voi e al vostro clero nuove esigenze di servizio ministeriale a cui non è facile provvedere. Comprendo quindi le vostre ansie apostoliche nei confronti di un gregge notevolmente accresciuto e interiormente variegato a motivo della presenza di fedeli aventi lingue e riti differenti. Penso che lo sviluppo di un dialogo costruttivo con gli altri Episcopati sia quanto mai opportuno proprio alla luce della nuova situazione. Dal confronto emergeranno sicuramente provvide decisioni sotto il profilo del reperimento sia dei ministri sacri necessari sia delle risorse su cui contare. Ovviamente il rispetto delle specifiche identità sarà da tenere presente, ma senza sacrificare per questo la vita e i programmi delle Chiese che Cristo vi ha affidato. Siete voi i Pastori del Popolo di Dio in terra greca: non si tratta semplicemente di una titolarità onorifica, ma di una vera responsabilità con precisi compiti. A questo proposito, vi esorto cordialmente a perseverare nei vostri sforzi per incentivare la pastorale vocazionale: occorre, da una parte, coltivare con cura i germi di vocazione che Dio continua a porre nel cuore di ragazzi e ragazze anche in questo nostro tempo; dall’altra, si dovranno invitare le comunità cristiane a pregare con più intensità “il Padrone della messe” affinché susciti nuovi ministri e nuove persone consacrate per il conveniente disimpegno dei diversi compiti richiesti dal Corpo mistico di Cristo. Auspico comunque che, con generosa dedizione da parte di tutti, si possa, anche nella presente situazione, venire incontro ai bisogni spirituali dei tanti immigrati che hanno trovato nel vostro Paese accoglienza dignitosa e cordiale. È questo lo stile proprio della vostra gente, che da sempre ha saputo aprirsi ad un contatto costruttivo con i popoli circostanti. Grazie anche a questa innata prerogativa, voi saprete sicuramente individuare il giusto approccio nel dialogo con gli altri Episcopati cattolici dei diversi riti, così da organizzare adeguati uffici pastorali per una fruttuosa testimonianza evangelica nella vostra terra.

Venerati Fratelli, con viva partecipazione ho appreso dalle vostre labbra del disagio di numerose comunità per gli spostamenti interni dei fedeli. Molti di loro si trovano in una situazione di dispersione nel territorio, con la conseguenza di gravi difficoltà nei rapporti con i rispettivi Pastori. Anche alla luce di questi fenomeni si rivela tutta l’importanza dell’unità affettiva ed effettiva di voi Vescovi, mediante un coordinamento interno sempre più efficace. L'analisi fatta insieme dei comuni problemi porta a soluzioni condivise e ad un percorso ecclesiale, in cui ciascuno è chiamato ad offrire il proprio apporto ai bisogni dell'altro, al fine di costruire insieme il Regno di Dio.

TO THE NEW AMBASSADOR OFTHE FEDERAL REPUBLIC OF GERMANY TO THE HOLY SEE

Germany has offered a new homeland and shelter to refugees and to many who in their own native countries are threatened by persecution for either religious or political reasons. The network of help and solidarity that is also extended to needy foreigners constitutes a true human social order. 

The effectiveness of this network depends on the contributions of all. It is thus hoped that asylum will be guaranteed in accordance with the legislators' intentions, in conformity with just directives and with the principle of justice. 

It should be borne in mind that finding shelter in Germany is a vital matter for numerous refugees.

 In this regard, the Holy See asks the appropriate State institutions not to keep foreign Christians at a distance, those whose lives and well-being are threatened because of their faith, and to facilitate their integration into Germany.

PREDIGT, MESSE MIT DEN SCHWEIZER BISCHÖFEN 

Und schließlich die Botschaft des Evangeliums. Wiederum das Scheitern Gottes. Die Erstgeladenen sagen ab, sie kommen nicht. Der Saal Gottes bleibt leer, sein Mahl scheint umsonst zubereitet. Es ist das, was Jesus in der Schlußphase seines Wirkens erlebt: Die amtlichen, die bestimmenden Kreise Israels sagen „nein“ zu der Einladung Gottes, die er selber ist. Sie kommen nicht. Seine Botschaft, sein Ruf endet im Nein der Menschen. Und doch auch hier: Gott scheitert nicht. Der leere Saal wird zur Möglichkeit, mehr Menschen zu rufen. Gottes Liebe, Gottes Einladung weitet sich aus – Lukas erzählt sie uns in zwei Wellen: Zuerst ergeht sie an die Armen, die Verlassen, die von Niemandem Eingeladenen in der Stadt selber. Gott tut damit das, was wir gestern im Evangelium gehört haben. (Das Evangelium heute gehört ja zu einem kleinen Symposium im Rahmen eines Abendessens bei einem Pharisäer. Wir finden dort vier Texte: zuerst die Heilung des Wassersüchtigen, dann das Wort von den letzten Plätzen, dann die Belehrung, nicht die Freunde einzuladen, die dann diese Geste erwidern, sondern diejenigen, die wirklich Hunger haben, aber keine Gegeneinladung verwirklichen können, und dann kommt eben unsere Geschichte.) Gott tut nun das, was er dem Pharisäer gesagt hat: Er lädt die ein, die nichts besitzen; die wirklich Hunger haben, die ihn nicht einladen, ihm nichts geben können. Und dann kommt die zweite Welle. Sie geht vor die Stadt hinaus auf die Straßen; die Unbehausten werden geladen. Wir dürfen wohl annehmen, daß Lukas diese zwei Wellen in dem Sinn verstanden hat, daß es zuerst die Armen von Israel sind, die in den Saal kommen und, da sie nicht ausreichen, weil Gottes Raum größer ist, die Einladung aus der Heiligen Stadt hinausgeht in die Völkerwelt. Diejenigen, die gar nicht zu Gott gehören, die draußen stehen, werden nun eingeladen, um den Saal zu füllen. Und Lukas, der uns dieses Evangelium überliefert hat, sah sicher darin die bildhaft vorweggenommene Darstellung der Ereignisse, die er dann in der Apostelgeschichte erzählt, wo sich genau dies zuträgt: Paulus beginnt seine Mission immer in der Synagoge, bei den Erstgeladenen, und erst, wenn da die Maßgebenden abgesagt haben und nur eine kleine Schar von Armen geblieben ist, geht er hinaus zu den Heiden. So wird das Evangelium durch diesen immer neuen Kreuzigungsvorgang hindurch universal, ergreift das Ganze, schließlich bis nach Rom. Paulus ruft in Rom die Vorsteher der Synagoge zu sich, verkündet ihnen das Geheimnis Jesu Christi, das Reich Gottes in dessen Person. Aber die maßgebenden Teile sagen ab, und er verabschiedet sie mit den Worten: Nun, da ihr nicht hört, wird diese Botschaft den Heiden verkündet, und sie werden hören. Mit dieser großen Zuversicht endet die Botschaft vom Scheitern: Sie werden hören; die Kirche der Heiden wird sich bilden. Und sie hat sich gebildet und bildet sich noch immer. In den ad-Limina-Besuchen höre ich viel Schweres und Mühsames, aber immer – gerade aus der Dritten Welt – auch dieses, daß die Menschen hören, daß sie kommen, daß auch heute auf den Straßen an den Enden der Erde die Botschaft ankommt und die Menschen im Gottessaal zu seinem Festmahl zusammenströmen.

The present time brings many new opportunities to bear witness to Christ and fresh challenges for the Church in Ireland. You have spoken about the consequences for society of the rise in prosperity that the last fifteen years have brought. After centuries of emigration, which involved the pain of separation for so many families, you are experiencing for the first time a wave of immigration. Traditional Irish hospitality is finding unexpected new outlets. Like the wise householder who brings forth from his treasure “what is new and what is old” (Mt 13:52), your people need to view the changes in society with discernment, and here they look to you for leadership.Allow me to add an observation that is close to my heart. 

For many years, Christian representatives of all denominations, political leaders and many men and women of good will have been involved in seeking means to ensure a brighter future for Northern Ireland. Although the path is arduous, much progress has been made in recent times. It is my prayer that the committed efforts of those concerned will lead to the creation of a society marked by a spirit of reconciliation, mutual respect and willing cooperation for the common good of all.

ANSPRACHE AN DIE ERSTE GRUPPE DEUTSCHER BISCHÖFE ANLÄSSLICH IHRES "AD-LIMINA"-BESUCHES

Die Antworten, die die Kirche aus dem Evangelium des menschgewordenen Logos schöpft, haben sich fürwahr in den geistigen Auseinandersetzungen zweier Jahrtausende bewährt; sie sind von bleibender Gültigkeit. Von diesem Bewußtsein bestärkt können wir zuversichtlich all denen Rede und Antwort stehen, die uns nach dem Grund der Hoffnung fragen, die uns erfüllt (vgl. 1 Petr 3, 15). Dies gilt auch für unseren Umgang mit den Angehörigen anderer Religionen, vor allem den vielen Muslimen, die in Deutschland leben, und denen wir mit Respekt und Wohlwollen begegnen. Gerade sie, die an ihren religiösen Überzeugungen und Riten meist mit großem Ernst festhalten, haben ein Recht auf unser demütiges und festes Zeugnis für Jesus Christus. Um dieses mit Überzeugungskraft abzulegen, bedarf es freilich ernster Bemühungen. Deshalb sollten an Orten mit zahlreicher muslimischer Bevölkerung katholische Ansprechpartner zur Verfügung stehen, die die entsprechenden sprachlichen und religionsgeschichtlichen Kenntnisse besitzen, die sie zum Gespräch mit Muslimen befähigen. Ein solches Gespräch setzt freilich zuallererst eine solide Kenntnis des eigenen katholischen Glaubens voraus.

All den Laien, die die Kirche aus der Kraft der Taufe lebendig mittragen, möchte ich von Herzen danken. Gerade weil das aktive Zeugnis der Laien so wichtig ist, ist auch wichtig, daß die spezifischen Sendungsprofile nicht vermischt werden. Die Predigt in der Heiligen Messe ist ein an das Weiheamt gebundener Auftrag; wenn eine ausreichende Zahl von Priestern und Diakonen anwesend ist, steht ihnen die Ausspendung der heiligen Kommunion zu. Auch wird immer wieder der Anspruch auf von Laien auszuübende pastorale Leitungsfunktionen erhoben. Dabei dürfen wir die damit zusammenhängenden Fragen nicht nur im Licht pastoraler Zweckmäßigkeiten erörtern, denn es geht hier um Glaubenswahrheiten, nämlich um die von Jesus Christus gestiftete sakramental-hierarchische Struktur Seiner Kirche. Da diese auf Seinem Willen und die apostolische Vollmacht auf Seiner Sendung beruhen, sind sie dem menschlichen Zugriff entzogen. Nur das Sakrament der Weihe befähigt den Empfänger in persona Christi zu sprechen und zu handeln. Dies, verehrte Mitbrüder, gilt es, mit aller Geduld und Lehrweisheit immer wieder einzuschärfen und daraus die notwendigen Konsequenzen zu ziehen. 

Liebe Mitbrüder im Bischofsamt! Die Kirche in Deutschland verfügt über tiefe geistliche Wurzeln und über hervorragende Mittel zur Förderung des Glaubens und zur Unterstützung bedürftiger Menschen im In- und Ausland.

ANGELUS DOMINI, DOMENICA 12 NOVEMBRE 2006

Ai suoi discepoli Gesù ha insegnato a pregare chiedendo al Padre celeste non il "mio", ma il "nostro" pane quotidiano. Ha voluto così che ogni uomo si senta corresponsabile dei suoi fratelli, perché a nessuno manchi il necessario per vivere. I prodotti della terra sono un dono destinato da Dio "per l'intera famiglia umana". 

E qui tocchiamo un punto molto dolente: il dramma della fame che, malgrado anche di recente sia stato affrontato nelle più alte sedi istituzionali, come le Nazioni Unite e in particolare la FAO, rimane sempre molto grave. L'ultimo Rapporto annuale della FAO ha confermato quanto la Chiesa sa molto bene dall'esperienza diretta delle comunità e dei missionari: che cioè oltre 800 milioni di persone vivono in stato di sottoalimentazione e troppe persone, specialmente bambini, muoiono di fame. Come far fronte a questa situazione che, pur denunciata ripetutamente, non accenna a risolversi, anzi, per certi versi si sta aggravando? Certamente occorre eliminare le cause strutturali legate al sistema di governo dell'economia mondiale, che destina la maggior parte delle risorse del pianeta a una minoranza della popolazione. Tale ingiustizia è stata stigmatizzata in diverse occasioni dai venerati miei Predecessori, i Servi di Dio Paolo VI e Giovanni Paolo II. Per incidere su larga scala è necessario "convertire" il modello di sviluppo globale; lo richiedono ormai non solo lo scandalo della fame, ma anche le emergenze ambientali ed energetiche. Tuttavia, ogni persona e ogni famiglia può e deve fare qualcosa per alleviare la fame nel mondo adottando uno stile di vita e di consumo compatibile con la salvaguardia del creato e con criteri di giustizia verso chi  coltiva  la  terra  in  ogni Paese.

ANSPRACHE AN DIE ZWEITE GRUPPE DEUTSCHER BISCHÖFE ANLÄSSLICH IHRES "AD-LIMINA"-BESUCHES

Das zweite Thema, das ich wenigstens kurz ansprechen möchte, sind die kirchlichen Hilfswerke. In meiner Enzyklika „Deus caritas est“ habe ich von dem Dienst der Liebe als wesentlichem und unverzichtbarem Ausdruck des Glaubens in der Kirche geschrieben und dabei auch das innere Prinzip der Hilfswerke berührt. „Die Liebe Christi drängt uns“, hat der heilige Paulus gesagt (2 Kor 5, 14). Der gleiche „Zwang“ der Liebe (1 Kor 9, 16), der den heiligen Paulus nötigte, in alle Welt zu gehen, um das Evangelium zu verkünden – dieser gleiche „Zwang“ der Liebe Christi hat die deutschen Katholiken veranlaßt, die Hilfswerke zu gründen, um den in Armut lebenden Menschen zu ihrem Recht auf die Güter der Erde zu verhelfen. Nun ist es wichtig, darauf zu achten, daß die Hilfswerke in ihren Programmen und Aktionen wirklich diesem inneren Impuls der vom Glauben gedrängten Liebe entsprechen. Es ist wichtig, darauf zu achten, daß sie nicht in politische Abhängigkeiten kommen, sondern einzig ihrer Aufgabe der Gerechtigkeit und der Liebe dienen.

Con fiducia mi pongo sulle orme dei miei venerati predecessori Paolo VI e Giovanni Paolo II; ed invoco la celeste protezione del beato Giovanni XXIII, che fu per dieci anni Delegato Apostolico in Turchia e nutrì per quella Nazione affetto e stima. DÉCLARATION COMMUNE ENTRE LE PAPE BENOÎT XVI ET LE PATRIARCHE BARTHOLOMAIOS Ier 

Notre regard s'est porté sur les lieux du monde d'aujourd'hui où vivent les chrétiens et sur les difficultés auxquelles ils doivent faire face, en particulier la pauvreté, les guerres et le terrorisme, mais également les diverses formes d'exploitation des pauvres, des émigrés, des femmes et des enfants. Nous sommes appelés à entreprendre ensemble une action en faveur du respect des droits de l'homme, de tout être humain, créé à l'image et à la ressemblance de Dieu, du développement économique, social et culturel. Nos traditions théologiques et éthiques peuvent offrir une base solide de prédication et d'action communes. Nous voulons avant tout affirmer que tuer des innocents au nom de Dieu est une offense envers Lui et envers la dignité humaine. Nous devons tous nous engager pour un service renouvelé de l'homme et pour la défense de la vie humaine, de toute vie humaine. 

Nous avons profondément à cœur la paix au Moyen-Orient, où notre Seigneur a vécu, a souffert, est mort et est ressuscité, et où vivent, depuis tant de siècles, une multitude de frères chrétiens. Nous désirons ardemment que soit rétablie la paix sur cette terre, que se renforce la coexistence cordiale entre ses diverses populations, entre les Eglises et entre les différentes religions qui s'y trouvent. To this place, so dear to the Christian community, my venerable predecessors the Servants of God Paul VI and John Paul IIcame as pilgrims; the latter visited this Shrine on 30 November 1979, just over a year after the beginning of his Pontificate. Another of my Predecessors was in this country not as Pope, but as the Papal Representative, from January 1935 to December 1944, Blessed John XXIII, Angelo Roncalli, whose memory still enkindles great devotion and affection. He very much esteemed and admired the Turkish people. Here I would like to quote an entry in his Journal of a Soul: “I love the Turks; I appreciate the natural qualities of these people who have their own place reserved in the march of civilization” (pp. 233-4). He also left to the Church and the world the legacy of his Christian optimism, rooted in deep faith and constant union with God. In that same spirit, I turn to this nation and, in a special way, to the “little flock” of Christ living in its midst, in order to offer a word of encouragement and to manifest the affection of the whole Church. With great love I greet all of you here present, the faithful of Izmir, Mersin, Iskenderun and Antakia, and others from different parts of the world, as well as those who could not take part in this celebration but are spiritually united with us. I greet in particular Archbishop Ruggero Franceschini of Izmir, Archbishop Giuseppe Bernardini, Archbishop emeritus of Izmir, Bishop Luigi Padovese, the priests and the religious. Thank you for your presence, your witness and your service to the Church in this blessed land where, at its very beginnings, the Christian community experienced great growth, a fact reflected in the numerous pilgrimages made to Turkey to this day.

TO THE NEW AMBASSADOR OF UGANDA TO THE HOLY SEE

I have followed closely the challenges facing the African Continent, some of which have presented themselves with varying degrees of urgency in your homeland. Sadly these events often arise from human pride and violence. As the people of your nation aspire to a future of peaceful stability, your Government is faced with the pressing obligation of responding decisively to the needs of all who suffer the tragic effects of prolonged violence in the North. The international community is impelled to give proper attention to the grave humanitarian crisis affecting more than a million people in the region. Many Ugandans and some international organizations have been working diligently, often at great risk to their own lives, to assist these displaced and marginalized people, but the situation calls for increasing cooperation in order to create an environment of security and stability. 

I would reassure you that the Catholic Church is sincerely committed to assisting all efforts to promote peace. As the Second Vatican Council reminded us, it is the Church’s duty to foster and elevate all that is true, all that is good, and all that is beautiful in the human community by consolidating peace among men for the glory of God (cf.Gaudium et Spes, 76). In this regard, the Holy See is hopeful that the Second Summit of the International Conference on the Great Lakes Region, which begins today, will raise hopes for a future of security based on dialogue and cooperation. In the various conflicts some agreements have been reached and a number of those under arms have returned home, availing themselves of the new climate of reconciliation. I remain confident that this regional momentum will be sustained and that those in authority will do all in their power to see that the expectations raised in the hearts of so many are brought to fulfilment. I pray that Almighty God will grant renewed wisdom and courage to those in positions of responsibility so that all parties will return to dialogue and the quest for peaceful and lasting solutions.

Collaboration between the Church and civil society has yielded many blessings in Uganda, above all in education, in health-care and in the struggle against HIV/AIDS, where statistics confirm the practical value of a policy of prevention based on continence and the promotion of faithfulness in marriage. It is my sincere hope that the people of Uganda will continue to draw increasing benefits from this support.

The scourge of AIDS, which afflicts so many millions in the African Continent, has brought untold suffering to the people of your country. Please be assured of the deep concern of the Catholic Church to do all it can to bring relief to those affected by this cruel disease, and also to their families. In the faces of the sick and the dying, Christians recognize the face of Christ, and it is he whom we serve when we offer help and consolation to the afflicted (cf. Mt 25: 31-40). At the same time, it is vitally important to communicate the message that fidelity within marriage and abstinence outside it are the best ways to avoid infection and to halt the spread of the virus. Indeed, the values that flow from an authentic understanding of marriage and family life constitute the only sure foundation for a stable society.

DISCORSO AI CARDINALI, AGLI ARCIVESCOVI, AI VESCOVI E AI PRELATI DELLA CURIA ROMANA PER LA PRESENTAZIONE DEGLI AUGURI NATALIZI

L'anno che volge al termine - lo ha detto Lei, Eminenza - rimane nella nostra memoria con la profonda impronta degli orrori della guerra svoltasi nei pressi della Terra Santa come anche in generale del pericolo di uno scontro tra culture e religioni – un pericolo che incombe tuttora minaccioso su questo nostro momento storico. Il problema delle vie verso la pace è così diventato una sfida di primaria importanza per tutti coloro che si preoccupano dell'uomo. Ciò vale in modo particolare per la Chiesa, per la quale la promessa che ne ha accompagnato gli inizi significa insieme una responsabilità e un compito: "Gloria a Dio nel più alto dei cieli e pace in terra per gli uomini che egli ama"(Lc 2,14).L’altro grande tema collegato col tema di Dio è quello del dialogo. Il cerchio interno del complesso dialogo che oggi occorre, l’impegno comune di tutti i cristiani per l’unità, si è reso evidente nei Vespri ecumenici nel duomo di Regensburg, dove oltre ai fratelli e alle sorelle della Chiesa cattolica, ho potuto incontrare molti amici dell’Ortodossia e del Cristianesimo Evangelico.A Regensburg il dialogo tra le religioni venne toccato solo marginalmente e sotto un duplice punto di vista. La ragione secolarizzata non è in grado di entrare in un vero dialogo con le religioni. Se resta chiusa di fronte alla questione di Dio, questo finirà per condurre allo scontro delle culture. L'altro punto di vista riguardava l'affermazione che le religioni devono incontrarsi nel compito comune di porsi al servizio della verità e quindi dell'uomo. La visita in Turchia mi ha offerto l'occasione di illustrare anche pubblicamente il mio rispetto per la Religione islamica, un rispetto, del resto, che il Concilio Vaticano II (cfr Dich. Nostra Aetate, 3) ci ha indicato come atteggiamento doveroso. Vorrei in questo momento esprimere ancora una volta la mia gratitudine verso le Autorità della Turchia e verso il popolo turco, che mi ha accolto con un'ospitalità così grande e mi ha offerto giorni indimenticabili di incontro. In un dialogo da intensificare con l'Islam dovremo tener presente il fatto che il mondo musulmano si trova oggi con grande urgenza davanti a un compito molto simile a quello che ai cristiani fu imposto a partire dai tempi dell'illuminismo e che il Concilio Vaticano II, come frutto di una lunga ricerca faticosa, ha portato a soluzioni concrete per la Chiesa cattolica. Si tratta dell'atteggiamento che la comunità dei fedeli deve assumere di fronte alle convinzioni e alle esigenze affermatesi nell'illuminismo. Da una parte, ci si deve contrapporre a una dittatura della ragione positivista che esclude Dio dalla vita della comunità e dagli ordinamenti pubblici, privando così l'uomo di suoi specifici criteri di misura. D'altra parte, è necessario accogliere le vere conquiste dell'illuminismo, i diritti dell'uomo e specialmente la libertà della fede e del suo esercizio, riconoscendo in essi elementi essenziali anche per l'autenticità della religione. Come nella comunità cristiana c'è stata una lunga ricerca circa la giusta posizione della fede di fronte a quelle convinzioni – una ricerca che certamente non sarà mai conclusa definitivamente – così anche il mondo islamico con la propria tradizione sta davanti al grande compito di trovare a questo riguardo le soluzioni adatte. Il contenuto del dialogo tra cristiani e musulmani sarà in questo momento soprattutto quello di incontrarsi in questo impegno per trovare le soluzioni giuste. Noi cristiani ci sentiamo solidali con tutti coloro che, proprio in base alla loro convinzione religiosa di musulmani, s'impegnano contro la violenza e per la sinergia tra fede e ragione, tra religione e libertà. In questo senso, i due dialoghi di cui ho parlato si compenetrano a vicenda.

My thoughts today go to the hundreds of thousands of Iraqi refugees in Syria, forced to leave their country because of the dramatic situation being lived there. Caritas Syria is already helping them. I am appealing, however, to the generosity of private individuals, international organizations and governments to make a further effort to meet their most urgent needs. I raise my prayer to the Lord to comfort these brothers and sisters and to move the hearts of all to generosity.

MESSAGE FOR THE CELEBRATION OF THE WORLD DAY OF PEACE, 1st JANUARY 2007

14. The recognition that there exist inalienable human rights connected to our common human nature has led to the establishment of a body of international humanitarian law which States are committed to respect, even in the case of war. Unfortunately, to say nothing of past cases, this has not been consistently implemented in certain recent situations of war. Such, for example, was the case in the conflict that occurred a few months ago in southern Lebanon, where the duty “to protect and help innocent victims” and to avoid involving the civilian population was largely ignored. The heart-rending situation in Lebanon and the new shape of conflicts, especially since the terrorist threat unleashed completely new forms of violence, demand that the international community reaffirm international humanitarian law, and apply it to all present-day situations of armed conflict, including those not currently provided for by international law. Moreover, the scourge of terrorism demands a profound reflection on the ethical limits restricting the use of modern methods of guaranteeing internal security. Increasingly, wars are not declared, especially when they are initiated by terrorist groups determined to attain their ends by any means available. In the face of the disturbing events of recent years, States cannot fail to recognize the need to establish clearer rules to counter effectively the dramatic decline that we are witnessing. War always represents a failure for the international community and a grave loss for humanity. When, despite every effort, war does break out, at least the essential principles of humanity and the basic values of all civil coexistence must be safeguarded; norms of conduct must be established that limit the damage as far as possible and help to alleviate the suffering of civilians and of all the victims of conflicts.

Prepariamoci, cari amici, ad incontrare Gesù, l’Emmanuele, Dio con noi. Nascendo nella povertà di Betlemme, Egli vuole farsi compagno di viaggio di ciascuno. In questo mondo, da quando Lui stesso ha voluto porvi la sua "tenda", nessuno è straniero. È vero, siamo tutti di passaggio, ma è proprio Gesù a farci sentire a casa in questa terra santificata dalla sua presenza. Egli ci chiede però di renderla casa accogliente per tutti. Il dono sorprendente del Natale è proprio questo: Gesù è venuto per ciascuno di noi e in lui ci ha resi fratelli. L’impegno corrispondente è quello di superare sempre più i preconcetti e i pregiudizi, abbattere le barriere ed eliminare i contrasti che dividono, o peggio, contrappongono gli individui e i popoli, per costruire insieme un mondo di giustizia e di pace.

MESSAGGIO AI VENERATI FRATELLI NELL’EPISCOPATO E NEL SACERDOZIO E AI CARISSIMI FRATELLI E SORELLE CATTOLICI DELLA REGIONE MEDIORIENTALE

Alle comunità cattoliche dei vostri Paesi penso costantemente ed anche con più acuta preoccupazione nel periodo natalizio. Verso le vostre terre ci porta la stella vista dai Magi, la stella che li guidò all’incontro col Bambino e con Maria sua Madre (cfr Mt 2,11). In terra d’Oriente Gesù offrì la sua vita per fare "dei due un popolo solo, abbattendo il muro di separazione [che è] l’inimicizia" (Ef 2,14). Lì Egli disse ai discepoli: "Andate in tutto il mondo e predicate il Vangelo ad ogni creatura" (Mc 16,15). Lì si ricorse per la prima volta alla qualifica di cristiani per designare i discepoli del Maestro (cfr At 11,26). Lì nacque e si sviluppò la Chiesa dei grandi Padri e fiorirono diverse e ricche tradizioni spirituali e liturgiche.

A voi, cari fratelli e sorelle, eredi di tali tradizioni, esprimo con affetto la mia personale vicinanza nella situazione di umana insicurezza, di sofferenza quotidiana, di paura e di speranza che state vivendo. Alle vostre comunità ripeto, innanzitutto, le parole del Redentore: "Non temere, piccolo gregge, perché al Padre vostro è piaciuto di darvi il Regno" (Lc 12,32). Potete contare sulla mia piena solidarietà nelle attuali circostanze. Sono certo di potermi fare portavoce anche della condivisione della Chiesa universale. Ogni fedele cattolico del Medio Oriente, insieme con la sua comunità d’appartenenza, non si senta pertanto solo o abbandonato. Le vostre Chiese sono accompagnate nel loro difficile cammino dalla preghiera e dal sostegno caritativo delle Chiese particolari del mondo intero, sull’esempio e secondo lo spirito della Chiesa nascente (cfr At 11,29-30).

Certo, la risposta alla propria vocazione cristiana è tanto più ardua per i membri di quelle comunità che sono minoranza e spesso numericamente poco significanti nelle società in cui si trovano immerse. Tuttavia «la luce può essere flebile in una casa - scrissero i vostri Patriarchi nella loro Lettera Pastorale della Pasqua 1992 -, ma rischiara tutta la casa. Il sale è elemento minimale negli alimenti, ma è esso che dà loro il sapore. Il lievito è molto poco nella pasta, ma è quello che la fa lievitare e la prepara a divenire pane». Faccio mie queste parole ed incoraggio i Pastori cattolici a perseverare nel loro ministero, coltivando l’unità tra loro e restando sempre vicini al loro gregge. Sappiano che il Papa condivide le ansie, le speranze e le esortazioni espresse nelle loro annuali Lettere, come pure nel quotidiano espletamento dei loro sacri doveri. Egli li incoraggia nel loro sforzo di sostenere e rafforzare nella fede, nella speranza e nella carità il gregge loro affidato. La presenza delle loro comunità nei diversi Paesi della regione costituisce, tra l’altro, un elemento che può grandemente favorire l’ecumenismo.

Da lungo tempo si osserva come molti cristiani stiano lasciando il Medio Oriente, così che i Luoghi Santi rischiano di trasformarsi in zone archeologiche, prive di vita ecclesiale. Certo, situazioni geopolitiche pericolose, conflitti culturali, interessi economici e strategici, nonché aggressività che si cerca di giustificare attribuendo loro una matrice sociale o religiosa, rendono difficile la sopravvivenza delle minoranze e perciò molti cristiani sono portati a cedere alla tentazione di emigrare. Spesso il male può essere in qualche modo irreparabile. Non si dimentichi tuttavia che anche il semplice stare vicini e vivere insieme una sofferenza comune agisce come balsamo sulle ferite e dispone a pensieri e opere di riconciliazione e di pace. Ne nasce un dialogo familiare e fraterno, che con il tempo e con la grazia dello Spirito, potrà trasformarsi in dialogo a livello più ampio: culturale, sociale e anche politico. Il credente peraltro sa di poter contare su una speranza che non delude, perché si fonda sulla presenza del Risorto. Da Lui viene l’impegno nella fede e l’operosità nella carità (cfr 1 Ts 1,3). Nelle difficoltà anche più dolorose, la speranza cristiana attesta che la rassegnazione passiva e il pessimismo sono il vero grande pericolo che insidia la risposta alla vocazione che scaturisce dal Battesimo. Ne possono derivare sfiducia, paura, autocommiserazione, fatalismo e fuga.

In questa prospettiva, ciascuno può giungere a pensare più alle sofferenze dell’altro che alle proprie, più a quelle comuni che a quelle private, e a preoccuparsi di fare qualcosa perché l’altro o gli altri comprendano che le loro sofferenze sono capite e accolte e che si desidera, per quanto è possibile, di porre ad esse rimedio.

Attraverso di voi, carissimi, intendo rivolgermi anche ai vostri concittadini, uomini e donne delle diverse confessioni cristiane, delle diverse religioni e a tutti coloro che cercano con onestà la pace, la giustizia, la solidarietà, mediante l’ascolto reciproco e il dialogo sincero. A tutti dico: perseverate con coraggio e fiducia! A quanti hanno la responsabilità di guidare gli eventi, poi, chiedo sensibilità, attenzione e vicinanza concreta che superi calcoli e strategie, affinché si edifichino società più giuste e più pacifiche, nel rispetto vero di ogni essere umano.

Come vi è noto, carissimi fratelli e sorelle, spero vivamente che la Provvidenza faccia sì che le circostanze permettano un mio pellegrinaggio nella Terra resa santa dagli avvenimenti della Storia della Salvezza. Spero così di poter pregare a Gerusalemme "patria del cuore di tutti i discendenti spirituali di Abramo, che la sentono immensamente cara" (Giovanni Paolo II, Redemptionis anno, AAS LXXVI, 1984, 625). Sono infatti convinto che essa può assurgere "a simbolo di incontro, di unione e di pace per tutta la famiglia umana" (ibid., p. 629). In attesa dell’avveramento di questo desiderio, vi incoraggio a proseguire sulla via della fiducia, compiendo gesti di amicizia e di buona volontà. Alludo sia ai gesti semplici e quotidiani, già da tempo praticati nelle vostre regioni da molta gente umile che ha sempre trattato con riguardo tutte le persone, sia ai gesti in qualche modo eroici, ispirati dall’autentico rispetto per la dignità umana, nel tentativo di trovare vie di uscita a situazioni di grave conflittualità. La pace è un bene così grande ed urgente da giustificare sacrifici anche grandi da parte di tutti.

Come scriveva il mio venerato Predecessore, il Papa Giovanni Paolo II, "non c’è pace senza giustizia". È perciò necessario che si riconoscano ed onorino i diritti di ciascuno. Giovanni Paolo II però aggiungeva: "non c’è giustizia senza perdono". Normalmente senza transigere su passati errori non si può arrivare ad un accordo che consenta di riaprire il dialogo in vista di future collaborazioni. Il perdono, nel caso, è condizione indispensabile per essere liberi di progettare un nuovo futuro. Dal perdono concesso ed accolto possono nascere e svilupparsi tante opere di solidarietà, nella linea di quelle che già esistono ampiamente nelle vostre regioni per iniziativa sia della Chiesa che dei governi e delle istanze non governative.

Il canto degli Angeli sulla capanna di Betlemme - "Pace in terra agli uomini che Dio ama" – assume in questi giorni tutta la sua pregnanza e produce fin da ora quei frutti che si avranno in pienezza nella vita eterna. Il mio auspicio è che il tempo di Natale segni un termine o almeno un sollievo per tante sofferenze e dia a tante famiglie quel supplemento di speranza che è necessario per perseverare nell’arduo compito di promuovere la pace in un mondo ancora tanto lacerato e diviso. Carissimi, siate certi che in questo cammino vi accompagna la fervente preghiera del Papa e di tutta la Chiesa. L’intercessione e l’esempio di tanti Martiri e Santi, che nelle vostre terre hanno reso coraggiosa testimonianza a Cristo, vi sostengano e vi rafforzino nella vostra fede. E la Santa Famiglia di Nazareth vegli sui vostri buoni propositi e sui vostri impegni.

HOMÉLIE EN LA SOLEMNITÉ DE LA TRÈS SAINTE MÈRE DE DIEU ET DE LA XL JOURNÉE MONDIALE DE LA PAIX 

C'est précisément parce qu'il est créé à l'image et à la ressemblance de Dieu (cf. Gn 1, 27), que tout individu humain, sans distinction de race, de culture et de religion, est investi de la même dignité de personne. C'est pour cela qu'il doit être respecté, et aucune raison ne peut en aucun cas justifier que l'on dispose de lui selon son bon plaisir, comme s'il était un objet. Face aux menaces contre la paix, malheureusement encore présentes, devant les situations d'injustice et de violence, qui continuent à persister dans diverses régions de la terre, devant la permanence des conflits armés, souvent oubliés par la vaste opinion publique, et le danger du terrorisme qui trouble la sérénité des peuples, il devient plus que jamais nécessaire d'oeuvrer ensemble pour la paix. Celle-ci,  comme je l'ai rappelé dans le Message,  est "à  la  fois  un  don  et  une tâche" (n. 3); un don à invoquer par la prière,  une  tâche à réaliser avec courage sans jamais se lasser. 

Le récit évangélique que nous avons entendu montre la scène des pasteurs de Bethléem qui se rendent dans la grotte pour adorer l'Enfant, après avoir reçu l'annonce de l'Ange (cf. Lc 2, 16). Comment ne pas tourner le regard encore une fois vers la situation dramatique qui caractérise précisément cette Terre où naquit Jésus? Comment ne pas implorer avec une prière insistante pour que, dans cette région également, arrive le plus tôt possible le jour de la paix, le jour où se résoudra définitivement le conflit en cours qui dure désormais depuis trop longtemps? Un accord de paix, pour être durable, doit reposer sur le respect de la dignité et des droits de chaque personne. Le souhait que je formule devant les représentants des nations ici présents est que la Communauté internationale conjugue ses efforts,  pour  qu'au  nom de Dieu l'on construise un monde où les droits essentiels de l'homme soient tous respectés. Pour que cela se produise, il est toutefois nécessaire que le fondement de ces droits soit reconnu non pas dans de simples pactes humains, mais "dans la nature même de l'homme et dans son inaliénable dignité de personne créée par Dieu" (Message, n. 13). Si, en effet, les éléments constitutifs de la dignité humaine sont confiés aux opinions humaines inconstantes, ses droits également, même s'ils sont proclamés solennellement, finissent par devenir faibles et diversement interprétables. "Il est donc important que les Organisations internationales ne perdent pas de vue le fondement naturel des droits de l'homme. Cela les soustraira au risque, malheureusement toujours latent, de glisser vers une interprétation qui serait uniquement positiviste" (ibid.).

URBI ET ORBI MESSAGE, CHRISTMAS 2006

So it would seem, yet this is not the case. People continue to die of hunger and thirst, disease and poverty, in this age of plenty and of unbridled consumerism. Some people remain enslaved, exploited and stripped of their dignity; others are victims of racial and religious hatred, hampered by intolerance and discrimination, and by political interference and physical or moral coercion with regard to the free profession of their faith. Others see their own bodies and those of their dear ones, particularly their children, maimed by weaponry, by terrorism and by all sorts of violence, at a time when everyone invokes and acclaims progress, solidarity and peace for all. And what of those who, bereft of hope, are forced to leave their homes and countries in order to find humane living conditions elsewhere? How can we help those who are misled by facile prophets of happiness, those who struggle with relationships and are incapable of accepting responsibility for their present and future, those who are trapped in the tunnel of loneliness and who often end up enslaved to alcohol or drugs? What are we to think of those who choose death in the belief that they are celebrating life?

"Salvator noster": Christ is also the Saviour of men and women today. Who will make this message of hope resound, in a credible way, in every corner of the earth? Who will work to ensure the recognition, protection and promotion of the integral good of the human person as the condition for peace, respecting each man and every woman and their proper dignity? Who will help us to realize that with good will, reasonableness and moderation it is possible to avoid aggravating conflicts and instead to find fair solutions? With deep apprehension I think, on this festive day, of the Middle East, marked by so many grave crises and conflicts, and I express my hope that the way will be opened to a just and lasting peace, with respect for the inalienable rights of the peoples living there. I place in the hands of the divine Child of Bethlehem the indications of a resumption of dialogue between the Israelis and Palestinians, which we have witnessed in recent days, and the hope of further encouraging developments. I am confident that, after so many victims, destruction and uncertainty, a democratic Lebanon, open to others and in dialogue with different cultures and religions, will survive and progress. I appeal to all those who hold in their hands the fate of Iraq, that there will be an end to the brutal violence that has brought so much bloodshed to the country, and that every one of its inhabitants will be safe to lead a normal life. I pray to God that in Sri Lanka the parties in conflict will heed the desire of the people for a future of brotherhood and solidarity; that in Darfur and throughout Africa there will be an end to fratricidal conflicts, that the open wounds in that continent will quickly heal and that the steps being made towards reconciliation, democracy and development will be consolidated. May the Divine Child, the Prince of Peace, grant an end to the outbreaks of tension that make uncertain the future of other parts of the world, in Europe and in Latin America.
