763ma SEDUTA PLENARIA DEL CONSIGLIO PERMANENTE DELL'OSCE
(Oggetto: Rapporto del Segretario Generale sul Secondo Foro dell’Alleanza delle Civiltà)

INTERVENTO DI MONS. MICHAEL W. BANACH*

Vienna - Giovedì, 4 giugno 2009

Signora Presidente,

1. La Delegazione della Santa Sede unisce la sua voce a quelle dei precedenti oratori nel ringraziare il Segretario Generale per il suo Rapporto riguardante il 2° Foro dell’Iniziativa delle Nazioni Unite denominata «Alleanza delle Civilità», tenutosi nello scorso mese di aprile ad Istanbul.

2. Le mie Autorità hanno attentamente studiato il predetto Rapporto del Segretario Generale e la mia Delegazione ha seguito con attenzione gli interventi delle precedenti Delegazioni, la maggioranza delle quali ha espresso l’auspicio di un maggiore coinvolgimento di questa Organizzazione con l’Alleanza delle Civiltà stessa.

Al riguardo, sarebbe opportuno che eventuali rapporti con detta iniziativa non comportino un aggravio dell’attuale bilancio dell’OSCE. In pratica, come ha suggerito lo stesso Segretario Generale, si potrebbero mantenere i contatti attraverso i rispettivi Segretariati, valutando l’opportunità di partecipare agli incontri di maggiore rilievo dell’Alleanza delle Civiltà.

In ogni caso, le relazioni dovrebbero svolgersi nel quadro di quanto è stato concordato all’ultimo Consiglio Ministeriale di Helsinki: un’eventuale collaborazione in specifici progetti, in aree di interesse comune e di mutuo beneficio. Sarebbe auspicabile intraprendere tale eventuale cooperazione preferibilmente in modo informale. La scelta dei possibili progetti dovrebbe essere decisa dal Consiglio Permanente.

3. La mia Delegazione continuerà a seguire le discussioni sull’Alleanza delle Civiltà in seno alla nostra Organizzazione.

Statement at the 763rd Meeting of the OSCE Permanent Council (Re: Report by the Secretary General on the “OSCE Contribution to the Implementation Phase of the Alliance of Civilizations Initiative”)*

Madam Chairwoman,

1. The Delegation of the Holy See joins previous speakers in thanking the Secretary General for his report on the “OSCE Contribution to the Implementation Phase of the Alliance of Civilizations.”

2. My Authorities have attentively studied the aforementioned report and my Delegation has equally followed with attention the statements of the previous Delegations, the majority of which have expressed the desire to see a greater involvement of this Organization with the Alliance of Civilizations.

In this regard, it is important to note that any future relationship with the Alliance of Civilizations should not increase the current OSCE budget. Practically speaking, as the Secretary General himself has suggested, contacts could be maintained through the respective Secretariats, considering the appropriateness of participating in the more important meetings of the Alliance of Civilizations.

In any event, these relations should take place within the framework agreed upon at the last Ministerial Meeting in Helsinki: an eventual co-operation in specific projects, in areas of common interest and mutual benefit. Preferably, this co-operation should be undertaken in an informal way. The choice of possible projects should be decided by the Permanent Council.

3. My Delegation will continue to follow the discussions on the Alliance of Civilizations within our Organizations.
