UDIENZA AI PARTECIPANTI ALLÂINCONTRO PROMOSSO DAL CENTRO TURISTICO GIOVANILE (CTG) E DALLÂUFFICIO INTERNAZIONALE DEL TURISMO SOCIALE (BITS)*

è con gioia che vi accolgo e vi porgo il mio cordiale benvenuto. Ringrazio il Cardinale Martino, Presidente del Pontificio Consiglio della Pastorale per i Migranti e gli Itineranti, per avermi illustrato le motivazioni dellÂincontro odierno, ed essersi fatto interprete anche dei vostri sentimenti. Saluto lÂArcivescovo Agostino Marchetto, Segretario del medesimo Dicastero preposto alla pastorale della mobilità umana, in cui rientra anche lÂattenzione pastorale al turismo. Il mio saluto si estende alla Sig.ra Maria Pia Bertolucci e a Mons. Guido Lucchiari, rispettivamente Presidente e Consulente ecclesiastico del Centro Turistico Giovanile (CTG), principale artefice di questa visita, nonché al Dott. Norberto Tonini, Presidente dellÂUfficio Internazionale del Turismo Sociale (BITS), che si è associato allÂiniziativa. Un saluto affettuoso a tutti voi qui presenti.

Il nostro incontro avviene in occasione della celebrazione odierna della Giornata Mondiale del Turismo. Il tema di questÂanno - Il turismo affronta la sfida del cambiamento climatico - indica una problematica di grande attualità, che fa riferimento al potenziale del settore turistico nei riguardi dello stato del pianeta e del benessere dellÂumanità. Entrambe le vostre Istituzioni sono già impegnate in un turismo attento alla promozione integrale della persona, in una visione di sostenibilità e solidarietà, e ciò fa di voi attori qualificati nellÂopera di custodia e di valorizzazione responsabile delle risorse del creato, immenso dono di Dio allÂumanità.

LÂumanità ha il dovere di proteggere questo tesoro e di impegnarsi contro un uso indiscriminato dei beni della terra. Senza un adeguato limite etico e morale, il comportamento umano può infatti trasformarsi in minaccia e sfida. LÂesperienza insegna che la gestione responsabile del creato fa parte, o così dovrebbe essere, di unÂeconomia sana e sostenibile del turismo. Al contrario, lÂuso improprio della natura e lÂabuso inferto alla cultura delle popolazioni locali danneggiano anche il turismo. Imparare a rispettare lÂambiente insegna pure a rispettare gli altri e se stessi. Già nel 1991, nellÂEnciclica Centesimus annus, il mio amato predecessore Giovanni Paolo II aveva denunciato il consumo eccessivo e arbitrario delle risorse, ricordando che lÂuomo è collaboratore di Dio nellÂopera della creazione e non può sostituirsi a Lui. Egli aveva pure sottolineato quanto lÂumanità di oggi debba "essere conscia dei suoi doveri e compiti verso le generazioni future" (n. 37).

È pertanto necessario, soprattutto nellÂambito del turismo, grande fruitore della natura, che tutti tendano a una gestione equilibrata del nostro habitat, di quella che è la nostra casa comune e lo sarà per quanti verranno dopo di noi. Il degrado ambientale può essere frenato solo diffondendo unÂadeguata cultura comportamentale, che comprenda stili di vita più sobri. Da qui lÂimportanza, come ho ricordato di recente, di educare a unÂetica della responsabilità e di procedere a "fare delle proposte più costruttive per garantire il benessere delle generazioni future" (Discorso allÂEliseo, LÂOsservatore Romano, 13 settembre 2008, p. 8).

Inoltre, la Chiesa condivide con le vostre Istituzioni e altre simili Organizzazioni lÂimpegno per la diffusione del turismo cosiddetto sociale, che promuove la partecipazione delle fasce più deboli e può essere così un valido strumento di lotta contro la povertà e tante fragilità, fornendo impieghi, custodendo le risorse e promuovendo lÂuguaglianza. Tale turismo rappresenta un motivo di speranza in un mondo in cui vi sono accentuate distanze fra chi ha tutto e quanti soffrono fame, carestie e siccità. Auspico che la riflessione occasionata da questa Giornata Mondiale del Turismo, grazie al tema proposto, riesca ad influenzare positivamente lo stile di vita di tanti turisti, in modo che ciascuno dia il proprio contributo al benessere di tutti, che risulta essere in definitiva quello di ognuno.

Rivolgo, infine, un invito ai giovani perché, attraverso queste vostre Istituzioni, si facciano sostenitori e fautori di comportamenti mirati allÂapprezzamento della natura e alla sua difesa, in una corretta prospettiva ecologica, come ho sottolineato più volte in occasione della Giornata Mondiale della Gioventù a Sydney, nel luglio scorso. Compete anche alle nuove generazioni promuovere un turismo sano e solidale, che bandisca il consumismo e lo spreco delle risorse della terra, per lasciare spazio a gesti di solidarietà e di amicizia, di conoscenza e di comprensione. In questo modo il turismo può diventare strumento privilegiato di educazione alla pacifica convivenza. Iddio vi aiuti nel vostro lavoro. Da parte mia, siatene certi, vi assicuro un ricordo nella preghiera, mentre con affetto imparto la Benedizione Apostolica a voi qui presenti, alle persone a voi care e ai membri delle vostre benemerite Istituzioni.

ADDRESS TO PARTICIPANTS AT A MEETING SPONSORED BY THE YOUTH TOURIST CENTRE AND THE INTERNATIONAL OFFICE FOR SOCIAL TOURISM*

I receive you with joy and offer you my cordial welcome. I thank Cardinal Martino, President of the Pontifical Council for the Pastoral Care of Migrants and Itinerant People, for having explained to me the reasons for today's meeting and also for expressing your sentiments. I greet Archbishop Agostino Machetto, Secretary of the same Dicastery in charge of the pastoral care of human mobility, which also includes pastoral attention to tourism. I extend a greeting to Mrs Maria Pia Bertolucci and to Mons. Guido Lucchiari, respectively President and Ecclesiastical Adviser of the Tourist Centre for Youth (CTG), the main organizer of this meeting, as well as Dr Norberto Tonini, President of the International Office for Social Tourism (BITS) who has joined in the initiative. My affectionate greeting goes to all of you present here.

Our meeting is taking place on the occasion of today's celebration of World Tourism Day. The theme this year - Tourism Responding to the Challenge of Climate Change - points to a very timely problem, which concerns the potential of the tourist sector with regard to the state of the planet and of humanity's well-being. Both your Institutions seek to promote a tourism attentive to the integral advancement of the person, with a view to sustainability and solidarity. This makes you qualified agents in the work of safeguarding and responsibly making the most of the resources of creation, an immense gift of God to humanity.

Humanity is duty-bound to protect this treasure and to counter the indiscriminate use of the earth's goods. Without an adequate ethical and moral limit, human behaviour can in fact become a threat and a challenge. Experience teaches that the responsible management of creation is, or should be, part of a healthy and sustainable tourist economy. On the contrary, the improper use of nature and the abuse inflicted on the culture of local peoples also damage tourism. Learning to respect the environment also teaches respect for others and for oneself. In 1991, in his Encyclical Centesimus Annus, my beloved Predecessor John Paul II had already denounced the excessive and arbitrary consumption of resources, recalling that man is God's collaborator in the work of creation and cannot replace him. He also emphasized that humanity today "must be conscious of its duties and obligations towards future generations" (n. 37).

It is therefore necessary, especially in the context of tourism, a great exploiter of nature, that everyone aim for a balanced management of our habitat, of what is our common home and will be for all who come after us. Environmental degradation can only be slowed down by spreading an appropriate behavioural culture entailing more modest ways of living. Hence the importance, as I recently recalled, of teaching a responsible code of ethics and of making "more constructive proposals so as to guarantee the good of future generations" (Address at the Élysée Palace, Paris, 12 September 2008).

In addition, the Church shares with your Institutions and other similar Organizations the commitment to foster the "social tourism" that promotes the participation of the weaker classes and can thus be an effective instrument to combat poverty and frailty, providing jobs, safeguarding resources and promoting equality. This form of tourism is a cause of hope in a world in which there is a noticeable gap between those who have everything and those who suffer hunger, famine, and drought. I hope that the reflection occasioned by this World Day of Tourism, thanks to the theme suggested, will succeed in influencing the lifestyle of numerous tourists in a positive way, so that each one may make his or her own contribution to the well-being of all, which is ultimately the well-being of each one.

Lastly, I address an invitation to young people so that through your institutions you may become supporters and champions of lifestyles that aim at an appreciation of nature and its defence, in a correct ecological perspective, as I stressed several times on the occasion of the World Youth Day in Sydney last July. It is also the task of new generations to promote healthy and supportive tourism that bans consumerism and the waste of the earth's resources, to make room for gestures of solidarity and friendship, of knowledge and understanding. In this way tourism can become a privileged educational instrument in peaceful coexistence. May God help you in your work. For my part, rest assured of my remembrance in prayer, as with affection I impart the Apostolic Blessing to those of you present here, to your loved ones and to the members of your praiseworthy institutions.

DISCOURS AUX PARTICIPANTS À LA RENCONTRE ORGANISÉE PAR LE CENTRE TOURISTIQUE ITALIEN DE LA JEUNESSE ET PAR LE BUREAU INTERNATIONAL DU TOURISME SOCIAL*

C'est avec joie que je vous accueille et vous adresse ma cordiale bienvenue. Je remercie le cardinal Martino, président du Conseil pontifical pour la pastorale des migrants et des personnes en déplacement, de m'avoir présenté les motifs de la rencontre d'aujourd'hui, et également de s'être fait l'interprète de vos sentiments. Je salue Mgr Agostino Marchetto, secrétaire de ce même dicastère préposé à la pastorale de la mobilité humaine, où s'inscrit également l'attention pastorale pour le tourisme. Mon salut s'étend à Mme Maria Pia Bertolucci et à Mgr Guido Lucchiari, respectivement présidente et consultant ecclésial du Centre touristique de la jeunesse (ctg), principal artisan de cette visite, ainsi que M. Norberto Tonini, président du Bureau international du tourisme social (bits), qui s'est associé à l'initiative. Un salut affectueux à vous tous ici présents.

Notre rencontre a lieu aujourd'hui à l'occasion de la célébration de la Journée mondiale du tourisme. Le thème de cette année - Le tourisme affronte le défi des changements climatiques - porte sur une problématique de grande actualité, qui fait référence au potentiel du secteur touristique au regard de l'état de la planète et du bien-être de l'humanité. Vos deux institutions sont déjà engagées dans un tourisme attentif à la promotion intégrale de la personne, dans une vision de développement durable et de solidarité, et cela fait de vous des acteurs qualifiés dans l'Âuvre de sauvegarde et de valorisation responsables des ressources de la Création, immense don de Dieu à l'humanité.

L'humanité a le devoir de protéger ce trésor et de s'engager contre un usage aveugle des biens de la terre. Sans une limite éthique et morale adéquate, le comportement humain peut en effet se transformer en menace et en défi. L'expérience enseigne que la gestion responsable de la Création fait partie, ou du moins devrait faire partie, d'une économie saine et durable du tourisme. Au contraire, le mauvais usage de la nature et l'abus infligé à la culture des populations locales nuisent également au tourisme. Apprendre à respecter l'environnement enseigne également à respecter les autres et soi-même. En 1991, dans l'encyclique Centesimus annus, mon bien-aimé prédécesseur Jean-Paul II avait déjà dénoncé la consommation excessive et arbitraire des ressources, en rappelant que l'homme est un collaborateur de Dieu dans l'Âuvre de la Création et qu'il ne peut se substituer à Lui. Il avait également souligné combien l'humanité d'aujourd'hui doit "avoir conscience de ses devoirs et de ses responsabilités envers les générations à venir" (n. 37).

Aussi, il est nécessaire, surtout dans le domaine du tourisme, grand consommateur de la nature, que tous tendent à une gestion équilibrée de notre habitat, de ce qui est notre maison commune et qui le sera pour ceux qui viendront après nous. La dégradation de l'environnement ne peut être ralentie qu'en diffusant une culture comportementale adéquate, qui englobe des modes de vie plus sobres. D'où l'importance, comme je l'ai rappelé récemment, d'éduquer à une éthique de la responsabilité et de continuer à "faire des propositions plus constructives pour garantir le bien des générations futures" (Discours à l'Elysée).

De plus, l'Eglise partage avec vos institutions et d'autres organisations semblables l'engagement pour la diffusion du tourisme dit social qui promeut la participation des couches sociales les plus défavorisées et peut être un instrument valable de lutte contre la pauvreté et tant d'autres fragilités, en fournissant des emplois, en protégeant les ressources et en promouvant l'égalité. Ce tourisme représente un motif d'espérance dans un monde où s'est accentué l'écart entre celui qui a tout et ceux qui souffrent de la faim, de la famine et de la sécheresse. Je souhaite que la réflexion faite à l'occasion de cette Journée mondiale du tourisme, grâce au thème choisi, réussisse à influencer positivement le style de vie de nombreux touristes, de manière à ce que chacun contribue au bien-être de tous, qui est en définitive le bien-être de chacun.

Je m'adresse enfin aux jeunes pour que, à travers vos institutions, ils se fassent les partisans et les témoins de comportements visant au respect de la nature et de sa défense, dans une perspective écologique correcte, comme je l'ai souligné plusieurs fois à l'occasion de la Journée mondiale de la jeunesse à Sydney, en juillet dernier. Il revient aux nouvelles générations de promouvoir un tourisme sain et solidaire, qui bannisse le consumérisme et le gaspillage des ressources de la terre, pour laisser un espace aux gestes de solidarité et d'amitié, de connaissance et de compréhension. De cette manière, le tourisme peut devenir un instrument privilégié d'éducation à la coexistence pacifique. Que Dieu vous aide dans votre travail. De mon côté, soyez-en sûrs, je vous assure de mon souvenir dans la prière, alors que je vous donne avec affection la Bénédiction apostolique à vous tous ici présents, aux personnes qui vous sont chères et aux membres de vos institutions dignes d'éloges.

Con alegría os acojo y os doy mi cordial bienvenida. Doy las gracias al cardenal Martino, presidente del Consejo Pontificio para la Pastoral de los Emigrantes e Itinerantes, por haberme ilustrado las motivaciones de este encuentro y también por haberse hecho intérprete de vuestros sentimientos. Saludo al arzobispo Agostino Marchetto, secretario de dicho dicasterio dedicado a la pastoral de la movilidad humana, al que compete también la atención pastoral al turismo. Mi saludo se extiende a la señora Maria Pia Bertolucci y a monseñor Guido Lucchiari, respectivamente presidenta y consiliario eclesiástico del Centro Turístico Juvenil (CTG), principal artífice de esta visita, así como al doctor Norberto Tonini, presidente de la Oficina Internacional de Turismo Social (BITS), que se ha unido a la iniciativa. Un saludo afectuoso a todos vosotros aquí presentes.

Nuestro encuentro tiene lugar con ocasión de la celebración hoy de la Jornada Mundial del Turismo. El tema de este año ÂEl turismo afronta el desafío del cambio climáticoÂ indica una problemática de gran actualidad, que hace referencia al potencial del sector turístico con respecto al estado del planeta y del bienestar de la humanidad. Vuestras dos instituciones ya están comprometidas en un turismo atento a la promoción integral de la persona, con una visión de sostenibilidad y solidaridad, y esto os convierte en protagonistas cualificados de la obra de custodia y valoración responsable de los recursos de la creación, inmenso don de Dios a la humanidad.

La humanidad tiene el deber de proteger este tesoro y evitar un uso indiscriminado de los bienes de la tierra. En efecto, sin un adecuado límite ético y moral, el comportamiento humano puede transformarse en amenaza y desafío. La experiencia enseña que la gestión responsable de la creación forma parte, o así debería ser, de una economía sana y sostenible del turismo. Al contrario, el uso impropio de la naturaleza y el daño causado a la cultura de las poblaciones locales perjudican al mismo tiempo al turismo. Aprender a respetar el ambiente enseña también a respetar a los demás y a sí mismos. Ya en 1991, en la encíclica Centesimus annus, mi amado predecesor Juan Pablo II había denunciado el consumo excesivo y arbitrario de los recursos, recordando que el hombre es colaborador de Dios en la obra de la creación y no puede sustituirlo. Había subrayado, además, cómo la humanidad de hoy debe "ser consciente de sus deberes y de su cometido para con las generaciones futuras" (n. 37).

Por tanto, es necesario, sobre todo en el ámbito del turismo, gran usuario de la naturaleza, que todos tiendan a una gestión equilibrada de nuestro hábitat, de la que es nuestra casa común y lo será para todos los que vengan después de nosotros. La degradación ambiental sólo puede frenarse difundiendo una adecuada cultura de comportamiento, que comprenda estilos de vida más sobrios. De ahí la importancia, como recordé recientemente, de educar en una ética de la responsabilidad y proceder a "hacer propuestas más constructivas para garantizar el bien de las generaciones futuras" (Discurso en el Elíseo, 12 de septiembre de 2008: L'Osservatore Romano, edición en lengua española, 19 de septiembre de 2008, p. 5).

La Iglesia, además, comparte con vuestras instituciones y otras organizaciones análogas el compromiso por la difusión del llamado turismo social, que promueve la participación de los sectores más débiles y puede ser así un valioso instrumento de lucha contra la pobreza y contra numerosas formas de fragilidad, proporcionando empleos, custodiando los recursos y promoviendo la igualdad. Este turismo constituye un motivo de esperanza en un mundo en el que se han acentuado las distancias entre quienes tienen todo y los que sufren hambre, carestía y sequía. Ojalá que la reflexión suscitada por esta Jornada Mundial del Turismo, gracias al tema propuesto, logre influir positivamente en el estilo de vida de muchos turistas, de modo que cada uno dé su contribución al bienestar de todos, que, en definitiva, resulta ser el de cada uno.

Por último, dirijo una invitación a los jóvenes para que, a través de estas instituciones vuestras, sostengan y se hagan protagonistas de comportamientos que tiendan al aprecio de la naturaleza y a su defensa, dentro de una correcta perspectiva ecológica, como lo subrayé más de una vez con ocasión de la Jornada Mundial de la Juventud en Sydney, en julio pasado. También les compete a las nuevas generaciones promover un turismo sano y solidario, que evite el consumismo y el derroche de los recursos de la tierra, para dar cabida a gestos de solidaridad y amistad, de conocimiento y comprensión. De este modo, el turismo puede transformarse en un instrumento privilegiado de educación para la convivencia pacífica. Que Dios os ayude en vuestro trabajo. Por mi parte, os aseguro un recuerdo en la oración, a la vez que con afecto os imparto la Bendición Apostólica a vosotros aquí presentes, a vuestros seres queridos y a los miembros de vuestras beneméritas instituciones.

ADDRESS TO HIS EXCELLENCY MR MORDECHAY LEWY AMBASSADOR OF ISRAEL TO THE HOLY SEE

Your Excellency, I know that you share my concern over the alarming decline in the Christian population of the Middle East, including Israel, through emigration. Of course Christians are not alone in suffering the effects of insecurity and violence as a result of the various conflicts in the region, but in many respects they are particularly vulnerable at the present time. I pray that, in consequence of the growing friendship between Israel and the Holy See, ways will be found of reassuring the Christian community, so that they can experience the hope of a secure and peaceful future in their ancestral homelands, without feeling under pressure to move to other parts of the world in order to build new lives.

Christians in the Holy Land have long enjoyed good relations with both Muslims and Jews. Their presence in your country, and the free exercise of the ChurchÂs life and mission there, have the potential to contribute significantly to healing the divisions between the two communities. I pray that it may be so, and I invite your Government to continue to explore ways of harnessing the good will that Christians bear, both towards the natural descendants of the people who were the first to hear the word of God, and towards our Muslim brothers and sisters who have lived and worshipped for centuries in the land that all three religious traditions call ÂholyÂ.

I do realize that the difficulties experienced by Christians in the Holy Land are also related to the continuing tension between Jewish and Palestinian communities. The Holy See recognizes IsraelÂs legitimate need for security and self-defence and strongly condemns all forms of anti-Semitism. It also maintains that all peoples have a right to be given equal opportunities to flourish. Accordingly, I would urge your Government to make every effort to alleviate the hardship suffered by the Palestinian community, allowing them the freedom necessary to go about their legitimate business, including travel to places of worship, so that they too can enjoy greater peace and security. Clearly, these matters can only be addressed within the wider context of the Middle East peace process. The Holy See welcomes the commitment expressed by your Government to carry forward the momentum rekindled at Annapolis and prays that the hopes and expectations raised there will not be disappointed. As I observed in my recent address to the United Nations in New York, it is necessary to explore every possible diplomatic avenue and to remain attentive to Âeven the faintest sign of dialogue or desire for reconciliationÂ if long-standing conflicts are to be resolved. When all the people of the Holy Land live in peace and harmony, in two independent sovereign states side by side, the benefit for world peace will be inestimable, and Israel will truly serve as אור לגוים (Âlight to the nationsÂ, Is 42:6), a shining example of conflict resolution for the rest of the world to follow.

Much work has gone into formulating the agreements which have been signed thus far between Israel and the Holy See, and it is greatly hoped that the negotiations regarding economic and fiscal affairs may soon be brought to a satisfactory conclusion. Thank you for your reassuring words concerning the Israeli GovernmentÂs commitment to a positive and expeditious resolution of the questions that remain. I know that I speak on behalf of many when I express the hope that these agreements may soon be integrated into the Israeli internal legal system and so provide a lasting basis for fruitful cooperation. Given the personal interest taken by Your Excellency in the situation of Christians in the Holy Land, which is greatly appreciated, I know you understand the difficulties caused by continuing uncertainties over their legal rights and status, especially with regard to the question of visas for church personnel. I am sure you will do what you can to facilitate the resolution of the problems that remain in a manner acceptable to all parties. Only when these difficulties are overcome, will the Church be able to carry out freely her religious, moral, educational and charitable works in the land where she came to birth.

Lastly, dear Brothers, I wish to express my appreciation for the efforts of the entire Catholic community of Thailand to uphold the dignity of every human life, especially the most vulnerable. Of particular concern to you is the scourge of the trafficking of women and children, and prostitution. Undoubtedly poverty is a factor underlying these phenomena, and in this regard I know much is being achieved through the ChurchÂs development programmes. But there is a further aspect which must be acknowledged and collectively addressed if this abhorrent human exploitation is to be effectively confronted. I am speaking of the trivialization of sexuality in the media and entertainment industries which fuels a decline in moral values and leads to the degradation of women, the weakening of fidelity in marriage and even the abuse of children.

Nel cuore della mia visita pastorale a Genova, siamo giunti allÂora del consueto appuntamento domenicale dellÂAngelus, e il mio pensiero ritorna naturalmente al Santuario di Nostra Signora della Guardia, dove questa mattina ho sostato in preghiera. Pellegrino a quellÂoasi montana si recò molte volte il Papa Benedetto XV, vostro illustre concittadino, il quale fece collocare una riproduzione della cara effigie della Madonna della Guardia nei Giardini Vaticani. E come fece il mio venerato Predecessore Giovanni Paolo II, nel suo primo pellegrinaggio apostolico a Genova, anchÂio ho voluto iniziare la mia visita pastorale con lÂomaggio alla celeste Madre di Dio, che dallÂalto del monte Figogna veglia sulla Città e su tutti i suoi abitanti.

Il mio sguardo si allarga ora a tutta la Liguria, costellata di chiese e santuari mariani, posti come una corona tra il mare e i monti. Insieme con voi, ringrazio Dio per la fede robusta e tenace delle generazioni passate che, nel corso dei secoli, hanno scritto pagine memorabili di santità e di umana civiltà. La Liguria, ed in particolare Genova, è da sempre una terra aperta sul Mediterraneo e sul mondo intero: quanti missionari sono partiti da questo porto per le Americhe e per altre terre lontane! Quanta gente da qui è emigrata per altri Paesi, povera forse di risorse materiali, ma ricca di fede e di valori umani e spirituali, che hanno poi trapiantato nei luoghi di approdo! DISCORSO AI VESCOVI DELLA CONFERENZA EPISCOPALE DI ALBANIA IN VISITA "AD LIMINA APOSTOLORUM"

Il fenomeno dellÂemigrazione, sia allÂinterno che fuori del Paese, vi pone di fronte a gravi problemi pastorali, che interpellano il vostro cuore di Vescovi non soltanto per quanto riguarda i fedeli che vivono nel vostro territorio, ma anche i fedeli della diaspora. Questo chiama in causa la vostra capacità di interloquire con i vostri Confratelli in altri Paesi, al fine di offrire un aiuto pastorale necessario e urgente. Conosco la difficoltà della mancanza di clero. So anche della generosità di non pochi vostri sacerdoti, che agiscono in situazioni precarie, impegnati a rendere il dovuto servizio ministeriale ai fedeli cattolici di origine albanese in terra straniera. Ciò fa onore a voi, cari Confratelli, che vi mostrate solleciti, secondo il cuore di Cristo, delle condizioni spirituali della vostra gente anche fuori dei confini della Patria. E questo fa onore anche ai sacerdoti che generosamente condividono le vostre ansie pastorali.

Vi sono poi tanti problemi di ordine pratico, per i quali è necessario pure il contributo efficace delle istanze civili, mediante proposte che non rispondano solo a preoccupazioni di ordine politico, ma che tengano conto anche delle concrete situazioni sociali. Dal punto di vista cattolico, sia in Patria sia nel contesto dellÂemigrazione, dovrebbe emergere unÂattenzione che, pur preservando lÂidentità specifica della vostra gente, non trascuri il suo inserimento nei contesti sociali di arrivo. In questÂottica, è necessario coltivare, soprattutto nei sacerdoti destinati alla cura pastorale degli emigrati, una viva sensibilità per lÂappartenenza di tutti allÂunico Corpo di Cristo, che è identico in ogni parte della terra. Dire questo, venerati Fratelli, significa ribadire la necessità persistente di una costante cura a favore di quanti il Signore chiama alla sua sequela. Quella pertanto della promozione delle vocazioni sia sempre una preoccupazione in cima alle vostre priorità: dipende da questo il futuro della Chiesa in Albania.

Your country, Mr Ambassador, is looked upon with respect and appreciation by people in East Africa for its stability and its climate of tolerance and peace. Tanzania is also held in esteem for the important role undertaken by its political leaders in the process of pacification of the Great Lakes Region and other international peacekeeping initiatives. The generous hospitality offered to refugees fleeing from hostilities in neighbouring countries, in spite of domestic economic difficulties, has also awakened due appreciation for the noble sentiments of the Tanzanian people.

ADDRESS TO H.E. MR WESLEY MOMO JOHNSON NEW AMBASSADOR OF THE REPUBLIC OF LIBERIA TO THE HOLY SEE

Let me assure you, Mr Ambassador, that the Holy See values its diplomatic links with your country, and looks forward to developing them further in the years ahead. As the international community strives to fulfil its humanitarian obligations towards the people of Africa, the Holy See regards with particular concern the many citizens of Liberia who were left destitute by the violent conflict that ravaged your country for so many years. After two years of stable elected government, significant progress has been made in the immense task of reconstruction. It was with satisfaction that I learned of the decision by the International Monetary Fund last November to take steps towards cancelling LiberiaÂs debt. This is good news indeed, and it is greatly to be hoped that recent signs of economic growth will be sustained in the years to come. After decades of war and instability, the people of your country deserve to be delivered from the poverty, food insecurity, and unemployment that have afflicted them for so long.

I am sure your people realize that a peaceful and prosperous future can only be attained if a serious attempt is made to acknowledge past failures and to heal the wounds inflicted in the course of the civil war. The Âtruth and reconciliation processÂ in Liberia, as in other African countries, is a courageous and necessary step along the path to national renewal, and if it is pursued with integrity and determination, it can only lead to a strengthening of the values on which civilized society depends. When the people of a nation have witnessed violence, mismanagement and corruption, practised with impunity at the highest levels of society, it is not easy to regain trust in the machinery of government. Indeed, it is tempting to withdraw from national life altogether, seeking only to promote oneÂs particular interests or those of oneÂs region or ethnic group. Such partisan attitudes must be overcome by a renewed commitment to promote the common good of all citizens, a profound respect for all members of society, irrespective of ethnic origin or political allegiance, and a willingness to contribute oneÂs own gifts and resources so as to bring about the greater well-being and prosperity of others.

In my World Day of Peace Message at the start of this year, I underlined the importance of the family as a fundamental building block in society, one where the values essential for peaceful coexistence can be learned and then transmitted to future generations. From the responsible and definitive ÂyesÂ of a man and a woman, and the conscious ÂyesÂ of the children who gradually join the family, its members give their consent to the building up of the common good. This is what makes it possible for the wider community to prosper, locally, nationally, and even internationally (cf. Message for the 2008 World Day of Peace, 6). I know that the people of Africa place a high value on maintaining family bonds, and I encourage your Government to ensure that public policy continues to assist and strengthen the family in every way. Only thus will firm foundations be laid for renewing the social infrastructure that has been so badly damaged by decades of violent conflict.

You can be sure, Mr Ambassador, that the Church in Liberia is eager to contribute to the building up of family life, and to the provision of education and health care that are so sorely needed throughout the country. I greatly appreciate President Johnson-SirleafÂs words of praise for the ChurchÂs activity in these areas throughout LiberiaÂs history, and indeed for the courageous witness of the martyrs who dedicated themselves to serving the country even at the cost of their lives. The many devoted men and women Â priests, religious and lay faithful Â who carry out their apostolate in your country today are no less committed to the people they serve, and to the promotion of justice, peaceful coexistence and reconciliation between the warring factions of the recent past.

The educational apostolate is perhaps their most significant investment in LiberiaÂs future. Many of your children and young people have been traumatized by the experience of war, some of them forced to become soldiers and to abandon their education, resulting in low levels of literacy across the population. The Church in such circumstances seeks to offer the people hope, to give them faith in the future, and to show them that they are loved and cared for, to lead them, in other words, towards an encounter with Christ the Saviour of humanity.

En effet, la recherche de la paix et de la sécurité pour tous doit être une préoccupation constante et première pour les responsables des Nations. Sans lÂétablissement dÂune paix durable il ne peut y avoir de développement authentique. À la suite de lÂappel que jÂai lancé le 6 février dernier en faveur des populations du Tchad, je souhaite donc que se réalise sans tarder une authentique réconciliation nationale et que la solidarité internationale contribue à aider efficacement les personnes qui sont dans le besoin. Que les responsables chargés de guider les peuples de cette région fassent tout ce qui est en leur pouvoir afin dÂarrêter la violence et de créer ainsi des circonstances favorables qui permettront à tous de vivre dans la paix et dans la dignité ! Ma pensée se tourne aussi vers les nombreux réfugiés qui ont trouvé asile dans votre pays. Que les efforts faits pour soutenir ces familles, qui vivent dans des conditions parfois dramatiques, les aident à retrouver une situation où leurs droits humains fondamentaux soient réellement garantis.

Au terme de cette rencontre, permettez-moi, Monsieur lÂAmbassadeur, de saluer par votre entremise les Évêques du Tchad ainsi que tous les membres de la communauté catholique. Centesimus Annus, 46). By striving to enhance a general consensus about the central importance of these fundamental values, the leaders of your nation will pave the way for stable governance and the harmonious coexistence of all who call Bangladesh their home.

ADDRESS TO H.E. Mr TIKIRI BANDARA MADUWEGEDERA NEW AMBASSADOR OF THE DEMOCRATIC SOCIALIST REPUBLIC OF SRI LANKA TO THE HOLY SEE

Catholics in Sri Lanka, together with other Christians, are united with many Buddhists, Hindus and Muslims in the ardent longing for lasting peace in the country and a definitive end to long-standing grievances. Sadly, violence continues to take its toll on the populace, causing grave concern to the Holy See and the international community. Frank and sincere negotiations, regardless of the investment of time and resources they require, are the only sure means to achieving reconciliation and addressing problems that have long hindered peaceful coexistence in Sri Lanka. In particular, acts of terrorism are never justifiable and always constitute an affront to humanity (cf. Message for the 2002 World Day of Peace, 4). Indeed, arbitrary attacks fail to give effective voice to the interests of the various groups on whose behalf they are purportedly carried out. They can regrettably provoke indiscriminate reactions that similarly place the innocent in harmÂs way. Such cycles of violence obfuscate the truth, perpetuate a volley of accusations and counter-accusations, and leave people disillusioned and despondent. For this reason, the struggle against terrorism must always be carried out with respect for human rights and the rule of law (cf. Message for the 2004 World Day of Peace, 8). I exhort all parties to spare no effort in creating a climate of trust, forgiveness and openness by listening to one another and showing reasonable respect for each otherÂs legitimate aspirations.

Your Excellency has also drawn attention to the disturbing trend of recruiting children to engage in combat or in terrorist activities. Such practices must be condemned at the outset, for they inevitably stunt the moral development of children, leaving scars that last a lifetime (cf. Message for the 1996 World Day of Peace, 3) and tearing the moral fibre of society itself. Jesus admonished men and women to avoid causing scandal towards these Âlittle onesÂ (cf. Lk 17:2), even instructing adults to imitate their virtue and purity (cf. Mt 18:2). I implore leaders in your country and throughout the world to remain vigilant so that no compromise will be made in this regard. Children and adolescents must receive a solid formation in moral values today which will strengthen the social fabric of your country tomorrow. Indeed, an appreciation of these values and an attitude of respect for others are just as important as any technical skills young people may acquire in view of their professional vocation.

Initiatives aimed at achieving peace need to be rooted in a proper understanding of the human person and the inviolability of his or her innate rights. As I recently remarked, the Âuniversality, indivisibility and interdependence of human rights all serve as guarantees safeguarding human dignityÂ (Address to the General Assembly of the United Nations Organization, 18 April 2008). Your Excellency has pointed to new mechanisms which have been set in motion to monitor human rights and redress humanitarian issues in Sri Lanka. In this regard, it is encouraging to note your GovernmentÂs decision to set up a special Commission of Inquiry for the purpose of investigating cases where there seems to have been a disregard for justice and human rights. It is hoped that every effort will be made to ensure that the Commission completes its work expeditiously so that the truth about all of these cases may come to light. I think in particular of Father Jimbrown and his assistant, whose whereabouts are still unknown, almost two years after their disappearance. The GovernmentÂs interest in these cases reflects the responsibility of political authorities to guarantee an ordered and upright community life based on the principles of justice and directed towards the attainment of the common good (cf. Gaudium et Spes, 74).

ADDRESS TO H.E. Mr OBED WADZANI NEW AMBASSADOR OF THE FEDERAL REPUBLIC OF NIGERIA TO THE HOLY SEE

In this regard, the size, population, economic resources and generosity of your people make Nigeria one of the most influential countries on the continent and give her a unique opportunity to support other African countries in achieving the well-being and stability they deserve. The nation has contributed to the many efforts to bring social reconciliation to other lands through its peacekeeping forces, material aid and diplomatic efforts. I encourage Nigeria to continue to use her considerable human and material resources in ways conducive to the peace and prosperity of neighbouring countries. Indeed, when this assistance is provided with both integrity and sacrifice it brings honour to a countryÂs citizens and government.

I am aware that, in the past, friction between different groups has given cause for concern. Conflict of this kind can often be traced to a variety of factors, including errors of administration, isolated grievances or ethnic tension. In this regard, I am pleased to note that in the last few years tensions appear to have eased. This can be seen as a true indicator of progress and a sign of hope for the future. In the promotion of understanding, reconciliation and good will among different groups, the Church continues to encourage a community spirit by working to eradicate prejudice and supporting openness towards all. She is especially interested in fostering interreligious dialogue, in the hope that a strong attitude of solidarity among religious leaders will progressively become embodied in popular nationwide expressions of peaceful acceptance, mutual understanding and cooperation.

A disturbing reality that is present in many countries today is criminal violence. Homicide, kidnapping for extortion, and the exploitation of women, children and foreign workers are some of the worst manifestations of this intolerable practice. Insecurity, distress and aggressiveness caused by family breakdown, unemployment, poverty or despair are some of the social and psychological factors behind this phenomenon.

Né possiamo chiudere gli occhi e trattenere la voce di fronte alle povertà, ai disagi e alle ingiustizie sociali che affliggono tanta parte dellÂumanità e che richiedono il generoso impegno di tutti, un impegno che sÂallarghi anche alle persone che, se pur sconosciute, sono tuttavia nel bisogno. Naturalmente, la disponibilità a muoversi in loro aiuto deve manifestarsi nel rispetto delle leggi, che provvedono ad assicurare lÂordinato svolgersi della vita sociale sia allÂinterno di uno Stato che nei confronti di chi vi giunge dallÂesterno. Non è necessario che concretizzi maggiormente il discorso: voi, insieme con i vostri cari sacerdoti, conoscete le concrete e reali situazioni perché vivete con la gente.

DISCORSO A S.E. IL SIGNOR ACISCLO VALLADARES MOLINA, AMBASCIATORE DEL GUATEMALA PRESSO LA SANTA SEDE

In questa ottica, la Chiesa condivide la preoccupazione delle autorità del Guatemala, come Sua Eccellenza ha fatto notare, dinanzi a fenomeni che affliggono una gran parte della popolazione, quali la povertà e l'emigrazione. La ricca esperienza ecclesiale, accumulata nel corso della storia, può contribuire a trovare le misure per affrontare questi problemi in una prospettiva umanitaria e per rafforzare la solidarietà, indispensabile per raggiungere soluzioni effettive e durature. In tal senso, agli imprescindibili programmi tecnici ed economici bisogna aggiungere gli altri aspetti che promuovono la dignità della persona, la stabilità della famiglia e un'educazione che tenga conto dei valori umani e cristiani più importanti. Non bisogna neppure dimenticare quanti hanno dovuto abbandonare la propria terra, senza smettere di portarla nel cuore. Questo è un dovere di gratitudine e di giustizia verso quelli che, di fatto, sono anche una fonte di risorse significative per la Patria che li ha visti nascere.

DISCOURS DU PAPE BENOÎT XVI À S.E. M. ANTOINE ZANGA, NOUVEL AMBASSADEUR DE LA RÉPUBLIQUE DU CAMEROUN PRÈS LE SAINT SIÈGE

Votre pays est actuellement affronté à une croissance du nombre de réfugiés venant des contrées voisines. Tout en appréciant lÂattention portée aux personnes qui doivent laisser leur terre dÂorigine souvent en raison des conflits armés qui sÂy déroulent, je ne peux quÂinviter les nations de la région à répondre toujours plus aux exigences de sécurité et de paix, pour faire face aux différents foyers de violence, dont lÂensemble de la population innocente, et lÂÉglise elle-même, sont malheureusement souvent les victimes. Comment ne pas rappeler le décès tragique de Monseigneur Yves Plumey, du Père jésuite Engelbert Mveng, et plus récemment du Frère clarétain allemand Anton Probst. Un des devoirs fondamentaux des Responsables politiques est sans aucun doute dÂoffrir à leurs concitoyens une situation sociale pacifiée et la concorde, sÂattachant à mettre fin aux tensions et aux mécontentements, qui engendrent régulièrement des conflits, pour faire prévaloir le dialogue et le respect de la légitime diversité culturelle entre les groupes sociaux et ethniques, pour construire et unifier la nation. De même, jÂen appelle à toutes les personnes impliquées dans la vente ou dans le trafic des armes, avec des intérêts souvent très lucratifs, à sÂinterroger sur ce quÂengendrent leurs comportements. Puisse la Communauté internationale sÂengager en ce domaine aux côtés des Autorités locales et intervenir aussi, pour quÂadvienne chaque jour davantage la paix dans tous les pays.

Il luogo in cui ci troviamo Â il porto Â è carico di un pregnante significato simbolico. Ogni porto parla di accoglienza, di riparo, di sicurezza; parla di un approdo sospirato dopo la navigazione, magari lunga e difficile. Ma parla anche di partenze, di progetti e aspirazioni, di futuro. In particolare, il porto di Brindisi riveste un ruolo di primo piano per le comunicazioni verso il Mare Mediterraneo e verso lÂOriente, e per questo ospita anche una base delle Nazioni Unite, che svolge una funzione importante sotto il profilo umanitario.

Da questo luogo così suggestivo, non lontano dal paese indicato come il Âbuon giornoÂ dÂItalia (Calimera), desidero pertanto rinnovare il messaggio cristiano di cooperazione e di pace fra tutti i popoli, specialmente tra quelli che fanno corona a questo mare, antica culla di civiltà, e quelli del Vicino e Medio Oriente. E mi piace farlo con le parole che ho usato due mesi fa a New York, rivolgendomi allÂAssemblea generale delle Nazioni Unite: ÂLÂazione della comunità internazionale e delle sue istituzioni, supposto il rispetto dei principi che sono alla base dellÂordine internazionale, non deve mai essere interpretata come unÂimposizione indesiderata e una limitazione di sovranità. Al contrario, è lÂindifferenza o la mancanza di intervento che recano danno reale. Ciò di cui vi è bisogno è una ricerca più profonda di modi di prevenire e controllare i conflitti, esplorando ogni possibile via diplomatica e prestando attenzione ed incoraggiamento anche ai più flebili segni di dialogo o di desiderio di riconciliazioneÂ (LÂOsservatore Romano, 20.04.08, p. 8).

Da questo lembo dÂEuropa proteso nel Mediterraneo, tra Oriente e Occidente, ci rivolgiamo ancora una volta a Maria, Madre che ci Âindica la viaÂ Â Odegitria Â, donandoci Gesù, Via della pace. La invochiamo idealmente con tutti i titoli coi quali è venerata nei Santuari della Puglia, ed in particolare qui, da questo antico porto, la preghiamo quale Âporto di salvezzaÂ per ogni uomo e per lÂintera umanità. La sua materna protezione difenda sempre questa vostra Città e Regione, lÂItalia, lÂEuropa e il mondo intero dalle tempeste che minacciano la fede e i veri valori; permetta alle giovani generazioni di prendere il largo senza paura per affrontare con cristiana speranza il viaggio della vita. Maria, Porto di salvezza, prega per noi!

Negli ultimi anni, i giornali e la televisione hanno mostrato le immagini di profughi sbarcati a Brindisi dalla Croazia e dal Montenegro, dallÂAlbania e dalla Macedonia. Mi sembra doveroso ricordare con gratitudine gli sforzi che sono stati compiuti e che continuano ad essere dispiegati dalle Amministrazioni civili e militari, in collaborazione con la Chiesa e con diverse Organizzazioni umanitarie, per dare loro rifugio e assistenza, nonostante le difficoltà economiche che continuano purtroppo a preoccupare particolarmente la vostra Regione. Generosa è stata e continua ad essere la vostra Città, e tale merito è stato ad essa giustamente riconosciuto con lÂassegnazione, nel contesto della solidarietà internazionale, di un autentico ruolo istituzionale: essa ospita infatti la Base di pronto Intervento Umanitario delle Nazioni Unite (UNHRD), gestita dal Programma Alimentare Mondiale delle Nazioni Unite (PAM).

Cari Brindisini, questa solidarietà fa parte delle virtù che formano il vostro ricco patrimonio civile e religioso: continuate con slancio rinnovato a costruire insieme il vostro futuro.

OMELIA DURANTE LA CELEBRAZIONE EUCARISTICA SUL PIAZZALE DEL SANTUARIO DI SANTA MARIA DE FINIBUS TERRAE A SANTA MARIA DI LEUCA

In questo luogo storicamente così importante per il culto della Beata Vergine Maria, ho voluto che la liturgia fosse dedicata a Lei, Stella del mare e Stella della speranza. "Ave, maris stella, / Dei Mater alma, / atque semper virgo, / felix caeli porta!". Le parole di questo antico inno sono un saluto che riecheggia in qualche modo quello dellÂAngelo a Nazaret. Tutti i titoli mariani infatti sono come gemmati e fioriti da quel primo nome con il quale il messaggero celeste si rivolse alla Vergine: "Rallegrati, piena di grazia" (Lc 1,28). LÂabbiamo ascoltato nel Vangelo di san Luca, molto appropriato perché questo Santuario Â come attesta la lapide sopra la porta centrale dellÂatrio Â è intitolato alla Vergine Santissima "Annunziata". Quando Dio chiama Maria "piena di grazia", si accende per il genere umano la speranza della salvezza: una figlia del nostro popolo ha trovato grazia agli occhi del Signore, che lÂha prescelta quale Madre del Redentore. Nella semplicità della casa di Maria, in un povero borgo di Galilea, incomincia ad adempiersi la solenne profezia della salvezza: "Io porrò inimicizia tra te e la donna, / tra la tua stirpe / e la sua stirpe: / questa ti schiaccerà la testa / e tu le insidierai il calcagno" (Gn 3,15).

Ecco perché, sul mare della vita e della storia, Maria risplende come Stella di speranza. Non brilla di luce propria, ma riflette quella di Cristo, Sole apparso allÂorizzonte dellÂumanità, così che seguendo la Stella di Maria possiamo orientarci nel viaggio e mantenere la rotta verso Cristo, specialmente nei momenti oscuri e tempestosi. LÂapostolo Pietro ha conosciuto bene questa esperienza, per averla vissuta in prima persona. Una notte, mentre con gli altri discepoli stava attraversando il lago di Galilea, fu sorpreso dalla tempesta. La loro barca, in balia delle onde, non riusciva più ad avanzare. Gesù li raggiunse in quel momento camminando sulle acque, e invitò Pietro a scendere dalla barca e ad avvicinarsi. Pietro fece qualche passo tra le onde ma poi si sentì sprofondare e allora gridò: "Signore, salvami!".

La fede di Pietro e la fede di Maria si coniugano in questo Santuario. Qui si può attingere al duplice principio dellÂesperienza cristiana: quello mariano e quello petrino. Entrambi, insieme, vi aiuteranno, cari fratelli e sorelle, a "ripartire da Cristo", a rinnovare la vostra fede, perché risponda alle esigenze del nostro tempo.

"De finibus terrae": il nome di questo luogo santo è molto bello e suggestivo, perché riecheggia una delle ultime parole di Gesù ai suoi discepoli. Proteso tra lÂEuropa e il Mediterraneo, tra lÂOccidente e lÂOriente, esso ci ricorda che la Chiesa non ha confini, è universale. E i confini geografici, culturali, etnici, addirittura i confini religiosi sono per la Chiesa un invito allÂevangelizzazione nella prospettiva della "comunione delle diversità". La Chiesa è nata a Pentecoste, è nata universale e la sua vocazione è parlare tutte le lingue del mondo. La Chiesa esiste Â secondo lÂoriginaria vocazione e missione rivelata ad Abramo Â per essere una benedizione a beneficio di tutti i popoli della terra (cfr Gn 12,1-3); per essere, con il linguaggio del Concilio Ecumenico Vaticano II, segno e strumento di unità per tutto il genere umano (cfr Cost. Lumen gentium, 1). La Chiesa che è in Puglia possiede una spiccata vocazione ad essere ponte tra popoli e culture. Questa terra e questo Santuario sono in effetti un "avamposto" in tale direzione, e mi sono molto rallegrato nel constatare, sia nella lettera del vostro Vescovo come anche oggi nelle sue parole, quanto questa sensibilità sia tra voi viva e percepita in modo positivo, con genuino spirito evangelico.

Il pensiero torna, infine, alla Vergine Santissima. Da questo Santuario di Santa Maria de finibus terrae desidero recarmi in spirituale pellegrinaggio nei vari Santuari mariani del Salento, vere gemme incastonate in questa penisola lanciata come un ponte sul mare. La pietà mariana delle popolazioni si è formata sotto lÂinflusso mirabile della devozione basiliana alla Theotokos, una devozione coltivata poi dai figli di san Benedetto, di san Domenico, di san Francesco, ed espressa in bellissime chiese e semplici edicole sacre, che vanno curate e preservate come segno della ricca eredità religiosa e civile della vostra gente.

DISCORSO AI PARTECIPANTI ALL'ASSEMBLEA DELLA RIUNIONE DELLE OPERE PER L'AIUTO ALLE CHIESE ORIENTALI (R.O.A.C.O.)

Incoraggio le organizzazioni di aiuto presenti a proseguire gli sforzi per sostenere i cristiani iracheni: coloro che, spesso come rifugiati, vivono in Iraq e coloro che ora nei Paesi confinanti devono affrontare difficili condizioni di vita.

Faccio appello ai responsabili delle Nazioni perché siano offerte al Medio Oriente, e in particolare alla Terra di Gesù, al Libano e allÂIraq la sospirata pace e la stabilità sociale nel rispetto dei diritti fondamentali della persona, compresa una reale libertà religiosa. É la pace, del resto, lÂunica via per affrontare anche il grave problema dei profughi e dei rifugiati, e per fermare lÂemigrazione, specialmente cristiana, che ferisce pesantemente le Chiese Orientali.

Con viva emozione ho appreso stamane del naufragio, nellÂarcipelago delle Filippine, di un traghetto travolto dal tifone Fengshen, che ha imperversato in quella zona. Mentre assicuro la mia vicinanza spirituale alle popolazioni delle isole colpite dal tifone, elevo una speciale preghiera al Signore per le vittime di questa nuova tragedia del mare, in cui pare siano coinvolti anche numerosi bambini.

Al igual que el anuncio de la Palabra y la celebración de los sacramentos, el servicio de la caridad forma parte esencial de la misión de la Iglesia (cf. Deus caritas est, 25). De ahí que los Obispos, como sucesores de los Apóstoles, sean los primeros responsables de este servicio de caridad en las Iglesias particulares (cf. ibíd., 32). Sé bien cuánto os aflige la pobreza en la que viven tantos compatriotas vuestros, junto al aumento de la violencia, la emigración, la destrucción del medio ambiente, la corrupción o las carencias en la educación, entre otros graves problemas. Como ministros del Buen Pastor habéis desplegado, de palabra y de obra, una intensa labor de ayuda a los necesitados. Os exhorto vivamente a seguir mostrando en vuestro ministerio el rostro misericordioso de Dios, potenciando en todas vuestras comunidades diocesanas y parroquiales un extenso y capilar servicio de caridad, que llegue de modo especial a los enfermos, a los ancianos y a los encarcelados.

It seems particularly appropriate to celebrate World Youth Day here, since the Church in Australia, as well as being the youngest of any continent, is also one of the most cosmopolitan. Since the first European settlement here in the late eighteenth century, this country has become a home not only to generations of Europeans, but to people from every corner of the globe. The immense diversity of the Australian population today gives a particular vibrancy to what may still be considered, in comparison with much of the rest of the world, a young nation. Yet for thousands of years before the arrival of Western settlers, the sole inhabitants of the land were indigenous peoples, the Aborigines and Torres Strait Islanders. Their ancient heritage forms an essential part of the cultural landscape of modern Australia. Thanks to the Australian GovernmentÂs courageous decision to acknowledge the injustices committed against the indigenous peoples in the past, concrete steps are now being taken to achieve reconciliation based on mutual respect. Rightly, you are seeking to close the gap between indigenous and non-indigenous Australians regarding life expectancy, educational achievement and economic opportunity! This example of reconciliation offers hope to peoples all over the world who long to see their rights affirmed and their contribution to society acknowledged and promoted. Likewise with regard to the human environment, this country has generously supported international peace-keeping operations, contributing to conflict resolution in the Pacific, in South-East Asia and elsewhere. Owing to the many religious traditions represented in Australia, this is particularly fertile ground for ecumenical and interreligious dialogue.

But what of our social environment? Are we equally alert to the signs of turning our back on the moral structure with which God has endowed humanity (cf. 2007 World Day of Peace Message, 8)? Do we recognize that the innate dignity of every individual rests on his or her deepest identity - as image of the Creator - and therefore that human rights are universal, based on the natural law, and not something dependent upon negotiation or patronage, let alone compromise? And so we are led to reflect on what place the poor and the elderly, immigrants and the voiceless, have in our societies. How can it be that domestic violence torments so many mothers and children? How can it be that the most wondrous and sacred human space Â the womb Â has become a place of unutterable violence?

Rivolgo infine un saluto a quanti si trovano nelle località di villeggiatura, augurando loro di trascorrere giorni sereni di proficua distensione fisica e spirituale. Non dimentico però quanti invece non possono beneficiare di un tempo di riposo e di vacanza: penso ai malati negli ospedali e nelle case di cura, ai carcerati, agli anziani, alle persone sole e a coloro che trascorrono lÂestate nel caldo delle città. A ciascuno assicuro la mia affettuosa vicinanza e un ricordo nella preghiera. Buona domenica a tutti!

NellÂodierna XX Domenica del tempo ordinario, la liturgia propone alla nostra riflessione le parole del profeta Isaia: "Gli stranieri, che hanno aderito al Signore per servirlo / Â li condurrò sul mio monte santo / e li colmerò di gioia nella mia casa di preghiera. / Â perché il mio tempio si chiamerà / casa di preghiera per tutti i popoli" (Is 56,6-7). AllÂuniversalità della salvezza fa riferimento anche lÂapostolo Paolo nella seconda lettura, come pure la pagina evangelica che narra lÂepisodio della donna Cananea, una straniera rispetto ai Giudei, esaudita da Gesù per la sua grande fede. La Parola di Dio ci offre così lÂopportunità di riflettere sullÂuniversalità della missione della Chiesa, costituita da popoli di ogni razza e cultura. Proprio da qui proviene la grande responsabilità della comunità ecclesiale, chiamata ad essere casa ospitale per tutti, segno e strumento di comunione per lÂintera famiglia umana.

Quanto è importante, soprattutto nel nostro tempo, che ogni comunità cristiana approfondisca sempre più questa sua consapevolezza, al fine di aiutare anche la società civile a superare ogni possibile tentazione di razzismo, di intolleranza e di esclusione e ad organizzarsi con scelte rispettose della dignità di ogni essere umano! Una delle grandi conquiste dellÂumanità è infatti proprio il superamento del razzismo. Purtroppo, però, di esso si registrano in diversi Paesi nuove manifestazioni preoccupanti, legate spesso a problemi sociali ed economici, che tuttavia mai possono giustificare il disprezzo e la discriminazione razziale. Preghiamo perché dovunque cresca il rispetto per ogni persona, insieme alla responsabile consapevolezza che solo nella reciproca accoglienza di tutti è possibile costruire un mondo segnato da autentica giustizia e pace vera.

Vorrei oggi proporre unÂaltra intenzione per cui pregare, date le notizie che giungono, specialmente in questo periodo, di numerosi e gravi incidenti stradali. Non dobbiamo abituarci a questa triste realtà! Troppo prezioso infatti è il bene della vita umana e troppo indegno dellÂuomo è morire o ritrovarsi invalido per cause che, nella maggior parte dei casi, si potrebbero evitare. Occorre certo maggiore senso di responsabilità. Anzitutto da parte degli automobilisti, perché gli incidenti sono dovuti spesso allÂeccessiva velocità e a comportamenti imprudenti. Condurre un veicolo sulle pubbliche strade richiede senso morale e senso civico. A promozione di questÂultimo è indispensabile la costante opera di prevenzione, vigilanza e repressione da parte delle autorità preposte. Come Chiesa, invece, ci sentiamo direttamente interpellati sul piano etico: i cristiani devono prima di tutto fare un esame di coscienza personale sulla propria condotta di automobilisti; le comunità inoltre educhino tutti a considerare anche la guida un campo in cui difendere la vita ed esercitare concretamente lÂamore del prossimo.

Affidiamo le problematiche sociali che ho ricordato alla materna intercessione di Maria, che ora invochiamo insieme con la recita dellÂAngelus.

Continuo a seguire con attenzione e preoccupazione la situazione in Georgia e mi sento particolarmente vicino alle vittime del conflitto. Mentre elevo una speciale preghiera di suffragio per i defunti ed esprimo sincere condoglianze a quanti sono in lutto, faccio appello affinché siano alleviati con generosità i gravi disagi dei profughi, soprattutto delle donne e dei bambini, che mancano perfino del necessario per sopravvivere. Chiedo lÂapertura, senza ulteriori indugi, di corridoi umanitari tra la regione dellÂOssezia meridionale e il resto della Georgia, in modo che i morti ancora abbandonati possano ricevere degna sepoltura, i feriti siano adeguatamente curati e venga consentito a chi lo desidera di ricongiungersi con i suoi cari. Si garantiscano, inoltre, alle minoranze etniche coinvolte nel conflitto lÂincolumità e quei diritti fondamentali che non possono mai essere conculcati. Auspico, infine, che la tregua in atto, raggiunta grazie al contributo dellÂUnione Europea, possa consolidarsi e trasformarsi in pace stabile, mentre invito la Comunità internazionale a continuare ad offrire il suo sostegno per il raggiungimento di una soluzione duratura, attraverso il dialogo e la buona volontà comune.

In recent weeks the international situation has registered an increase in tension that is deeply disturbing. We have to note, with bitterness, the risk of a gradual deterioration of that atmosphere of trust and collaboration between nations which ought, instead, to characterize their relations. In the present circumstances how can we not assess all of humanity's efforts to form that common awareness of being the "family of Nations" that Pope John Paul II pointed out to the General Assembly of the United Nations as an ideal? We must deepen our awareness of being bound together by a common destiny, which is ultimately transcendent (cf. Message for the World Day of Peace, 1 January 2006, n. 6) in order to ward off a return to forms of nationalistic opposition that have led to so many tragic consequences in other seasons of history. Recent events have undermined many people's trust that such experiences had been definitively consigned to the past. But we must not give in to pessimism! Rather, let us actively reject the temptation to tackle new situations with old methods. Violence must be rejected! The moral force of law, fair and transparent negotiations to settle controversies, starting with those linked to the relationship between the territorial integrity and self-determination of peoples, fidelity to one's given word, a search for the common good: these are some of the principal paths to take with tenacity and creativity in order to build fruitful and sincere relations and to guarantee present and future generations times of harmony and moral and civil progress! Let us transform these thoughts and hopes into a prayer that all members of the international community and, in particular, those who are invested with greater responsibility, may undertake to work generously to restore the superior motivations of peace and justice. Mary, Queen of Peace, intercede for us!

In queste ultime settimane la cronaca ha registrato lÂaumento degli episodi di immigrazione irregolare dallÂAfrica. Non di rado, la traversata del Mediterraneo verso il continente europeo, visto come un approdo di speranza per sfuggire a situazioni avverse e spesso insostenibili, si trasforma in tragedia; quella avvenuta qualche giorno fa sembra aver superato le precedenti per lÂalto numero di vittime. La migrazione è fenomeno presente fin dagli albori della storia dellÂumanità, che da sempre, pertanto, ha caratterizzato le relazioni tra popoli e nazioni. LÂemergenza in cui si è trasformata nei nostri tempi, tuttavia, ci interpella e, mentre sollecita la nostra solidarietà, impone, nello stesso tempo, efficaci risposte politiche. So che molte istanze regionali, nazionali e internazionali si stanno occupando della questione della migrazione irregolare: ad esse va il mio plauso e il mio incoraggiamento, affinché continuino la loro meritevole azione con senso di responsabilità e spirito umanitario. Senso di responsabilità devono mostrare anche i Paesi di origine, non solo perché si tratta di loro concittadini, ma anche per rimuovere le cause di migrazione irregolare, come pure per stroncare, alle radici, tutte le forme di criminalità ad essa collegate. Dal canto loro, i Paesi europei e comunque quelli meta di immigrazione sono, tra lÂaltro, chiamati a sviluppare di comune accordo iniziative e strutture sempre più adeguate alle necessità dei migranti irregolari. Questi ultimi, poi, vanno pure sensibilizzati sul valore della propria vita, che rappresenta un bene unico, sempre prezioso, da tutelare di fronte ai gravissimi rischi a cui si espongono nella ricerca di un miglioramento delle loro condizioni e sul dovere della legalità che si impone a tutti. Come Padre comune, sento il profondo dovere di richiamare lÂattenzione di tutti sul problema e di chiedere la generosa collaborazione di singoli e di istituzioni per affrontarlo e trovare vie di soluzione. Il Signore ci accompagni e renda fecondi i nostri sforzi!

Penso, ad esempio Â e abbiamo sentito di questo Â penso alla piaga della disoccupazione e della precarietà del lavoro, che mettono a rischio i vostri progetti; penso allÂemigrazione, allÂesodo delle forze più fresche ed intraprendenti, con il connesso sradicamento dallÂambiente, che talvolta comporta danni psicologici e morali, prima ancora che sociali.

DISCURSO A LOS OBISPOS DE LA CONFERENCIA EPISCOPAL DE NICARAGUA EN VISITA "AD LIMINA APOSTOLORUM"

Uno de los grandes retos a los que os enfrentáis es precisamente la sólida formación religiosa de vuestros fieles, haciendo que el Evangelio quede profundamente grabado en su mente, su vida y su trabajo, de manera que sean fermento del Reino de Dios con su testimonio en los diversos ámbitos de la sociedad y contribuyan a que los asuntos temporales se ordenen según la justicia y se adecuen a la vocación total del hombre sobre la tierra (cf. Apostolicam actuositatem, 7).

Esto es particularmente importante en una situación en que a la pobreza y la emigración se suman acusadas desigualdades sociales y una radicalización política, especialmente en los últimos años. Observo con satisfacción que, como Pastores, compartís las vicisitudes de vuestro pueblo y, respetando escrupulosamente la autonomía de la gestión pública, os esforzáis en crear un clima de diálogo y distensión, sin renunciar a defender los derechos fundamentales del hombre y denunciar las situaciones de injusticia y a fomentar una concepción de la política que, más que ambición por el poder y el control, sea un servicio generoso y humilde al bien común.

La raison première de mon voyage est la célébration du 150^e anniversaire des apparitions de la Vierge Marie, à Lourdes. Je désire me joindre à la foule des innombrables pèlerins du monde entier, qui convergent au cours de cette année vers le sanctuaire marial, animés par la foi et par lÂamour. C'est une foi, cÂest un amour que je viens célébrer ici dans votre pays, au cours des quatre journées de grâce qu'il me sera donné d'y passer. En particulier, devant le danger de lÂémergence dÂanciennes méfiances, de tensions et dÂoppositions entre les Nations, dont nous sommes aujourdÂhui les témoins préoccupés, la France, historiquement sensible à la réconciliation des peuples, est appelée à aider lÂEurope à construire la paix dans ses frontières et dans le monde entier. À cet égard, il est important de promouvoir une unité qui ne peut pas et ne veut pas être une uniformité, mais qui est capable de garantir le respect des différences nationales et des diverses traditions culturelles qui constituent une richesse dans la symphonie européenne, en rappelant dÂautre part que « lÂidentité nationale elle-même ne se réalise que dans lÂouverture aux autres peuples et à travers la solidarité envers eux » (Exhortation apostolique Ecclesia in Europa, n. 112). JÂexprime ma confiance que votre pays contribuera toujours plus à faire progresser ce siècle vers la sérénité, l'harmonie et la paix.

En venant en pèlerinage, ici, à Lourdes, nous voulons entrer, à la suite de Bernadette, dans cette extraordinaire proximité entre le ciel et la terre qui ne s'est jamais démentie et qui ne cesse de se consolider. Au cours des apparitions, il est à remarquer que Bernadette prie le chapelet sous les yeux de Marie qui se joint à elle pour la doxologie. Ce fait confirme le caractère profondément théocentrique de la prière du chapelet. Alors que nous prions le chapelet, Marie nous offre son cÂur et son regard pour contempler la vie de son Fils, le Christ-Jésus. Mon vénéré prédécesseur Jean-Paul II est venu à deux reprises, ici, à Lourdes. Dans sa vie et dans son ministère, nous savons combien sa prière s'appuyait sur l'intercession de la Vierge Marie. Comme beaucoup de ceux qui l'ont précédé sur le siège de Pierre, lui aussi a vivement encouragé la prière du chapelet ; il l'a fait, entre autres, d'une manière tout à fait singulière, en enrichissant le Saint Rosaire avec la méditation des Mystères Lumineux. Ceux-ci sont d'ailleurs représentés sur la façade de la Basilique dans les nouvelles mosaïques inaugurées l'an dernier. Comme avec tous les événements de la vie du Christ « qu'elle gardait et méditait dans son cÂur » (Lc 2, 19), Marie nous fait comprendre toutes les étapes du ministère public comme partie intégrante de la révélation de la Gloire de Dieu. Puisse Lourdes, terre de lumière, demeurer une école pour apprendre à prier le Rosaire, qui introduit le disciple de Jésus, sous les yeux de sa Mère, dans un dialogue authentique et cordial avec son Maître !

Par la bouche de Bernadette, nous entendons la Vierge Marie nous demander de « venir ici en procession » pour prier avec simplicité et ferveur. La procession aux flambeaux, traduit à nos yeux de chair, le mystère de la prière : dans la communion de l'Église, qui unit élus du ciel et pèlerins de la terre, la lumière jaillit du dialogue entre l'homme et son Seigneur et une route lumineuse s'ouvre dans l'histoire des hommes, y compris dans ses moments les plus obscurs. Cette procession est un moment de grande joie ecclésiale, mais aussi un temps de gravité : les intentions que nous apportons soulignent notre profonde communion avec tous les êtres qui souffrent. Nous pensons aux victimes innocentes qui subissent la violence, la guerre, le terrorisme, la famine, des injustices, des fléaux et des calamités, la haine et des oppressions, des atteintes à leur dignité humaine et à leurs droits fondamentaux, à leur liberté d'agir et de penser ; nous pensons aussi à ceux qui connaissent des problèmes familiaux, ou qui éprouvent une souffrance face au chômage, à la maladie, à l'infirmité, à la solitude, à leur situation d'immigrés. Je désire ne pas oublier ceux qui souffrent à cause du nom du Christ et qui meurent pour Lui.

En ce sanctuaire de Lourdes vers lequel les chrétiens du monde entier ont les yeux tournés depuis que la Vierge Marie y a fait briller l'espérance et l'amour en donnant aux malades, aux pauvres et aux petits la première place, nous sommes invités à découvrir la simplicité de notre vocation : il suffit d'aimer.

Par la Croix, notre vie tout entière reçoit lumière, force et espérance. Par elle, est révélée toute la profondeur de l'amour contenu dans le dessein originel du Créateur ; par elle, tout est guéri et porté à son accomplissement. C'est pourquoi la vie dans la foi au Christ mort et ressuscité devient lumière.

Les apparitions étaient entourées de lumière et Dieu a voulu allumer dans le regard de Bernadette une flamme qui a converti d'innombrables cÂurs. Combien de personnes viennent ici pour voir, espérant peut-être secrètement bénéficier de quelque miracle ; puis, sur la route du retour, ayant fait une expérience spirituelle d'une vie en Église, elles changent leur regard sur Dieu, sur les autres et sur elles-mêmes. Une petite flamme nommée espérance, compassion, tendresse les habite. La rencontre discrète avec Bernadette et la Vierge Marie peut changer une vie, car elles sont présentes, en ce lieu de Massabielle, pour nous conduire au Christ qui est notre vie, notre force et notre lumière.

Avec quel esprit commencez-vous votre pèlerinage vers Lourdes et y êtes vous déjà allé ?

JÂai été à Lourdes pour le Congrès eucharistique International en 1981, après lÂattentat contre le Saint-Père (Jean-Paul II, ndlr). Et le cardinal Gantin était le délégué du Saint-Père. CÂest pour moi un très très beau souvenir.

Le jour de la fête de sainte Bernadette est en même temps le jour de ma naissance. De ce fait, déjà, je me sens très proche de cette petite sainte, cette petite fille jeune, pure, humble, avec laquelle a parlé notre Vierge.

Rencontrer cette réalité, cette présence de la Vierge dans notre temps, voir les traces de cette petite fille qui était amie de la Vierge et dÂautre part rencontrer la Vierge sa mère est pour moi un événement très important. Naturellement nous nÂy allons pas pour trouver des miracles.

Je vais y trouver lÂamour de la Mère qui est la vraie guérison pour toutes les maladies, toutes les douleurs et être solidaire avec tous ceux qui souffrent, dans lÂamour de la Mère. Cela me semble un signe très important pour notre époque.

Ici, tout près de la grotte, et en communion particulière avec tous les pèlerins présents dans les sanctuaires mariaux et avec tous les malades de corps et d'âme qui cherchent réconfort, nous bénissons le Seigneur pour la présence de Marie au milieu de son peuple et nous adressons avec foi notre prière :

« Sainte Marie, toi qui t'es montrée ici, il y a cent cinquante ans, à la jeune Bernadette, tu `es la vraie fontaine d'espérance' (Dante, Le Paradis, XXXIII,12).

Pèlerins confiants, nous venons, de tous les horizons, encore une fois puiser la foi et le réconfort, la joie et l'amour, la sécurité et la paix, à la source de ton CÂur immaculé. ÂMonstra Te esse MatremÂ. Montre-toi comme une Mère pour tous, ô Marie ! Et donne-nous le Christ, l'espérance du monde ! Amen ».

HOMÉLIE AU COURS DE LA MESSE POUR LES MALADES SUR LE PARVIS DE LA BASILIQUE NOTRE-DAME DU ROSAIRE

Le Christ dispense son Salut à travers les Sacrements et, tout spécialement, aux personnes qui souffrent de maladies ou qui sont porteuses d'un handicap, à travers la grâce de l'onction des malades. Pour chacun, la souffrance est toujours une étrangère. Sa présence n'est jamais domesticable. C'est pourquoi il est difficile de la porter, et plus difficile encore - comme l'ont fait certains grands témoins de la sainteté du Christ - de l'accueillir comme une partie prenante de notre vocation, ou d'accepter, comme Bernadette l'a formulé, de « tout souffrir en silence pour plaire à Jésus ». Pour pouvoir dire cela, il faut déjà avoir parcouru un long chemin en union avec Jésus. Dès à présent, il est possible, en revanche, de s'en remettre à la miséricorde de Dieu telle qu'elle se manifeste par la grâce du Sacrement des malades. Bernadette, elle-même, au cours d'une existence souvent marquée par la maladie, a reçu ce Sacrement à quatre reprises. La grâce propre à ce Sacrement consiste à accueillir en soi le Christ médecin. Cependant, le Christ n'est pas médecin à la manière du monde. Pour nous guérir, il ne demeure pas extérieur à la souffrance éprouvée ; il la soulage en venant habiter en celui qui est atteint par la maladie, pour la porter et la vivre avec lui. La présence du Christ vient rompre l'isolement que provoque la douleur. L'homme ne porte plus seul son épreuve, mais il est conformé au Christ qui s'offre au Père, en tant que membre souffrant du Christ, et il participe, en Lui, à l'enfantement de la nouvelle création.

Le Concile Vatican II a présenté Marie comme la figure en laquelle est résumé tout le mystère de l'Église (cf. LG n. 63-65). Son histoire personnelle anticipe le chemin de l'Église, qui est invitée à être tout aussi attentive qu'elle aux personnes qui souffrent. J'adresse un salut affectueux à toutes les personnes, particulièrement le corps médical et soignant, qui, à divers titres dans les hôpitaux ou dans d'autres institutions, contribuent aux soins des malades avec compétence et générosité. Je voudrais également dire à tous les hospitaliers, aux brancardiers et aux accompagnateurs qui, provenant de tous les diocèses de France et de plus loin encore, entourent tout au long de l'année les malades qui viennent en pèlerinage à Lourdes, combien leur service est précieux. Ils sont les bras de l'Église servante. Je souhaite enfin encourager ceux qui, au nom de leur foi, accueillent et visitent les malades, en particulier dans les aumôneries des hôpitaux, dans les paroisses ou, comme ici, dans les sanctuaires. Puissiez-vous, en étant les porteurs de la miséricorde de Dieu (cf. Mt 25, 39-40), toujours ressentir dans cette mission importante et délicate le soutien effectif et fraternel de vos communautés!

Le second volet de mon voyage a été Lourdes, un lieu emblématique, qui attire et fascine tout croyant: comme une lumière dans l'obscurité de nos tâtonnements vers Dieu. Marie y a ouvert une porte vers un au-delà qui nous interroge et nous séduit. Maria, porta caeli ! Je me suis mis à son école durant ces trois jours. Le Pape se devait de venir à Lourdes pour célébrer le 150^e anniversaire des Apparitions. Devant la Grotte de Massabielle, j'ai prié pour vous tous. J'ai prié pour l'Église. J'ai prié pour la France et pour le monde. Les deux Eucharisties célébrées à Lourdes m'ont permis de m'unir aux fidèles pèlerins. Devenu l'un d'eux, j'ai suivi l'ensemble des quatre étapes du chemin du Jubilé, visitant l'église paroissiale, puis le cachot et la Grotte, et enfin la chapelle de l'hôpital. J'ai aussi prié avec et pour les malades qui viennent chercher apaisement physique et espoir spirituel. Dieu ne les oublie pas, et l'Église non plus. Comme tout fidèle en pèlerinage, j'ai voulu participer à la procession aux flambeaux et à la procession eucharistique. Elles font monter vers Dieu supplications et louanges. Lourdes est aussi le lieu où se rencontrent régulièrement les Évêques de France pour prier ensemble et célébrer lÂEucharistie, réfléchir et échanger sur leur mission de pasteurs. JÂai voulu partager avec eux ma conviction que les temps sont propices à un retour à Dieu.

Tragically, however, cultural and ethnic differences throughout history have not infrequently been a source of misunderstanding and friction. Indeed, as each of the three constitutive peoples that make up your country know only too well, they have even been the cause of conflicts and wars. No person wishes for war. No parents desire conflict for their children. No civic or religious group should ever resort to violence or oppression. Yet, so many families in your land have been subjected to the suffering which results from these calamities. Listening to the voice of reason, however, and prompted by the hope that we all desire for ourselves and the generations which follow, every individual can find the strength to overcome past divisions and indeed hammer swords into ploughshares and spears into sickles (cf. Is 2:4). In this regard, I wish to acknowledge the progress being made to consolidate gestures of reconciliation and to encourage the International Community to continue its efforts to assist Bosnia and Herzegovina to this end. I trust that, in accepting the facts of regional history and the grave lessons to be learnt from recent years, the courage will be found to build a future with a healthy sense of solidarity.

A StateÂs spirit is shaped at many levels. The family home is where children learn the essential values of responsibility and harmonious coexistence. It is here too that prejudices are either born or broken. Every parent therefore has the grave duty to instil in their children, through example, respect for the dignity that marks every person irrespective of ethnicity, religion or social grouping. In this way, the splendour of lives led justly - with integrity, fairness and compassion - can shine forth as examples for the young, indeed everyone, to emulate. Education too contributes greatly to the soul of a nation. Good schooling not only attends to the cognitive development of children but to the civic and spiritual as well. Teachers who exercise their noble profession with a passion for truth can do much to discredit any false anthropological ideologies that contain seeds of hostility (cf. 2007 Message for World Day of Peace, 10) and to foster an appreciation of cultural and religious diversity in the life of a country. In this vein, I would also like to offer a word of encouragement to those working in the media. They can do much to overcome lingering attitudes of distrust by ensuring that they do not become tools of prejudice but rather transcend particular interests and promote broad-based and inclusive civic goals, thus becoming instruments at the service of greater justice and solidarity (cf. 2008 Message for World Communications Day, 2).

Your Excellency, as you are well aware, the State too is called to pursue with vigour its responsibility to strengthen the institutions and extol the principles which lie at the heart of all democracies. This demands unwavering commitment to the rule of law and justice, the eradication of corruption and other forms of criminal activity, the support of an independent and impartial judiciary, and equal opportunity in the employment market. I am sure that the constitutional reforms which your government is currently studying will address the legitimate aspirations of all citizens, guaranteeing both the rights of individuals and social groups, while preserving the common moral and ethical values which bind all peoples and render political leaders accountable. In this way all sectors of society can contribute to the national planning of social and economic development and likewise assist in attracting the investment necessary for economic growth, enabling in particular your young people to find satisfying employment and guarantee a secure future.

The promotion of spiritual and moral values, discernible to human reason, not only forms part of the transmission of religious traditions but also nourishes the wider culture, motivating men and women of goodwill to strengthen ties of solidarity and to manifest how a united society can indeed arise from a plurality of peoples.

Chi avrebbe potuto pensare che qui, accanto ai resti dellÂantica Pompei, sarebbe sorto un Santuario mariano di portata mondiale? E tante opere sociali volte a tradurre il Vangelo in servizio concreto alle persone più in difficoltà? Dove arriva Dio, il deserto fiorisce! Anche il beato Bartolo Longo, con la sua personale conversione, diede testimonianza di questa forza spirituale che trasforma lÂuomo interiormente e lo rende capace di operare grandi cose secondo il disegno di Dio. La vicenda della sua crisi spirituale e della sua conversione appare oggi di grandissima attualità. Egli infatti, nel periodo degli studi universitari a Napoli, influenzato da filosofi immanentisti e positivisti, si era allontanato dalla fede cristiana diventando un militante anticlericale e dandosi anche a pratiche spiritistiche e superstiziose. La sua conversione, con la scoperta del vero volto di Dio, contiene un messaggio molto eloquente per noi, perché purtroppo simili tendenze non mancano nei nostri giorni. In questo Anno Paolino mi piace sottolineare che anche Bartolo Longo, come san Paolo, fu trasformato da persecutore in apostolo: apostolo della fede cristiana, del culto mariano e, in particolare, del Rosario, in cui egli trovò una sintesi di tutto il Vangelo.

Your Excellency, I appreciate the concern you have expressed on behalf of your Government for the well-being of Filipino migrant workers. Indeed, the Meeting of the Global Forum on Migration and Development hosted in Manila clearly attests to the PhilippinesÂ solicitude for all who leave their homeland in search of employment in a foreign land. Initiatives such as the Global Forum are fruitful when they recognize immigration as a resource for development rather than as an obstacle to it. At the same time, government leaders face numerous challenges as they strive to ensure that immigrants are integrated into society in a way that acknowledges their human dignity and affords them the opportunity to earn a decent living, with adequate time for rest and a due provision for worship. The just care of immigrants and the building up of a solidarity of labour (cf. Laborem Exercens, 8) requires governments, humanitarian agencies, peoples of faith and all citizens to cooperate with prudence and patient determination. Domestic and international policies aimed at regulating immigration must be based on criteria of equity and balance, and particular care is needed to facilitate the reunification of families. At the same time, conditions that foster increased work opportunities in peoplesÂ places of origin are to be promoted as far as possible (cf. Gaudium et Spes, 66).

LÂEgypte a toujours été connue pour être une terre dÂhospitalité pour les innombrables réfugiés, musulmans et chrétiens, qui ont cherché sécurité et paix sur ses terres. Que cette noble tradition se poursuive pour le bien de tous. LÂhôte reçu est un dépôt sacré confié par Dieu qui saura sÂen souvenir au juste moment.

Il est connu et apprécié par lÂensemble de la société égyptienne. LÂEglise catholique voudrait aussi atteindre dans votre pays les innombrables touristes catholiques qui le visitent et qui désirent pratiquer leur religion. Je suis convaincu quÂil leur sera bientôt donné la possibilité de pouvoir prier Dieu dignement dans des lieux de culte appropriés sur les nouveaux sites touristiques qui se sont développés ces dernières années. Ce serait là un beau signe que lÂEgypte donnerait au monde en favorisant les relations amicales et fraternelles entre les religions et les peuples en accord total avec son antique et noble tradition.

Disturbing news continues to reach us from the region of North Kivu, in the Democratic Republic of the Congo. Bloody, armed conflicts and systematic atrocities have claimed and continue to claim numerous victims among innocent civilians. Destruction, looting and violence of every kind have forced other tens of thousands of people to abandon even what little they had to survive. The number of refugees is currently estimated at more than one and a half million. To each and every one of them I wish to express my particular nearness, as I encourage and bless those who are working to alleviate their suffering, among which I refer especially to the local Church's pastoral workers. To the families deprived of their loved ones I extend my condolences and the assurance of my prayers of suffrage. Lastly, I renew my fervent appeal that all may collaborate to restore peace in that land, too long a land of martyrdom, respect for the legal rights and above all the dignity of every person.

Et même si d'une autre manière, totalement et en profondeur, nous pouvons et nous devons dire nous aussi, avec une grande urgence dans les circonstances de notre époque: Viens, Seigneur! Viens à ta manière, selon les manières que tu connais. Viens où règnent l'injustice et la violence. Viens dans les camps de réfugiés, au Darfour, au Nord-Kivu, dans de nombreuses parties du monde. Viens où règne la drogue.

On this third Sunday of November, we remember in a special way all those who have died as a result of traffic accidents. We pray for their eternal rest and for the consolation of their families who grieve their loss. Dear brothers and sisters, I implore everyone drivers, passengers and pedestrians to heed carefully the words of St Paul in the Liturgy of the Word today: "stay sober and alert". Our behaviour on the roads should be characterized by responsibility, consideration and respect for others. May the Virgin Mary lead us safely along streets and highways throughout the world.

A quelle care popolazioni cristiane, che continuano a soffrire a causa della crisi politica, economica e sociale del Medio Oriente, resa ancor più pesante con lÂaggravarsi della situazione mondiale, rivolgo un affettuoso pensiero, riservando una particolare attestazione di vicinanza spirituale ai molti nostri fratelli nella fede che sono costretti ad emigrare. Come non condividere la pena di quelle comunità tanto provate? Come non ringraziare, al tempo stesso, Voi che Vi state adoperando generosamente per venire in loro aiuto?

MESSAGGIO IN OCCASIONE DELLA GIORNATA DI STUDIO SUL TEMA "CULTURE E RELIGIONI IN DIALOGO"

Nel contesto odierno, in cui sempre più spesso i nostri contemporanei si pongono le domande essenziali sul senso della vita e sul suo valore, appare più che mai importante riflettere sulle antiche radici dalle quali è fluita linfa abbondante nel corso dei secoli. Il tema del dialogo interculturale e interreligioso, perciò, emerge come una priorità per lÂUnione Europea e interessa in modo trasversale i settori della cultura e della comunicazione, dell'educazione e della scienza, delle migrazioni e delle minoranze, fino a raggiungere i settori della gioventù e del lavoro.

Viviamo in quello che si suole chiamare un Âmondo pluralisticoÂ, caratterizzato dalla rapidità delle comunicazioni, dalla mobilità dei popoli e dalla loro interdipendenza economica, politica e culturale.

Incoraggio quanti si dedicano alla costruzione di un'Europa accogliente, solidale e sempre più fedele alle sue radici e, in particolare, esorto i credenti affinché contribuiscano non solo a custodire gelosamente l'eredità culturale e spirituale che li contraddistingue e che fa parte integrante della loro storia, ma siano ancor più impegnati a ricercare vie nuove per affrontare in modo adeguato le grandi sfide che contrassegnano l'epoca post-moderna.

Per le popolazioni sfinite dalla miseria e dalla fame, per le schiere dei profughi, per quanti patiscono gravi e sistematiche violazioni dei loro diritti, la Chiesa si pone come sentinella sul monte alto della fede e annuncia: "Ecco il vostro Dio! Ecco il Signore Dio viene con potenza" (Is 40,11).

"Immaculate Conception": we too repeat that mysterious name with feeling, here, at the foot of this monument in the heart of Rome; and countless brothers and sisters of ours are doing the same in thousands of other places in the world, at shrines and in chapels as well as in Christian homes. Today, wherever a Catholic community exists, Our Lady is venerated in it with this stupendous and marvellous name: the Immaculate Conception. Of course, the conviction that Mary's conception was immaculate had already existed for centuries before the apparitions in Lourdes, but which came as a heavenly seal after my venerable Predecessor, Bl. Pius IX, defined the Dogma on 8 December 1854. On today's feast, so dear to Christian people, this expression rises from hearts and is pronounced by lips as our heavenly Mother's name.

To you, O Mary, I entrust the lonely elderly, the sick, immigrants who find it hard to adjust, families that find it difficult to make ends meet and people who cannot find employment or who have lost a job indispensable for their survival. Teach us, Mary, to show solidarity with those in difficulty, to fill the ever increasing social gaps. Help us to foster a more lively sense of the common good, of respect for public property, and spur us to view the city and more than ever our City of Rome as the patrimony of all, making each one of us do our part, to build a more just and supportive society with awareness and commitment.

DISCOURS À S.E. M. NASER MUHAMED YOUSSEF AL BELOOSHI, NOUVEL AMBASSADEUR DU ROYAUME DU BAHREÏN PRÈS LE SAINT-SIÈGE

Je voudrais saluer lÂengagement de votre pays, que vous avez souligné, Monsieur lÂAmbassadeur, de promouvoir une politique de paix et de dialogue. Le Royaume de Bahreïn a en effet une longue tradition de tolérance et dÂaccueil, recevant notamment de nombreux travailleurs étrangers, qui participent au développement du pays. Alors quÂils sont éloignés de leurs nations dÂorigine et de leurs familles, ce qui ne peut que rendre leur vie plus difficile, puissent-ils se sentir chez eux dans votre pays, grâce à lÂaccueil bienveillant qui leur est réservé !

Parmi ces travailleurs étrangers un grand nombre est de religion catholique. Je voudrais remercier ici les Autorités du Royaume pour lÂaccueil qui leur est fait ainsi que pour la possibilité qui leur est donnée de pratiquer leur culte. Et, il me plait de rappeler que lÂéglise érigée en 1939, sur un terrain offert par lÂÉmir de cette époque, fut la première église construite dans les pays du Golfe. Toutefois, tous sont conscients quÂaujourdÂhui, avec le développement du nombre des catholiques, il serait souhaitable quÂils puissent disposer dÂautres lieux de culte.

Le respect de la liberté religieuse, qui figure parmi les droits garantis par la Constitution de votre pays, est dÂune importance primordiale, car elle touche à ce quÂil y a de plus profond et de plus sacré dans lÂhomme : sa relation à Dieu. La religion donne la réponse à la question du vrai sens de lÂexistence dans le domaine personnel et social. La liberté religieuse, qui permet à chacun de vivre sa croyance seul ou avec dÂautres, en privé ou en public, exige même la possibilité pour la personne de changer de religion si sa conscience le demande. DÂailleurs, lors du Concile Vatican II, lÂÉglise catholique a voulu souligner solennellement lÂobligation pour lÂhomme de suivre sa conscience en toute circonstance et le fait que personne ne peut être contraint dÂagir contre elle (cf. Déclaration sur la liberté religieuse, Dignitatis humanae, n. 3).

Votre pays a aussi le souci de contribuer à lÂétablissement dÂun authentique dialogue entre les cultures et entre les membres des religions. Il est en effet indispensable quÂune compréhension toujours plus sincère entre les personnes et entre les groupes humains et religieux puisse croître pour établir des relations toujours plus fraternelles. Ceci commence par une écoute respectueuse les uns des autres, basée sur une estime réciproque. Tout en reconnaissant les divergences qui nous séparent, chrétiens et musulmans, ainsi que les approches différentes que nous avons sur bien des points, il est important que dans le monde dÂaujourdÂhui nous puissions collaborer pour défendre et promouvoir les valeurs essentielles de la vie et de la famille qui permettent à lÂhomme de vivre dans la fidélité au Dieu unique et à la société de sÂétablir dans la paix et dans la solidarité.

The ChurchÂs solicitude for the weak similarly compels her to give special attention to migrants. In several recent pastoral letters, you have indicated the essential role of the parish in serving migrants and raising awareness of their needs. I am also pleased to note that the Church in Taiwan has been actively advocating laws and policies that protect the human rights of migrants. As you know, many of those who arrive on your shores not only share in the fullness of the Catholic communion, but also carry with them the unique cultural heritage of their respective places of origin. I encourage you to continue welcoming them with affection so that they may receive the assiduous pastoral care that will assure them of their belonging to the Âfamily of the faithÂ (Gal 6:10).

Moreover, your countryÂs Catholic population has grown considerably in the last few years, not least because of the large numbers of refugees from all over the world who have been so generously welcomed. It is particularly appreciated that thousands of Christian refugees from Iraq have been admitted to Sweden. As you know, the plight of Christians in the Middle East is of great concern to me, and while I pray daily for an improvement in conditions in their homelands that would allow them to remain, at the same time I acknowledge with gratitude the welcome given to those who have been forced to flee. The opportunity to worship in accordance with their own traditions has been an important element in enabling them to feel at home, and your Government has shown wisdom in recognizing the key role played in this regard by the various Churches to which they belong.

Openness to immigration inevitably brings with it the challenge of maintaining harmonious relations between diverse elements in the population. Your Government has made prudent efforts to promote integration, and the Catholic community is keen to offer its own contribution by building up social cohesion and providing an education in the virtues. In the area of commitment to the dignity of the human person and the defence of human rights and individual freedoms, there is much common ground between the Church and the Swedish authorities, as Your Excellency has observed. It will be important to build further on this in the years ahead.

On an international level, Sweden makes many important contributions to the maintenance of peace and the fight against poverty. Always eager to encourage humanitarian and peace-keeping initiatives in troubled parts of the world, the Holy See welcomes the contributions made by your country to help resolve conflicts, for example in Africa, the Balkans, the Middle East and Afghanistan. It is opportune to pay tribute to the work of many of your countrymen and women, like Count Folke Bernadotte, Dag Hammarskjöld and countless others, who have dedicated their lives to peace missions around the world.

Catholics in Iceland, though a numerically small community, are committed to religious and human service of all their brothers and sisters, both nationals and immigrants. This task has been made easier thanks to the relationship developed over the years between the Evangelical Lutheran Church of Iceland and the Catholic Church. Mature democracies, as such, tend to educate people in tolerance and mutual acceptance, in respectful dialogue and collaboration for the common good.

Su ogni bambino cÂè il riverbero del bambino di Betlemme. Ogni bambino chiede il nostro amore. Pensiamo pertanto in questa notte in modo particolare anche a quei bambini ai quali è rifiutato lÂamore dei genitori. Ai bambini di strada che non hanno il dono di un focolare domestico. Ai bambini che vengono brutalmente usati come soldati e resi strumenti della violenza, invece di poter essere portatori della riconciliazione e della pace. Ai bambini che mediante lÂindustria della pornografia e di tutte le altre forme abominevoli di abuso vengono feriti fin nel profondo della loro anima. Il Bambino di Betlemme è un nuovo appello rivolto a noi, di fare tutto il possibile affinché finisca la tribolazione di questi bambini; di fare tutto il possibile affinché la luce di Betlemme tocchi i cuori degli uomini.

May the divine Light of Bethlehem radiate throughout the Holy Land, where the horizon seems once again bleak for Israelis and Palestinians. May it spread throughout Lebanon, Iraq and the whole Middle East. May it bring forth rich fruit from the efforts of all those who, rather than resigning themselves to the twisted logic of conflict and violence, prefer instead the path of dialogue and negotiation as the means of resolving tensions within each country and finding just and lasting solutions to the conflicts troubling the region. This light, which brings transformation and renewal, is besought by the people of Zimbabwe, in Africa, trapped for all too long in a political and social crisis which, sadly, keeps worsening, as well as the men and women of the Democratic Republic of Congo, especially in the war-torn region of Kivu, Darfur, in Sudan, and Somalia, whose interminable sufferings are the tragic consequence of the lack of stability and peace. This light is awaited especially by the children living in those countries, and the children of all countries experiencing troubles, so that their future can once more be filled with hope.

Wherever the dignity and rights of the human person are trampled upon; wherever the selfishness of individuals and groups prevails over the common good; wherever fratricidal hatred and the exploitation of man by man risk being taken for granted; wherever internecine conflicts divide ethnic and social groups and disrupt peaceful coexistence; wherever terrorism continues to strike; wherever the basics needed for survival are lacking; wherever an increasingly uncertain future is regarded with apprehension, even in affluent nations: in each of these places may the Light of Christmas shine forth and encourage all people to do their part in a spirit of authentic solidarity. If people look only to their own interests, our world will certainly fall apart.
