Alle ore 09.00 di oggi giovedì 8 ottobre 2009, con il canto dell’Ora Terza, ha avuto luogo la Sesta Congregazione Generale, per la seconda Votazione per la Commissione per il Messaggio e per la continuazione degli interventi dei Padri sinodali in Aula sul tema sinodale La Chiesa in Africa a servizio della riconciliazione, della giustizia e della pace. “Voi siete il sale della terra ... Voi siete la luce del mondo” (Mt 5, 13.14).

Presidente Delegato di turno S.Em. Card. Francis ARINZE, Prefetto emerito della Congregazione per il Culto Divino e la Disciplina dei Sacramenti (CITTÀ DEL VATICANO).

A questa Congregazione Generale, che si è conclusa alle ore 12.30 con la preghiera dell’Angelus Domini, erano presenti 227 Padri.

In apertura della Congregazione Generale ha avuto luogo la seconda votazione per l’elezione dei membri della Commissione per il Messaggio, presieduta per nomina pontificia da S. E. R. Mons. John Olorunfemi ONAIYEKAN, Arcivescovo di Abuja (NIGERIA) e Vice Presidente S. E. R. Mons. Youssef Ibrahim SARRAF, Vescovo di Le Caire dei Caldei (EGITTO). La votazione si è svolta in forma elettronica.

Diamo qui di seguito i riassunti degli interventi:

- S. Em. R. Card. Ennio ANTONELLI, Presidente del Pontificio Consiglio per la Famiglia (CITTÀ DEL VATICANO)

Il Santo Padre, nell’Omelia della Messa di Inaugurazione, nella Basilica di S. Pietro, ha segnalato, con un’espressione molto incisiva, che il primo mondo “sta esportando tossici rifiuti spirituali” in Africa e altre aree in via di sviluppo. Uno di questi rifiuti tossici è la cosiddetta “teoria del genere”, che ben camuffata comincia a infiltrarsi nelle associazioni, negli ambienti governativi e anche in alcuni ambienti ecclesiali del continente africano, secondo quanto viene segnalato al Pontificio Consiglio per la Famiglia.
Agenti di varie istituzioni e organizzazioni internazionali partono da problemi reali, ai quali è necessario e doveroso porre rimedio, come le ingiustizie e le violenze subite dalle donne, la mortalità infantile, la malnutrizione e la fame, i problemi dell'abitazione e del lavoro. Suggeriscono prospettive di soluzione basate sui valori dell'uguaglianza, della salute, della libertà: parole sacrosante, ma rese ambigue dai nuovi significati antropologici di cui vengono caricate. Ad esempio uguaglianza delle persone non significa solo pari dignità e titolarità dei diritti fondamentali dell'uomo; ma anche irrilevanza della differenza naturale tra uomini e donne, uniformità di tutti gli individui, come se fossero sessualmente indifferenziati, e quindi equivalenza di tutti gli orientamenti e comportamenti sessuali: eterosessuale, omosessuale, bisessuale, transessuale, polimorfo. Ogni individuo ha diritto a fare liberamente (ed eventualmente anche a mutare) le sue scelte, secondo le pulsioni, i desideri e le preferenze.
L’ideologia viene diffusa attraverso i centri di salute riproduttiva, gli incontri locali di formazione, i programmi televisivi internazionali via satellite. Viene ricercata la collaborazione dei governi africani e delle associazioni locali, anche ecclesiali, che di solito non si rendono conto delle implicazioni antropologiche, eticamente inaccettabili.
Questo mio intervento vuole essere un invito alla vigilanza, un’esortazione a offrire istruzioni accurate ai sacerdoti, ai seminaristi, ai religiosi e alle religiose, alle Caritas e agli altri operatori pastorali laici.

Nous avons écouté avec attention la communication du Cardinal Polycarp Pengo, président du S. C. E. A. M.. On voit clairement que nos frères évêques africains demandent un appui pour renforcer leur communion interne et leur organisation continentale. Je propose de commencer des traités avec le Conseil des Conférences Episcopales d'Europe (CCEE) sur les possibilités de renforcer la collaboration parmi les évêques africains aussi à travers des actions conjointes avec le CCEE.
Parmi les institutions de l'Église même on fait mention, aux numéros 123-126 de l'Instrumentum laboris, des Commissions Justice et Paix. On ajoute qu'il faut mieux comprendre la mission de ces commissions.
Il est une expérience générale dans l'Église, qu'après le Concile Vatican II est née une vraie richesse, une multitude d'organisations pour réaliser la mission et l'activité des chrétiens dans le monde en différents champs d'action. Mais dans les dernières dizaines d' années on a aussi éclairé davantage la nature des organisations ecclésiales: on a précisé la nature des associations de fidèles, on a bien distingué les personnes juridiques privées et les personnes juridiques publiques dans l'Église. On a souligné que seules ces dernières peuvent agir au nom de l'Église, comme aussi les structures publiques de l'organisation hiérarchique de l'Église même.
Pour éviter que certaines "Commissions" Justice et Paix, constituées peut-être seulement selon le droit de l'État ou comme associations privées, deviennent instruments de groupes politiques, il semble utile de mettre en évidence que la Commission nationale Justice et Paix est normalement un organe de la Conférence épiscopale même. De cette manière on peut s’assurer que l'activité de ces commissions soit une expression authentique de la mission de l'Église dans le monde.

A significant dimension of the growth of the Church on the Continent of Africa has been the number of African men and women now directly involved in the ad gentes mission of the Church, both as members of recently established local missionary congregations and as members of longer established international institutes.
Inspired by their faith commitment, and informed by Catholic Social Teaching, a number of Missionary and Religious Congregations have formed networks to meet this challenge. I refer in particular to the work of the Africa Faith and Justice Network.
The particular concern of these networks is to address issues of structural injustice rooted in European and United States policies that affect Africa adversely.
As the "family of God" the Church is challenged to witness and promote the universality of God's love for all people and the future unity of humanity. Unfortunately, ethnic, tribal and regional divisions still afflict many parts of the African continent, seriously hampering the development of its peoples. The witness of international missionary and religious communities is both relevant and urgent. These communities embrace a wide range of cultural and ethnic differences within their "Family" as they live and work together in the service of the Gospel. Their presence proclaims the Gospel truth that God does not have favourites, that we are all his children and our common destiny is to be one family in Him.
Africa is poorly served by the mass media, which focuses almost exclusively on the bad news, thus creating a widely accepted narrative of a continent in a constant state of crisis. The `Aid Industry', too, feeds on selling negative and outmoded stereotypes of Africans as helpless victims of endless wars and constant famines. The people of Africa must become more central to the narrative of Africa that is propagated abroad, International Missionary Congregations and Institutes are ideally situated to assist in this process.

La dimension politique de la paix invite l'Église qui est en Afrique à inventer des nouvelles méthodes de présentation de son enseignement social fondé sur des valeurs évangéliques susceptibles de favoriser la paix et l'entente entre les peuples. En convenant que la paix est d'abord un don de Dieu, nous proposons que l'Église qui est en Afrique s'implique davantage afin que:
La classe politique africaine soit effectivement au service du bien commun. A cet effet, l'Église devra soigner et renforcer l'accompagnement et la formation des hommes politiques à la lumière de l'enseignement social de l'Église.
Soit mis sur pied un programme transversal et œcuménique d'éducation civique des populations afin de promouvoir la conscience citoyenne et la participation responsable des populations locales dans la gestion du patrimoine de leurs pays respectifs.
Organiser les populations et les communautés à la base en vue de cette participation citoyenne. L'expérience de l'organisation des Comités locaux de gouvernance participative, qui sont des cadres apolitiques, permettrait aux communautés locales de se prendre en charge à la base et de participer au développement de leur milieu en dialogue avec les élus locaux et les gouvernants. Cela pourrait déboucher sur l'émergence des Liaisons parlementaires comme structures permanentes de plaidoyer auprès des organes délibérants chargés d'édicter des lois et de contrôler l'exécutif à tous les niveaux.
Sur la même lancée, créer un Observatoire sous-régional des politiques nationales comme laboratoire d'analyse sociale et de prospective, capable de donner des alertes sur les grandes tendances des politiques mises en oeuvre et leur conformité à la finalité de la communauté politique qui est le service du bien commun.
Travailler à l'émergence d'une classe politique responsable et consciencieuse.

The neo-Pentecostalist groups are often very aggressive and proselytising in their relationship to the Catholic Church. It would seem that this group aims at bringing down the Catholic Church both in her influence as well as in the number of her faithful. This intention is captured in the way some of them refer to the Catholic Church as the dead Church. Their hope is that by getting at the minds and hearts of the youth, they would be able to lure them away and in time cut off the life of the Church as they hope that the young would migrate en masse from the Church.
In order not to help them accomplish this aim, the Church in Africa must devise means by which she would ensure that the whole flock in each parish is kept in view. We must ensure that no one is anonymous in the parishes, the most vulnerable such as job seekers and others, particularly among the youth, in any sort of material or spiritual needs should be supported and assisted where possible. There is need to create a ministry in each parish that attends to the concerns and needs of the young Executives and professionals among our faithful. They are targets of neo-Pentecostalist groups.

The Catholic Church in Swaziland is still young having arrived in 1914 and numbers some 55 000 adherents in a population of 1 million, meaning that only five percent of Swazis are Catholics. Even though the Church is a minority it remains the largest Single Christian Church in the country. From its arrival the Church participated in social action in many parts of the country. This has received lots of praise from the traditional and political authorities in the land. My predecessors, mainly of European origin, enjoyed good relations with the traditional authorities as well.
In recent years, the relationship between the Church and the traditional and political leaders has become ambivalent. The Church continues to receive much praise from government for her interventions in the area of education, health and programmes for development. As a Church we continue to question the system of governance as we believe that it contributes to the high levels of poverty in the country. The Government criticizes the Church for speaking on issues of governance, insisting that the duty of the Church should be confined to the liturgy and worship and not to be present in the social and political life of the people. This has seen us being befriended by members of civic society, including trade unions and the banned political parties and movements. As a Church we therefore find ourselves in the middle of two opposing forces. This presents a unique opportunity for the Church as she can minister to the government and members of civic society.
The theme of this Synod challenges us to lead an authentic Christian life. This requires that the Church be exemplary to the unbelievers and other Christians too. We have every duty to contribute to the well being of society and to be a beacon of hope in the face of many challenges and difficulties. The Swazi people are a homogenous group, having the same culture and speaking the same language. As such the Swazi people can be likened to one big family. We are thus once again called to live as a family. Every family has to face some problems and disagreements at some point. We should deal with these problems in a truthful and honest manner and above all in a spirit of charity.

Reconciliation is necessary in carrying out apostolate and drawing from the teaching of St. Paul, who points out that God is the starting point.
Given sad events like civil wars that are affecting the continent, the church's identity is o at stake. Very often we speak of a family that is loving, sharing and united in every day activities and living together. But more often sons and daughters of the church are equally involved in conflicts instead of building bridges among conflicting parties over vested interests.
The Church is instrumental in the healing mission of Christ; and all Christians should work to effect this.
Agents of evangelisation (Bishops, clergy and religious) together with the laity need to employ the arms of faith and seek a more profound conversion in pursuit for holiness through listening to the Word of God and frequenting sacraments; participating in prayer life and spiritual exercises; addressing questions posed by people we live with and sharing and serving them as neighbours.
Africa is engulfed in so many problems mainly due to bad leadership - by Leaders who are not God fearing, but who are rather all out to enrich themselves by looting their own countries, to the point of plunging their people into anarchy. Obviously, there have been good leaders who affirmed the aspirations of their citizens who cherished them. We have in mind people like Julius Nyerere of Tanzania whose legacy is a unified nation.
The church should help young people by reemphasizing the human, spiritual and intellectual formation particularly in our schools up to university level.
Faith has to take precedence in our formation work. Moreover, there is a need to form reconciliation committees to work together with justice and peace commission in our dioceses addressing issues of social conflict and offering civic education.

Les personnes consacrées en Afrique et à Madagascar prennent conscience et veulent faire prendre conscience aux autres agents apostoliques (laïcs, prêtres, Évêques) que la Réconciliation, la Justice et la Paix ou en d'autres termes la Justice et la Paix qui emmènent à la Réconciliation obligent à mourir, obligent à perdre la vie pour la vérité selon l'Évangile.
Le thème du Synode invite les consacrés à promouvoir la paix à l'intérieur des Instituts :
En entretenant des relations positives en communauté entre ethnies différentes, entre nationalités différentes. Ceci passe par :
- La culture du "Mêmes droits pour tous"
- La culture de l'alternance du pouvoir et donc du détachement vis-à-vis des postes
dans les Instituts.
- La culture de la mission accomplie avec amour
- La culture de l'usage des biens de l'Institut sans s'en approprierNous vous proposons de nous unir et de collaborer sur un aspect très important qui pourrait empêcher de parler de Réconciliation, Justice et Paix aux peuples démunis du continent:
1. Améliorer la santé maternelle afin qu'il y ait moins de mamans qui meurent à l'accouchement et réduire aussi la mortalité des enfants.
2. Renforcer les moyens de préventions et la prise en charge des malades atteints de:
paludisme; Sida; maladies mentales, l'épilepsie etc...
3. Encourager: les pharmaciens, les médecins, les guérisseurs à mettre en place des structures modernes de soin par les plantes; la création de mutuelles de santé.

Une des particularités du Diocèse de Nouakchott est qu'il couvre tout le territoire de la République Islamique de Mauritanie. Du fait que les habitants de ce pays sont tous musulmans, et cela depuis des siècles, résulte que tous les chrétiens catholiques habitant le pays sont des non-mauritaniens, aussi bien les fidèles que leurs pasteurs. Pour continuer à planter le décor, j'ajouterai que le premier prêtre qui soit venu dans le pays et qui n'avait pas le statut d'aumônier militaire y a célébré sa première messe à Noël 1957.
Déjà le premier évêque, Mgr. Michel BERNARD, n'a pas voulu se contenter d'être le pasteur des quelques milliers de chrétiens vivant dans le pays, mais a insisté pour que les prêtres et les religieuses se tournent vers la population autochtone pour être pour eux des témoins du Dieu Amour révélé par et dans la personne de Jésus Christ.
Un des instruments que nous nous sommes donnés pour réaliser cela est Caritas Mauritanie. Fondée en 1970, elle emploie actuellement environ 120 personnes. Parmi ceux-ci il y a au moins 110 hommes et femmes de nationalité mauritanienne, donc des musulmans. Tous ces collaborateurs doivent connaître nos motivations profondes et y souscrire. Ils doivent savoir que pour nous, les chrétiens, tous les êtres humains sont égaux en dignité, peu importe leur sexe, leur statut social ou ethnique. Ils doivent savoir que nous ne sommes pas là pour aider nos frères de race, nos familles, les gens de notre religion mais toutes les personnes se trouvant dans le besoin. Nous devons nous employer pour qu'ils retrouvent la dignité voulue pour eux par leur Créateur.

L’intérêt que porte l’Église-Famille de Dieu qui est en Guinée aux questions de réconciliation, de justice et de paix, s’est manifesté souvent dans les interventions de ses pasteurs. Nous rappelons le courage et la détermination de nos prédécesseurs qui ont dénoncé les pièges malicieux des pouvoirs mis en place pour prendre en otage ce qu’il y a de plus noble en l’homme: la liberté.
Nous comptons de nombreuses figures charismatiques qui ont jeté dans le coeur de notre peuple les semences de la réconciliation, de la justice et de la paix. Nous pensons en premier lieu aux missionnaires expulsés en 1967 à cause essentiellement de leur vision prophétique sur ce qui serait le sort de notre peuple. Les interventions de nos deux prédécesseurs immédiats: Mgr Raymond-Marie TCHIDIMBO et,Mgr Robert SARAH sur le thème de la réconciliation, de la justice et de la paix gardent encore aujourd’hui toute leur pertinence pour les Guinéens.
Dans leur sillage, l’épiscopat aujourd’hui ne cesse d’attirer l’attention des dirigeants sur la question de la réconciliation, de la justice et de la paix. Il n’a cessé de jouer son rôle de sentinelle aux portes de la cité. Il a, dans plusieurs déclarations, invité les Guinéens au dialogue. La dernière déclaration a été publiée le 25 Septembre 2009.
Malheureusement son appel de ce 25 Septembre n’a pas été entendu parce que, quand le démon-argent parle, ses nombreux adeptes sont heureux et rien ne les empêche d’agir. Même la mort n’est pas un obstacle pour eux. Ainsi, le 28 Septembre 2009, le peuple était endeuillé de nouveau par la mort tragique de dizaines ou de centaines de personnes suite à une manifestation violemment réprimée par les militaires.
Cette action de l’épiscopat n’est pas sans la contribution d’un laïcat organisé et engagé sur le terrain à travers, par exemple, l’Organisation catholique pour la promotion humaine (OCPH) et la Commission Justice et Paix. Mais nous sommes encore loin de ce laïcat saint, que le Premier Synode appelait de ses voeux. L’appel du Pape, dans sa première encyclique “Deus Caritas est”, à faire la différence entre l’ordre juste et l’homme juste, nous a encore plus motivé dans la formation du laïcat.
D’autre part, nous estimons urgent d’encourager le dialogue interreligieux tripartite pour construire la paix: christianisme, religion traditionnelle africaine et islam. Pour mettre davantage en lumière l’esprit de fraternité et de solidarité du génie culturel africain.
Enfin, nous adressons un chaleureux merci au Saint-Père pour son soutien à notre pays au cours de l’Angélus de Dimanche dernier.

En faisant un état des lieux des retombées des guerres et des violences imposées à la République Démocratique du Congo, l'on est obligé de fustiger les mensonges et les subterfuges utilisés par les prédateurs et commanditaires de ces guerres et violences. Le tribalisme sans cesse évoqué pour rendre compte de ces guerres en République Démocratique du Congo n'est qu'un paravent. La diversité ethnique est instrumentalisée pour se donner l'occasion de piller les ressources naturelles.
Nous déplorons le fait que la Communauté internationale ne fasse pas assez pour mettre fin à ces guerres et violences, en s'intéressant suffisamment à leurs véritables causes: le pillage des ressources naturelles. Elle s'est limitée à soigner les conséquences des guerres au lieu de s'attaquer avec détermination et de manière persuasive à leurs causes. Sur la même lancée, nous déplorons le fait que les souffrances et les vies humaines fauchées en République Démocratique du Congo par ces guerres n'ont pas suscité la même indignation et la même condamnation que lorsque cela arrive sous d'autres cieux. Sinon, comment expliquer la résurgence et la virulence des violences que l'on continue de condamner du bout des lèvres sans envisager d’actions efficaces de manière à mettre fin une fois pour toutes aux causes de ces violences. Ne partageons-nous pas la même humanité?
Dans un monde où il devient de plus en plus évident que nous constituons un village global, des actions concertées et globales devraient être menées pour venir à bout des violences faites à l'Afrique par la prédation de ses ressources, afin de permettre finalement à ce continent, en ce début du troisième millénaire, de vivre également dans la paix et de se développer dans la solidarité avec les autres.
A cet effet, nous suggérons que ce Synode convie d'abord tous les chrétiens au nom de notre foi en Jésus Christ, qui par son sacrifice suprême sur la croix nous a donné la vraie mesure de la dignité de chaque personne humaine; et ensuite, qu'il invite tous les hommes et toutes les femmes de bonne volonté, au nom de notre humanité commune, à condamner et à dénoncer publiquement les commanditaires des guerres et des violences en Afrique. Sinon nous sommes complices du mal fait à notre frère.

Portugal e a Europa devem reinterpretar a aventura missionária assumindo atitudes novas e comprometidas com a vida dos povos que evangelizaram.
No passado, com maior ou menor fidelidade, deram a conhecer Jesus Cristo e a Sua doutrina. Hoje devem continuar a partir para ver Cristo nas necessidades reais e concretas, fazendo o que devem fazer a Cristo (Inst.Lab.n.35).
O ir ao encontro de Cristo nos necessitados através duma dedicação total deve ter uma dimensão universal que não premite acepção de pessoas mesmo por motivos religiosos.
Partir é sinónimo de coragem e nunca admite cansaços. Só assim a civilização do amor se irá concretizando.
Se a Europa deve partir ao encontro das necessidades, as comunidades locais devem organizar-se eleminando demasiadas burocracias e chegando, particularmente, a quem não tem voz para exigir.
Dar é importante, dar-se num voluntariado com preparação permite que os povos consigam construir a sua felicidade.
Pode ter chegada a hora duma autentica geminação das comunidades ou dioceses através da partilha de bens materiais e de pessoas que se disponibilizam para servir na escola, saúde, etc.
A Europa deve regressar á Africa não só para levar o conhecimento de Cristo mas se encontar com Ele em todos os povos e na lógica das Bem- aventuranças e da descrição do Juízo Final.

Sin dall'inizio del Cristianesimo l'Africa è stata una terra di santi, dal grande dottore Agostino fino ai martiri ugandesi Carlo Lwanga, Mattia Maulumba Kalemba e compagni e alla straordinaria figura della sudanese Santa Giuseppina Bakhita, canonizzata nel 2000. Ancora oggi, sono 22 le nazioni con 44 processi di beatificazione e canonizzazione, che riguardano 13 Beati, 4 Venerabili e 27 Servi di Dio. Sono rappresentate tutte le categorie di fedeli: il Servo di Dio Alfredo Simone Diban Ki-Zerbo, del Burkina Faso, è un catechista padre di famiglia; la Serva di Dio Eulalia Maria Gabriel Mokhosi, del Lesotho, è una madre di famiglia; il Servo di Dio Julius Kambarage Nyerere, della Tanzania, è laico conosciuto in tutto il mondo come grande letterato e politico; la Beata Clementina Anouarite Nengapeta, Congo, è una suora martire; il Servo di Dio Simone Mpeke (Baba Simon), del Camerun, è un sacerdote; il Beato Cipriano (Michael Iwene Tansi), della Nigeria, è un Cistercense. Ma sono moltissimi in Africa i testimoni eroici della fede. È compito dei Vescovi promuovere la santificazione dei sacerdoti e dei fedeli, ma anche il discernimento e la valorizzazione dell'esercizio eroico delle virtù cristiane dei battezzati delle loro diocesi. I santi sono il vero tesoro di una chiesa locale. Essi infatti assolvono a un triplice compito: di evangelizzazione, perché dimostrano la bellezza e la possibilità esistenziale del Vangelo di Gesù; di inculturazione, perché mostrano non con teorie di laboratorio, ma con la loro esistenza che il Vangelo può mettere radici in tutte le culture e trasformarle in meglio; di riconciliazione, perché come testimoni eroici della carità di Cristo, portano perdono, pace e giustizia nella comunità.

Article number 14 of the Instrumentum Laboris states that: "The Pastors in Africa, in union with the Bishop of Rome, who presides over the universal communion in charity, feel that further discussions need to be done on the problems already treated at the preceding Special Assembly for Africa of the Synod of Bishops and taken up in Post-Synodal Apostolic Exhortation Ecclesia in Africa". The Episcopal Conference of Malawi feels that one area which makes part of this continuing dynamic is the family. In this regard, article number 20 of Instrumentum Laboris articulates that "creativity is necessary in addressing the spiritual and moral needs of the family".
Being ‘domestic churches’, places of pardon, reconciliation and peace, most African families are not enjoying total harmony. They are facing a lot of challenges such as HIV/AIDS-related problems, multicultural globalization (Instrumentum Laboris n. 72), deterioration of cultural value of marriage, political influence and lack of role models. True love and reconciliation is lacking. There is still then a need for a qualitative pastoral follow-up, continuous catechesis of marriage and family life.
This can be done at various levels: Episcopal Conference, Diocese and Parish. Besides this Christian Movements/Associations, such as Family Movements, Christian Marriage Encounter can be of much assistance. These Movements/Associations do help spouses understand better the nature and essence of matrimonial vocation. They also assist in deepening marital love and fidelity in the family. They give hope and encouragement especially to the families facing difficulties.

I thought it would be beneficial to my sisters and brothers at the Synod to concentrate on one initiative of the Southern Africa Catholic Bishops' Conference (SACBC), which we took after our first democratic elections in 1994. That was the creation of a Catholic Parliamentarian Liaison Office (CPLO).
The aim of this Office is to do precisely what the title says and that is to liaise with Parliament. Although South Africa is only 9% Catholic, of the 440 members of Parliament, 22% are Catholic. However, and this is an important point, the Office liaises with, does research for and informs ALL Parliamentarians irrespective of their religious or political backgrounds.
We have a number of full-time researchers who do in-depth research on all aspects of legislation coming before Parliament. We do this from a Gospel-based value system, drawing heavily from Catholic Social Teaching. Parliamentarians have neither the resources nor the time to do their own in-depth research on any given subject. Therefore these research papers are very much appreciated by many.
We also give verbal and written Catholic positions on upcoming legislation at Parliamentary Select Committee levels. These papers are made available to a much wider public as are reflective insights and comments on newly passed legislation. This creates a national and at times an international awareness among a much wider community about public policy issues and the response of the Catholic Church.
The impact of the CPLO has had an enormous influence on Parliament over the last twelve years and this influence continues to grow. Social informal contact with Parliamentarians is another important aspect of the work.
Parliamentarians are often invited to social functions organized by the Church simply to acknowledge their presence and thank them.
The Catholic Parliamentary Liaison Office, on a regular basis, organizes discussions on key issues of public interest, such as the situation in Zimbabwe today or new legislation pertaining to Children's Rights. Well known speakers are invited from across the political spectrum and from Church circles and these public debates draw large audiences.
The Office, twice a year, organizes training for people from other countries identified and sent by their respective Bishops' Conferences. To date Zimbabwe, Ethiopia, the D.R.C. and Sierra Leone to name but a few, have benefited from these training programmes.
The Southern Africa Bishops' Conference would like to endorse Archbishop Berhaneyesus SOURAPHIEL's (Addis Ababa) suggestion that a full time Catholic permanent representative be appointed to the African Union, with more than simply observer status.

In the Instrumentum Laboris, the question of inculturation is barely touched upon. And yet Ecclesia in Africa categorically stated that inculturation is a sine qua non in the work of evangelization. Without inculturation, there is neither genuine evangelization nor genuine reconciliation. After all, "the gospel is grounded in the human terrain of culture" (I.L. 73).
Moral values embedded in the diverse African cultures, alongside the gospel values, are threatened by the new global ethic which aggressively seeks to persuade African governments and communities to accept new and different meanings of concepts of family, marriage and human sexuality. (This has been pointed out in Cardinal Turkson's presentation ). The cultures of Africa are under heavy strain from liberalism, secularism and from lobbyists who squat at the United Nations. Africa faces a second wave of colonization both subtle and ruthless at the same time.
The most critical challenge facing the Church in Africa is not the lack of analysis, the lack of an understanding of issues and their interconnectedness. The challenge is the lack of collective (political) willpower to implement resolutions made; to find workable solutions to the challenges our societies face, to rise to the unpleasant challenges of leadership. A pressing question needs to be asked. To whom are our regional and continental associations accountable? What are the purposes of these platforms apart from expressing compassion, solidarity and collegiality? Members pay lip service to regional and continental conferences. Dues are not paid. How then are the resolutions to be implemented when we ourselves sabotage our own organizations, frustrate staff and demoralize elected board members instead of guiding, helping and collectively setting up and reviewing goals. If the resolutions of the Synod are to be implemented our national, regional and continental conferences have to take the responsibility.
Secondly we as a hierarchy, appear to be working alone on these issues that cut across the continent. Lay people, by virtue of their baptism, have a significant role to play. They are expected to witness in the public square, in their families and places of work. Their Christian voice in the face of the many challenges in Africa, is weak, muffled or simply silent. The hierarchy is without credible partners in the work of the transformation of Africa. Lay Catholics need to be given a voice in order to stand up and be counted for their Catholic faith. The hierarchy cannot do it alone.

L’Église catholique en Afrique inspire admiration et respect même à ceux qui ne partagent pas son enseignement grâce à la nature et à la stabilité de ses structures qui reflètent sa nature communionnelle. L’esprit de communion y a été insufflé dès le début par l’action missionnaire et il y perdure en dépit de quelques tendances et forces déconstruisantes à éradiquer.
Si certains indices de division provenant du désordre de la cité se retrouvent également dans le temple, cela est dû entre autres à une mauvaise compréhension et à l’instrumentalisation des structures de l’Église en Afrique par certains esprits.
Pour les éradiquer, nous suggérons que cette Assemblée synodale :
- Rappelle le respect de l’esprit et des normes constitutives des structures de l’Église à tous les niveaux ;
- Recommande d’éviter dans l’érection des circonscriptions ecclésiastiques, des plus élementaires aux plus complexes (des CEV, paroisses, diocèses, régions ecclésiastiques, etc), de faire correspondre celles-ci aux limites territoriales ou linguistiques tribales ou ethniques afin de faire apparaître avec évidence l’essence même de l’Église comme famille de Dieu ouverte à tous ;
- Insiste afin de minimiser les tendances tribalisantes et ethnicisantes en soignant la formation des fidèles catholiques, des agents pastoraux, des prêtres et des religieux pour qu’ils s’imprègnent de l’esprit sous-jacent aux structures de dialogue et de participation de l’Église ;
- Mette un accent très singulier sur la formation socio-politique des dirigeants laïcs dans la ligne de l’enseignement social de l’Église afin de les affermir dans la foi catholique pour leur permettre d’agir en politique et dans la cité comme des artisans de communion et d’unité ;
- Accorde une importance de taille au choix des formateurs dans les maisons de formation sacerdotale, religieuse, des Instituts Supérieurs de Sciences Religieuses, des Universités catholiques et ecclésiastiques pour réussir à insuffler cet esprit communionnel au-delà de tout clivage ethnique et tribal.
- Redise que dans les provisions canoniques à tous les échelons, l’on nomme les personnes sans se laisser conditionner par leur appartenance tribale et ethnique.
- Dans les écoles catholiques et dans les Mouvements d’action catholique, que l’on recrute des maîtres et des encadreurs imbus de l’esprit ecclésial dans l’intention d’assurer aux jeunes une vision saine et communionnelle de l’Église comme famille des enfants de Dieu.

At the holy mass of the Solemn Inauguration of this Special Assembly of the Synod of Bishops for Africa, the Holy Father Benedict XVI drew attention to the "deep sense of God" of the African peoples, and declared that "Africa represents an enormous spiritual ‘lung’ for humanity". This is in line with the teaching of the Servant of God, Pope John Paul II in "Ecclesia in Africa” (cf nos. 7, 57, and 67).This spiritual soil has proved fertile for the Gospel message. But so also has it been for Islam. Thus, our continent has become a home for both monotheistic faiths, a fact that we must all admit and live with, for the foreseeable future.
“Ecclesia in Africa” called for a systematic dialogue with Islam. Despite many difficulties in many places, the route of dialogue has proved to be the best way.
We have learnt some lessons in the past fifteen years. We have made progress in building upon the general sense which Muslims and Christians in Africa have of belonging to the same families, communities and nations. We have learnt to join hands to address common challenges on the bases of commonly shared spiritual and moral values, which we discover, often with joyful surprise, whenever we open our hearts and minds to one another.
My plea and strong proposal is that this synod challenges the whole Church of Africa to reach out to the whole Islamic community of Africa, from grass roots to continental levels.
This will not happen by chance. It has to be planned, and structures, like Inter-religious Councils, put in place for it. The good news is that already much is happening in this direction which needs to be sustained and expanded. We cannot fight the battle for reconciliation, justice and peace in Africa on our own as Catholic Church. We have to join hands with other spiritual forces on our continent, to liberate our people from our self-imposed bondage, to the glory of our Almighty and Merciful God and Father of all.

Molti cristiani si adoperano oggi per fare fronte alla miseria degli uomini in Africa. Diceva di recente una nota esponente politica tedesca, che non appartiene a un partito cristiano: l'impegno della Chiesa risulta essere la metà di quanto si realizza a favore di quel continente. Così i cristiani favoriscono anche la pace, spesso infranta a motivo della miseria materiale.
Il secondo concetto di questo Sinodo è la “giustizia”. Per attuarlo, la Chiesa non cessa di alzare la sua voce. La recente Enciclica Caritas in veritate afferma: “la giustizia è la prima via della carità” (6). La giustizia ha dunque la sua dimensione terrestre. Ma non è semplicemente il frutto dell'impegno umano o addirittura delle finezze politiche. Ci ha spiegato molto bene il relatore generale, il Card. Turkson: vista con gli occhi di fede, la giustizia è la rettitudine davanti a Dio - compito dell'impegno umano e allo stesso tempo regalo gratuito di Cristo Salvatore.
Qui la giustizia si imbatte nel terzo concetto delle riflessioni suggerite, la “riconciliazione”. Anch'essa inizia nel cuore dell'uomo. Nel cuore deve dunque radicarsi il punto focale delle nostre consultazioni.
Perciò gli ordini missionari vanno consolidati nel lavoro apostolico. Oppure anche i nuovi movimenti, il cui impegno in Africa nel nostro Dicastero Cor Unum sempre di nuovo ammiriamo e accompagniamo.
Questi gruppi collegano l'aiuto materiale contro la miseria con l'annuncio del Vangelo. E la loro antropologia non slega nell'uomo bisogni corporali e spirituali, ai quali pare si debba rispondere distintamente. Cor unum fa di tutto perché non si impongano falsi modelli all'homo africanus, così che nella collaborazione vada ritrovata nuovamente una sana visione unitaria dell'uomo, prevista dalla natura e dalla rivelazione.

Power of the Word of God and of the Sacrament of Penance in e Promotion of Reconciliation,Justice and Peace
(Instrumentum Laboris, Chapter III, nn. 83-86)--
In many of our countries we rejoice to see that our Christian population is growing. The liturgy is celebrated with joy and there is active participation. On the other hand we are saddened by the fact there are tensions and conflicts not only in society in general but also among our Christian communities. It is not uncommon that authors of acts of social injustices, bribery and corruption are Christians. There are long standing family and tribal prejudices which are often the cause of conflicts, handed down from one generation to another, without any intention of mutual forgiveness or reconciliation. Yet many of these people can be considered as fervent and practicing Christians who are making an honest effort to be good.
Reconciliation, justice and peace are the work of God's grace which comes to us through the Word of God and the Sacraments, especially the Sacrament of Penance and the Eucharist. Two things are therefore necessary: 1) A more regular celebration of the Sacrament of Penance and the Eucharist, which are the Sacraments of healing, communion and service; 2) A more prophetic proclamation of the Word of God, in and out of season.
There is a decreasing number of Christians, especially the youth, who frequent the Sacrament of Penance and when they do, it does not touch them profoundly. It is more of a ritual act, in the manner of the traditional rites of reconciliation and purification. Those who participate in it, though externally reconciled still harbor sentiments of hatred and rancor when may lead to vendetta whenever the opportunity offers itself.
A more frequent and communal celebration of the Sacrament of Penance according to the new rite published a few years ago, which makes a profuse use of the Word of God, would bring out more the social dimensions of sin and its effects, and underline the fact that reconciliation is not just a private affair with God but it also implies reconciliation with one another; it re-establishes peace and harmony in the community and calls for the fulfilment of social obligations and the practice of justice. Such a celebration invites the whole community to rejoice as it is indicated by the Parable of the Prodigal Son.
We need Priests who make themselves more available for the Sacrament of Penance in the example of the Cure' d'Ars, and who administer it in a meaningful way, with a personal touch accompanied by counseling based on the Word of God.

La pensée libérale et néolibérale, forte du pouvoir économique et du pouvoir des médias, veut nous faire croire que les communautés humaines ou religieuses n'ont rien à dire sur les comportements des individus. au nom d'un libertinage et relativisme moral.
Nos communautés humaines et religieuses africaines, dans l'ensemble, rejettent les pratiques légalement codifiées dans bon nombre de pays de l'Occident autrefois chrétien, telles que l'avortement, la pratique homosexuelle, le mariage entre personnes du même sexe, l'euthanasie... Elles ont en estime la promotion des valeurs relatives à la famille et à la vie.
Les moyens de communications font du monde un seul village. De plus en plus, certaines radios et télévisions, des sites internet, tous régis par le pouvoir et les intérêts économiques, diffusent délibérément des programmes qui visiblement cherchent à imposer la pensée unique de l'Occident. Le tapage médiatique organisé lors du voyage du Saint-Père au Cameroun et en Angola au mois de mars demier en constitue un exemple pathétique. Des programmes adressés aux auditeurs francophones tant européens qu'africains visaient à faire croire que des prêtres, des religieux et religieuses africains étudiants ou en mission à Rome ou ailleurs en Europe, vivaient de la mendicité et de la prostitution, abandonnés par le Vatican et les congrégations religieuses. Avait-on besoin de cela pour montrer son désaccord avec le Saint-Père? Manifestement, une coalition cherchait à atteindre un objectif clair mais inavouable, en distrayant les africains pour les empêcher ainsi d'écouter les paroles du Saint-Père sur les questions d'injustice, de violence et de leurs causes.
Les Africains ne sauraient user de violence pour combattre cet impérialisme et tyrannie de la pensée unique. Toutefois, nous leur demandons un peu de retenue et de circonspection, de respect et de tolérance, et surtout d'honnêteté intellectuelle dans l'expression de leurs idées qui ne servent pas la dignité humaine et pourraient engendrer des souffrances intolérables et des compartements d'hostilité voire de haine entre les peuples.

As a member of an institute of consecrated life, an individual agrees to be consecrated to Jesus Christ and to accept His mission and His vision. Both are beautifully expressed in Luke 4, 18-21.
And if we add John 20,21 where Jesus says "As the Father has sent me am sending you" we can say that a consecrated person continues the mission of our Lord and Saviour Jesus Christ.
In Africa, today, that could mean to go as healer to the wounds of the world, and not to look away or flee into the comfort of consumption and power.
In this context evangelical counsels could be a way of life that signifies a voluntary solidarity with the victims of injustice and suppression, an identification with those who suffer material and social distress; it could mean solidarity with the sexually discriminated and exploited and solidarity with those in social and political bondage who are not allowed to determine their own destiny.
We know that one of the most basic needs of every individual is to learn and to experience that I am respected and accepted by God for what I am. But because God does not speak to each one directly, this is something that the individual has to hear from the others and I see this as a crucial role of community-life.
lt calls for the experience of reconciliation before we preach about it and before we bring it into the world and to the people around us who seem to be in need of it.
The communities of consecrated life as well as the Church need to facilitate this reconciliation with God and with one another; need to experience first at home the healing God offers, and the justice of God's unconditional commitment to each person. Then the Church and these communities will be living witnesses and fruitful instruments for Jesus Christ and for the reconciliation, justice and peace, which ultimately are gifts of His spirit.

CALENDARIO

Venerdì 9 ottobre, alle ore 16.30, all’apertura della Nona Congregazione generale interverrà l’Invitato Speciale, M. Rudolphe Adada, Ancien Représentant spécial conjoint du Secrétaire général des Nations Unies et du Président de la Commission de l'Union africaine au Darfour (Soudan), per riferire sugli sforzi di pace nella regione del Darfur, che interessa vari Paesi africani.

CONFERENZA STAMPA

La seconda Conferenza Stampa sui lavori sinodali (con la traduzione simultanea in italiano, inglese, francese e portoghese) si terrà nell’Aula Giovanni Paolo II della Sala Stampa della Santa Sede mercoledì 14 ottobre 2009 (dopo la Relatio post disceptationem), alle ore 12.45 orientativamente.

I nominativi dei partecipanti saranno comunicati appena possibile.

I Signori operatori audiovisivi (cameramen e tecnici) e fotoreporter sono pregati di rivolgersi per il permesso di accesso al Pontificio Consiglio per le Comunicazioni Sociali.

Le successive Conferenze Stampa si terranno:
- Venerdì 23 ottobre 2009 (dopo il Nuntius)
- Sabato 24 ottobre 2009 (dopo l’Elenchus finalis propositionem)

BRIEFING

Il quarto “Briefing” per i gruppi linguistici si terrà (nei luoghi e con gli Addetti Stampa indicati nel Bolletino N. 2) domani, venerdì 9 ottobre 2009 alle ore 13.10 circa.

Si prevedono “pool” di giornalisti accreditati per accedere all’Aula del Sinodo, in linea di massima per la preghiera di apertura delle Congregazioni Generali antemeridiane, nei giorni seguenti:

Nell’Ufficio Informazioni e Accreditamenti della Sala Stampa della Santa Sede (all’ingresso, a destra) saranno messe a disposizione dei redattori le liste d’iscrizione ai “pool”.

Per i “pool” i fotoreporter e gli operatori TV sono pregati di rivolgersi al Pontificio Consiglio delle Comunicazioni Sociali.

I partecipanti ai “pool” sono pregati di trovarsi alle ore 08.30 nel Settore Stampa, allestito all’esterno di fronte all’ingresso dell’Aula Paolo VI, da dove saranno accompagnati da un officiale della Sala Stampa della Santa Sede (per i redattori) e del Pontificio Consiglio per le Comunicazioni Sociali (per i fotoreporter e troupe TV). È richiesto un abbigliamento confacente la circostanza.

BOLLETTINO SYNODUS EPISCOPORUM

L’undicesimo numero del Bollettino sarà pubblicato all’apertura della Sala Stampa della Santa Sede, venerdì 9 ottobre 2009, con i riassunti degli interventi pronunciati in Aula dai Padri sinodali nella Settima Congregazione Generale.

COPERTURA TV IN DIRETTA

Saranno trasmesse in diretta sui monitor nella Sala delle telecomunicazioni, nella Sala dei giornalisti e nell’Aula Giovanni Paolo II della Sala Stampa della Santa Sede:
- Sabato 10 ottobre 2009 (ore 18.00): Preghiera del Rosario con gli Universitari degli Atenei Romani (Aula Paolo VI)
- Domenica 11 ottobre 2009 (ore 10.00): Solenne Concelebrazione Eucaristica con Canonizzazione dei Beati Zygmunt Szsezęsny Feliński, Francisco Coll y Guitart, Jozef Damiaan de Veuster, Rafael Arnáiz Barón e Marie de la Croix (Jeanne) Jugan (Piazza San Pietro)
- Martedì 13 ottobre 2009 (ore 16.30): Parte della Congregazione Generale in cui viene svolta la Relatio post disceptationem
- Domenica 25 ottobre 2009 (ore 09.30): Solenne Concelebrazione della Santa Messa a conclusione del Sinodo (Basilica di San Pietro)

La Sala Stampa della Santa Sede, in occasione della II Assemblea Speciale per l’Africa del Sinodo dei Vescovi resterà aperta dal 2 al 25 ottobre 2009 secondo il seguente orario:
- Fino a venerdì 9 ottobre: ore 09.00 - 16.00
- Sabato 10 ottobre: ore 09.00-19.00
- Domenica 11 ottobre: ore 09.00 - 13.00
- Lunedì 12 ottobre: ore 09.00 - 16.00
- Martedì 13 ottobre: ore 09.00 - 20.00
